Introducti<strong>on</strong><br />
This is <strong>the</strong> 15th time that <strong>the</strong> REITOX Focal Point at GÖG/ÖBIG (Austrian Health<br />
Institute) presents its annual report to <strong>the</strong> EMCDDA (European M<strong>on</strong>itoring Centre for<br />
<strong>Drug</strong>s and <strong>Drug</strong> Addicti<strong>on</strong>) and <strong>the</strong> Austrian Federal Ministry resp<strong>on</strong>sible for health<br />
affairs. The REITOX Focal Point is a central link in Austria’s data and informati<strong>on</strong><br />
network of drug-related matters and closely cooperates with <strong>the</strong> relevant federal and<br />
provincial authorities in this field as well as addicti<strong>on</strong> and drug treatment and support<br />
centres.<br />
This report deals with illicit drugs and serves both as a nati<strong>on</strong>al report <strong>on</strong> <strong>the</strong> situati<strong>on</strong><br />
in Austria and as Austria’s c<strong>on</strong>tributi<strong>on</strong> to describing <strong>the</strong> drug situati<strong>on</strong> in <strong>the</strong><br />
European Uni<strong>on</strong> (EU). Similar reports are submitted by <strong>the</strong> REITOX Focal Points in all EU<br />
member states and by <strong>the</strong> EU candidates, according to guidelines issued by <strong>the</strong><br />
EMCDDA. These reports are essential as a basis of <strong>the</strong> EMCDDA’s Annual report <strong>on</strong> <strong>the</strong><br />
state of <strong>the</strong> drugs problem in Europe (latest publicati<strong>on</strong>: EMCDDA 2009).<br />
Part A of this report discusses new developments and trends with regard to <strong>the</strong> drug<br />
policy framework, <strong>the</strong> epidemiological situati<strong>on</strong> and health-policy interventi<strong>on</strong>s aiming<br />
at demand reducti<strong>on</strong>. It is based <strong>on</strong> previous reports (latest previous report: GÖG/ÖBIG<br />
2009b) and refers to <strong>the</strong> reporting period from summer 2009 to summer <strong>2010</strong>, while<br />
routine statistics refer to <strong>the</strong> year 2009. In Part B of <strong>the</strong> report, two selected issues are<br />
presented in more detail. In <strong>the</strong> present report <strong>the</strong> corresp<strong>on</strong>ding chapters deal with<br />
<strong>the</strong> history, methods and implementati<strong>on</strong> of nati<strong>on</strong>al treatment guidelines as well as<br />
<strong>the</strong> cost of drug-related treatment. The Annex includes a number of additi<strong>on</strong>al tables<br />
with detailed informati<strong>on</strong> and data.<br />
Every year <strong>the</strong> REITOX Focal Points also submit to <strong>the</strong> EMCDDA annual standard tables<br />
and structured questi<strong>on</strong>naires. These data and informati<strong>on</strong> have also been integrated<br />
in this report, with references to <strong>the</strong>se sources given in <strong>the</strong> text. For an overview of all<br />
standard tables (= ST) and structured questi<strong>on</strong>naires (= SQ) please c<strong>on</strong>sult Annex C.<br />
This report is based <strong>on</strong> many different data and informati<strong>on</strong> communicated to<br />
GÖG/ÖBIG by various experts in <strong>the</strong> field of drugs. In this respect, <strong>the</strong> reports <strong>on</strong> <strong>the</strong><br />
drug situati<strong>on</strong> in <strong>the</strong> individual Austrian provinces drawn up by <strong>the</strong> <strong>Drug</strong> Coordinati<strong>on</strong><br />
and Addicti<strong>on</strong> Coordinati<strong>on</strong> Offices have been especially significant. In additi<strong>on</strong>, a<br />
number of experts provided background informati<strong>on</strong> and specific data for individual<br />
chapters of this report (see Selected Issues). We would like to express our gratitude for<br />
<strong>the</strong>ir cooperati<strong>on</strong>.<br />
