Theme 4: Develop<strong>in</strong>g <strong>the</strong> Partnership Approach Fur<strong>the</strong>r<br />

Introduction<br />

Objective: To fur<strong>the</strong>r develop partnership work<strong>in</strong>g with<strong>in</strong> health services organisations to help manage<br />

change and implement Quality and Fairness.<br />

Quality and Fairness states that ‘The partnership approach can play a key role <strong>in</strong> driv<strong>in</strong>g <strong>the</strong> changes proposed <strong>in</strong> Quality and Fairness and it will be strongly<br />

supported by <strong>the</strong> Government. The <strong>Action</strong> <strong>Plan</strong> <strong>for</strong> <strong>People</strong> <strong>Management</strong> will reflect <strong>the</strong> Government’s commitment to assist<strong>in</strong>g partnership <strong>in</strong> <strong>the</strong> health system<br />

to reach its potential and will deal with how best to develop fur<strong>the</strong>r <strong>the</strong> role of <strong>the</strong> <strong>Health</strong> <strong>Service</strong>s National Partnership Forum and its local partnership<br />

structures. In l<strong>in</strong>e with Quality and Fairness’ aim <strong>for</strong> improv<strong>in</strong>g per<strong>for</strong>mance through organisational change be<strong>in</strong>g developed by <strong>the</strong> NCPP, <strong>the</strong> action plan will<br />

place particular emphasis on <strong>the</strong> development of organisation-based projects on which all staff can work toge<strong>the</strong>r to be part of <strong>the</strong> change process’. Partnership<br />

is deemed <strong>the</strong> most appropriate vehicle <strong>for</strong> <strong>the</strong> implementation of <strong>the</strong> new change agenda and, <strong>in</strong> that context, can play an important role <strong>in</strong> <strong>the</strong><br />

implementation of <strong>the</strong> APPM.
