Health Correlates and C<strong>on</strong>sequences<br />

The data quality regarding drug-related deaths and infectious diseases c<strong>on</strong>tinues to be<br />

a problem and hardly permits statements <strong>on</strong> trends. In order to improve <strong>the</strong> situati<strong>on</strong>,<br />

uniform guidelines for autopsies have been prepared, but <strong>the</strong> problem that autopsies<br />

are not performed in all cases of suspected drug-related deaths still remains. In 2009,<br />

a total number of 187 directly drug-related deaths could be verified, but <strong>the</strong>re is<br />

ano<strong>the</strong>r 19 cases which may possibly be drug-related. First results are available regarding<br />

directly drug-related deaths (i.e. death caused by overdoses) am<strong>on</strong>g people<br />

entering opioid substituti<strong>on</strong> treatment between 2000 and 2008: <strong>the</strong> mortality rate is<br />

between 4.6 and 6.9 deaths per 1 000 pers<strong>on</strong> years. The mortality rate of women is<br />

significantly lower than <strong>the</strong> mortality rate of men.<br />

The harm reducti<strong>on</strong> interventi<strong>on</strong>s undertaken have primarily focused <strong>on</strong> hepatitis<br />

vaccinati<strong>on</strong> programmes, <strong>on</strong> improved treatment of infectious diseases and <strong>on</strong> specific<br />

services for pregnant users of opioids (aimed at raising <strong>the</strong>ir awareness of <strong>the</strong>ir own<br />

state of health and reducing adverse effects <strong>on</strong> <strong>the</strong> babies’ health).<br />

Social Correlates and Social Reintegrati<strong>on</strong><br />

<strong>Drug</strong> users still face social problems such as homelessness and unemployment, and<br />

also high debts, but if specific measures are taken <strong>the</strong>se problems could be reduced.<br />

In 2009, <strong>the</strong> focus was placed <strong>on</strong> finding employment in line with <strong>the</strong> clients’ needs as<br />

well as linking addicti<strong>on</strong> and housing services. Fur<strong>the</strong>rmore, additi<strong>on</strong>al spare-time<br />

activities were organised to promote social reintegrati<strong>on</strong>.<br />

<strong>Drug</strong>-related Crime, Preventi<strong>on</strong> of <strong>Drug</strong>-related Crime, and Pris<strong>on</strong><br />

The number of reports to <strong>the</strong> police because of drug offences has increased in <strong>the</strong><br />

reporting year, with a more pr<strong>on</strong>ounced rise showing with regard to misdemeanours<br />

compared to fel<strong>on</strong>ies. A massive increase is also found in temporary waivers of reports<br />

as well as alternatives to punishment, paralleled by a decline in c<strong>on</strong>victi<strong>on</strong>s. In pris<strong>on</strong>s,<br />

OST is <strong>the</strong> most important form of drug treatment: here a general rise in <strong>the</strong> number<br />

of pris<strong>on</strong>er in treatment has shown.<br />

<strong>Drug</strong> Markets<br />

Cannabis c<strong>on</strong>tinues to be <strong>the</strong> predominant substance seized, while ‘research<br />

chemicals’ have played an increasingly important role in <strong>the</strong> party and clubbing scenes.<br />

These substances are not c<strong>on</strong>trolled but also have psychoactive effects, which are<br />
