Army and the 8 th Infantry Regiment of the Philippine Constabulary were stationed in the
Cebu City through the Years
It was clear that after the war, reconstruction of the
major cities in the Philippines was inevitable. Cebu
City was no exception. Rehabilitation slowly took
place, and Cebu City progressed through the years
after the war. Colon street, then the main street of
the city, was razed to the ground during the war,
and Magallanes street became the premier postwar
commercial location while Colon slowly
transformed into the center of entertainment with
practically all the city’s movie houses situated along
the stretch.
Things were happening in the political scene, too.
On June 7, 1955, Republic Act No. 1243 was
approved and paved way for one of the significant
amendments to the charter of the city. This
amendment provided for an election at large by
qualified voters of the city in conformity with the
provisions of the Revised Election Code for the City
Mayor and Vice Mayor.
provincial and municipal officials on November 8,
1955. The first elected Mayor of Cebu was Hon.
Sergio Osmeña, Jr. with Hon. Ramon Duterte as his
Vice Mayor.
Elected officials through the years have guided
Cebu into transforming to what it is today. A City
Planning Development Board was created in the
1950’s and the office of the Zoning Administrator
was revived. Its old airport was transferred to
Mactan. A bridge was subsequently built connecting
Cebu City via Mandaue to Mactan Island and a
second bridge was also built decades later. A third
bridge is currently being envisioned. The reason for
transfer of the airport was the increasing number of
flights due to the city’s growing attraction for local
and foreign tourists and investors.
The Cebu Sea Port, still as much a center of trade as
it was in pre-Hispanic days, was expanded: port
development and North Reclamation were
undertaken in 1969, reclaiming an area of around
160 hectares. It took several more decades for the
