new. This was the driving force that fueled
Vicente Rama, a member of the National
Assembly, to propose a legislation to make
Cebu a city apart from the provincial
government. He had a vision to provide the
new City of Cebu under the law with more
powers, including independent sourcing of
revenues in order not to rely on the internal
revenue allotment of the national
government.
The law creating the City of Cebu was to
provide it an efficient system of government
and not just achieving fiscal autonomy and
decentralization of power to the local
government unit.
The Law creating the Chartered
City of Cebu
On October 20, 1936, Commonwealth Act
No. 58 creating the City of Cebu was
approved. Authored by Vicente Rama, the act
provided for the granting of the Charter of
the City of Cebu. Four municipalities, namely
Cebu, Mabolo, Pardo, and San Nicolas gave
up their individuality and autonomy in order
to belong to a one, united city. Cebu City had
always been a part and parcel of the province
of Cebu. In accordance with the new act, the
city was to continue to be the provincial
capital but the government of the newly
chartered city would no longer be subjected
to the provincial board.
The City of Cebu, as chartered, is all of 315
square kilometers, bounded on the northeast
by Mandaue City and Consolacion, on the
west by Toledo City, Balamban, and Asturias,
and to the south by Talisay City. Across
Mactan Strait is Mactan Island and further
east across the strait is the island of Bohol. It
has 80 barangays. In the north district are:
Apas, Banilad, Busay, Capitol Site, Carreta,
Cogon-Ramos, Day-as, Ermita, Hippodromo,
Kalubihan, Kamagayan, Kamputhaw,
Kasambagan, Lahug, Lorega-San Miguel,
Luz, Mabolo, Pahina Central, Parian,
Sambag I, Sambag II, San Antonio, San
