3 Preventi<strong>on</strong><br />
Following <strong>the</strong> EMCDDA classificati<strong>on</strong> of preventi<strong>on</strong>, this chapter has been divided into<br />
universal preventi<strong>on</strong>, selective preventi<strong>on</strong> and indicated preventi<strong>on</strong> 5 . However, in<br />
practice <strong>the</strong> terms of primary and sec<strong>on</strong>dary preventi<strong>on</strong> 6 c<strong>on</strong>tinue to be used to some<br />
extent as this classificati<strong>on</strong> is regarded to be less stigmatising. In Austria, <strong>the</strong><br />
corresp<strong>on</strong>ding programmes are primarily implemented at local and regi<strong>on</strong>al levels, in<br />
accordance with expert c<strong>on</strong>sensus. In this c<strong>on</strong>text, <strong>the</strong> provincial Addicti<strong>on</strong> Preventi<strong>on</strong><br />
Units (see Figure 1.1), <strong>the</strong> Addicti<strong>on</strong> Preventi<strong>on</strong> Forums of Salzburg and Vienna as well<br />
as regi<strong>on</strong>al coordinati<strong>on</strong> and c<strong>on</strong>trol bodies (Salzburg) play important roles. As a rule,<br />
preventi<strong>on</strong> measures are oriented towards l<strong>on</strong>g-term effectiveness and sustainability,<br />
which is aimed at primarily by means of training programmes for multipliers. In line<br />
with Austria’s comprehensive approach to addicti<strong>on</strong>, many preventi<strong>on</strong> measures are<br />
not aimed at specific substances but also encompass forms of addicti<strong>on</strong> that are not<br />
related to substances. In recent years, specific interventi<strong>on</strong>s c<strong>on</strong>cerning legal<br />
substances (alcohol and nicotine) as well as forms of addicti<strong>on</strong> that are not related to<br />
substances (e.g., compulsive gambling) have become increasingly important. However,<br />
this report focuses <strong>on</strong> unspecific measures or interventi<strong>on</strong>s specifically aiming at illicit<br />
substances.<br />
In additi<strong>on</strong> to a number of standard programmes carried out at nati<strong>on</strong>wide level, in<br />
recent years also numerous regi<strong>on</strong>al activities have routinely been initiated and<br />
advanced (see Tables A30 to A33 in Annex A). Current preventi<strong>on</strong> measures taken are<br />

Universal preventi<strong>on</strong> is aimed at large groups of <strong>the</strong> populati<strong>on</strong> (e.g., school communities, towns) that,<br />
independent of <strong>the</strong> individual situati<strong>on</strong>, are equally likely to develop patterns of substance use.<br />
Selective preventi<strong>on</strong> focuses <strong>on</strong> smaller groups that, due to biological, psychological, social or envir<strong>on</strong>mental<br />
risk factors – independent of <strong>the</strong> individual situati<strong>on</strong> – are more likely to develop patterns of substance use than<br />
<strong>the</strong> general populati<strong>on</strong> (e.g., children of addicted parents).<br />
Indicated preventi<strong>on</strong> addresses individual pers<strong>on</strong>s who already show early signs of substance use or problem<br />
patterns of behaviour that are associated with drug use but do not yet meet <strong>the</strong> criteria for a diagnosis of<br />
dependence and for whom <strong>the</strong> risk of developing addictive behaviour is thus particularly high. A requirement<br />
for indicated preventi<strong>on</strong> is that medical experts have already diagnosed mental, c<strong>on</strong>duct or behavioural<br />
disorders that are known to c<strong>on</strong>stitute risk factors regarding <strong>the</strong> development of addictive behaviour, e.g.,<br />
attenti<strong>on</strong> deficit hyperactivity disorder (ADHD).<br />

Primary preventi<strong>on</strong> aims at avoiding <strong>the</strong> development of a disease, in this case, an addicti<strong>on</strong> disease, already<br />
before drug use or drug problems have arisen. Sec<strong>on</strong>dary preventi<strong>on</strong> addresses drug users who definitely have<br />
problems, which have not yet become manifest to <strong>the</strong>ir full extent, however.<br />
