Additionally, the FTA <strong>and</strong> FHWA list six key planning themes to promote priority considerations:<br />

• Security;<br />

• National Environmental <strong>Policy</strong> Act (NEPA);<br />

• Management <strong>and</strong> operations;<br />

• Non-metropolitan area coordination;<br />

• Technical capacity; <strong>and</strong>,<br />

• Human services.<br />

Section 420 of title 23 of the Code of Federal Regulations (23 CFR 420) <strong>and</strong> 23 CFR 450.314<br />

identify the requirements for work programs. <strong>MPO</strong>s are required to develop the work program in<br />

cooperation with the State Department of Transportation <strong>and</strong> public transit agencies. Elements<br />

to be included in the work program include:<br />

• Discussion of the planning priorities facing the metropolitan planning area.<br />

• Description of all metropolitan transportation planning <strong>and</strong> transportation-related air<br />

quality planning activities anticipated within the next 1- or 2-year period, regardless of<br />

funding source, indicating:<br />

> A review of who will perform the work<br />

> The schedule for completion of the work<br />

> A review of the intended products; including all activities funded under title 23 <strong>and</strong><br />

the Federal Transit Act (450.314(a)(2))<br />

The work program should:<br />

1. Be inclusive in its development, including input from the public, <strong>MPO</strong> member agencies <strong>and</strong><br />

local governments, other transportation agencies in the region (including local transit<br />

agencies), <strong>and</strong> the State. Although the <strong>MPO</strong> is responsible for the document, it should<br />

reflect cooperative thinking among the planning partners on priorities for planning work <strong>and</strong><br />

commitment of staff <strong>and</strong> budgets to this work.<br />

2. Be consistent with the mission of the <strong>MPO</strong> <strong>and</strong> express long-term strategies, goals, <strong>and</strong><br />

priorities, for example, as expressed in the long-range plan, from public involvement, or<br />

coordination with partners. Tasks should be prioritized <strong>and</strong> selected to achieve the core<br />

mission of the <strong>MPO</strong> <strong>and</strong> to produce the required products as identified in Federal<br />

transportation legislation <strong>and</strong> the USDOT planning emphasis areas.<br />

3. Be based on sound financial analysis <strong>and</strong> fiscal planning principles.<br />

4. Include funded major transportation planning studies in the region, regardless of funding<br />

source or the agency conducting the study.<br />

5. Indicate that related activities of planning partners are coordinated, complementary, allow<br />

for leveraging <strong>and</strong> economies, <strong>and</strong> are not duplicative.<br />
