During <str<strong>on</strong>g>the</str<strong>on</strong>g> f<str<strong>on</strong>g>is</str<strong>on</strong>g>cal year ended June 30, <str<strong>on</strong>g>2012</str<strong>on</strong>g> (FY <str<strong>on</strong>g>2012</str<strong>on</strong>g>) <str<strong>on</strong>g>the</str<strong>on</strong>g> reuse of <str<strong>on</strong>g>the</str<strong>on</strong>g> four<br />

paper mills th<str<strong>on</strong>g>at</str<strong>on</strong>g> closed <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> eve of <str<strong>on</strong>g>the</str<strong>on</strong>g> Gre<str<strong>on</strong>g>at</str<strong>on</strong>g> Recessi<strong>on</strong> c<strong>on</strong>tinued to be held back by<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> slow ec<strong>on</strong>omic recovery. Never<str<strong>on</strong>g>the</str<strong>on</strong>g>less, <str<strong>on</strong>g>the</str<strong>on</strong>g>re was <strong>on</strong>going investment al<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

commercial business corridor as well as priv<str<strong>on</strong>g>at</str<strong>on</strong>g>e developer interest in producing <strong>on</strong><br />

<str<strong>on</strong>g>Town</str<strong>on</strong>g> l<str<strong>on</strong>g>and</str<strong>on</strong>g> renewable energy equal to <str<strong>on</strong>g>the</str<strong>on</strong>g> amount of electricity c<strong>on</strong>sumed by our<br />

school <str<strong>on</strong>g>and</str<strong>on</strong>g> municipal facilities. Effects of <str<strong>on</strong>g>the</str<strong>on</strong>g> recessi<strong>on</strong> also led to a decline in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

value of residential property resulting in an unusual shift of <str<strong>on</strong>g>the</str<strong>on</strong>g> property tax burden<br />

from single family home owners.<br />

The General Fund budget increased by $391,950 or 2.5% due to a<br />

$288,633 or 9% increase in <str<strong>on</strong>g>the</str<strong>on</strong>g> cost of school <str<strong>on</strong>g>and</str<strong>on</strong>g> municipal employees’ benefits <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

a $113,578 or 1.5% increase in <str<strong>on</strong>g>the</str<strong>on</strong>g> School Department budget. Am<strong>on</strong>g employee benefits<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Town</str<strong>on</strong>g>’s 75% share of employee health insurance premiums grew <str<strong>on</strong>g>the</str<strong>on</strong>g> most, a<br />

$255,198 or 10.6% increase. The educ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> expense budget was $11,422 less than<br />

FY 2011; however, “School Choice” funding alloc<str<strong>on</strong>g>at</str<strong>on</strong>g>ed to reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> budget decreased<br />

by $125,000 or 17%, because fewer students enrolled from outside <str<strong>on</strong>g>the</str<strong>on</strong>g> school d<str<strong>on</strong>g>is</str<strong>on</strong>g>trict.<br />

Slight increases in st<str<strong>on</strong>g>at</str<strong>on</strong>g>e aid <str<strong>on</strong>g>and</str<strong>on</strong>g> local receipts reduced <str<strong>on</strong>g>the</str<strong>on</strong>g> additi<strong>on</strong>al levy by $62,000<br />

to $329,000 which resulted in a 4.7% ($0.61) tax r<str<strong>on</strong>g>at</str<strong>on</strong>g>e increase. However, since <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

value of <str<strong>on</strong>g>the</str<strong>on</strong>g> average single family home decreased by $8,150 (-3.3%) while<br />

Commercial/Industrial (+.31%) <str<strong>on</strong>g>and</str<strong>on</strong>g> Pers<strong>on</strong>al Property (+1.26%) values increased, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

average single family tax burden rose by 1.3% ($44) to $3,370.<br />

Significant staff turnover which began in FY 2011 c<strong>on</strong>tinued in FY <str<strong>on</strong>g>2012</str<strong>on</strong>g><br />

with changes in general government, public works <str<strong>on</strong>g>and</str<strong>on</strong>g> police pers<strong>on</strong>nel. In December<br />

2011 Ass<str<strong>on</strong>g>is</str<strong>on</strong>g>tant Collector Eleanor Baumann retired after more than 31 years of service.<br />

Then part-time Treasurer’s Clerk Karen Fink assumed <str<strong>on</strong>g>the</str<strong>on</strong>g> full-time resp<strong>on</strong>sibilities of<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> newly cre<str<strong>on</strong>g>at</str<strong>on</strong>g>ed positi<strong>on</strong> of Treasurer’s/ Collector’s Clerk positi<strong>on</strong>. A sec<strong>on</strong>d financial<br />

team member change occurred toward <str<strong>on</strong>g>the</str<strong>on</strong>g> end of <str<strong>on</strong>g>the</str<strong>on</strong>g> f<str<strong>on</strong>g>is</str<strong>on</strong>g>cal year when <str<strong>on</strong>g>Town</str<strong>on</strong>g><br />

Accountant K<str<strong>on</strong>g>at</str<strong>on</strong>g>hy Borden retired after 13 years of service <str<strong>on</strong>g>and</str<strong>on</strong>g> Lynne Browne succeeded<br />

her. After serving 14 1/2 years as Secretary to <str<strong>on</strong>g>the</str<strong>on</strong>g> Select Board <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>Town</str<strong>on</strong>g><br />

Admin<str<strong>on</strong>g>is</str<strong>on</strong>g>tr<str<strong>on</strong>g>at</str<strong>on</strong>g>or, Suzanne Alderman retired <strong>on</strong> February 3, <str<strong>on</strong>g>2012</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Cindy Belair succeeded<br />

her. Changes in public works <str<strong>on</strong>g>and</str<strong>on</strong>g> police pers<strong>on</strong>nel led to promoti<strong>on</strong>s as well<br />

as new hires.<br />

In January <str<strong>on</strong>g>2012</str<strong>on</strong>g>, Department of Public Works (DPW) Heavy Equipment<br />

Oper<str<strong>on</strong>g>at</str<strong>on</strong>g>or Paul Porrini retired after 26 years of service to <str<strong>on</strong>g>the</str<strong>on</strong>g> community. DPW Truck<br />

Driver/Laborer M<str<strong>on</strong>g>at</str<strong>on</strong>g>t Lars<strong>on</strong> stepped up to Paul’s positi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> seas<strong>on</strong>al Truck<br />

Driver/Laborer Robert Zerb<str<strong>on</strong>g>at</str<strong>on</strong>g>o filled M<str<strong>on</strong>g>at</str<strong>on</strong>g>t’s positi<strong>on</strong>. In <str<strong>on</strong>g>the</str<strong>on</strong>g> fall of 2011 Police<br />
