Major goals include:<br />

• Identifying future transportation needs by analyzing existing conditions <strong>and</strong> trends <strong>and</strong><br />

making projections of future changes;<br />

• Providing a factual basis for comprehensive public policies to meet the transportation<br />

needs of the region;<br />

• Preparing plans in which roadways, public transit, airports, railroads, bicycle facilities,<br />

pedestrian facilities <strong>and</strong> other means of moving people <strong>and</strong> goods are properly related to<br />

plans <strong>and</strong> programs for the physical, social, economic, environmental <strong>and</strong> energy needs<br />

of the region;<br />

• Maintaining a continuing, cooperative, <strong>and</strong> comprehensive planning process that will<br />

enable plans to be kept current in response to changing conditions, while meeting the<br />

requirements of the current surface transportation legislation – the Safe, Accountable,<br />

Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) – as<br />

well as the 1990 Clean Air Act Amendments (CAAA) , Title VI, <strong>and</strong> Environmental<br />

Justice; <strong>and</strong><br />

• Achieving all program goals in the context of actively involving all social <strong>and</strong> economic<br />

groups of the community in the transportation planning process.<br />

<strong>Indianapolis</strong> Regional Transportation Council<br />

<strong>MPO</strong> plans <strong>and</strong> recommendations are developed in cooperation with the <strong>Indianapolis</strong> Regional<br />

Transportation Council (IRTC). The IRTC is composed of a <strong>Policy</strong> Committee <strong>and</strong> a Technical<br />

Committee, both of which meet on a quarterly basis. The IRTC also includes a new<br />

Administrative Committee that will consist of five (5) members from the IRTC, including the<br />

Chair of the <strong>Policy</strong> Committee.<br />

The IRTC <strong>Policy</strong> Committee consists of the elected <strong>and</strong> appointed policy officials of local<br />

governments <strong>and</strong> public agencies within the <strong>Indianapolis</strong> MPA. The IRTC Technical Committee<br />

consists of planners <strong>and</strong> engineers from local governments <strong>and</strong> public agencies within the MPA.<br />

The officers of the IRTC <strong>Policy</strong> Committee shall consist of a Chair <strong>and</strong> a Vice-chair who shall be<br />

elected annually from the eligible voting members.<br />

<strong>MPO</strong> plans <strong>and</strong> recommendations are first endorsed by the IRTC Technical Committee before<br />

going to the IRTC <strong>Policy</strong> Committee for final approval. Only items pertaining to the <strong>MPO</strong>’s<br />

budget <strong>and</strong> other fiscal matters such as consultant contracts are presented to the <strong>Metropolitan</strong><br />

Development Commission (MDC) for adoption subsequent to being approved by the <strong>Policy</strong><br />

Committee.
