Assembly, to propose a legislation to make<br />
Cebu a city apart from the provincial<br />
government. He had a vision to provide the<br />
new City of Cebu under the law with more<br />
powers, including independent sourcing of<br />
revenues in order not to rely on the internal<br />
revenue allotment of the national<br />
government.<br />
The law creating the City of Cebu was to<br />
provide it an efficient system of government<br />
and not just achieving fiscal autonomy and<br />
decentralization of power to the local<br />
government unit.<br />
The Law creating the Chartered<br />
City of Cebu<br />
On October 20, 1936, Commonwealth Act<br />
No. 58 creating the City of Cebu was<br />
approved. Authored by Vicente Rama, the act<br />
provided for the granting of the Charter of<br />
the City of Cebu. Four municipalities, namely<br />
Cebu, Mabolo, Pardo, and San Nicolas gave<br />
up their individuality and autonomy in order<br />
to belong to a one, united city. Cebu City had<br />
always been a part and parcel of the province<br />
of Cebu. In accordance with the new act, the<br />
city was to continue to be the provincial<br />
capital but the government of the newly<br />
chartered city would no longer be subjected<br />
to the provincial board.<br />
The City of Cebu, as chartered, is all of 315<br />
square kilometers, bounded on the northeast<br />
by Mandaue City and Consolacion, on the<br />
west by Toledo City, Balamban, and Asturias,<br />
and to the south by Talisay City. Across<br />
Mactan Strait is Mactan Island and further<br />
east across the strait is the island of Bohol. It<br />
has 80 barangays. In the north district are:<br />
Apas, Banilad, Busay, Capitol Site, Carreta,<br />
Cogon-Ramos, Day-as, Ermita, Hippodromo,<br />
Kalubihan, Kamagayan, Kamputhaw,<br />
Kasambagan, Lahug, Lorega-San Miguel,<br />
Luz, Mabolo, Pahina Central, Parian,<br />
Sambag I, Sambag II, San Antonio, San<br />
