<str<strong>on</strong>g>Town</str<strong>on</strong>g> of Lee Annual <str<strong>on</strong>g>Town</str<strong>on</strong>g> <str<strong>on</strong>g>Report</str<strong>on</strong>g> - <str<strong>on</strong>g>2012</str<strong>on</strong>g><br />

tenure as <str<strong>on</strong>g>the</str<strong>on</strong>g> Lee CDC Executive Director ended <strong>on</strong> June 30, <str<strong>on</strong>g>2012</str<strong>on</strong>g>, because of <str<strong>on</strong>g>the</str<strong>on</strong>g> lack<br />

of funding for <str<strong>on</strong>g>the</str<strong>on</strong>g> positi<strong>on</strong>.<br />

Infrastructure, specifically bridges th<str<strong>on</strong>g>at</str<strong>on</strong>g> had reached or were nearing <str<strong>on</strong>g>the</str<strong>on</strong>g> end<br />

of <str<strong>on</strong>g>the</str<strong>on</strong>g>ir 75 year useful life, emerged as a major c<strong>on</strong>cern in FY <str<strong>on</strong>g>2012</str<strong>on</strong>g>. A Massachusetts<br />

Transport<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> Department (MassDOT) periodic bridge inspecti<strong>on</strong> revealed <str<strong>on</strong>g>the</str<strong>on</strong>g> failing<br />

c<strong>on</strong>diti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> 73 year old Meadow Street bridge over Powder Mill Brook which led<br />

to its closing <strong>on</strong> March 15, <str<strong>on</strong>g>2012</str<strong>on</strong>g>. MassDOT committed to provide <str<strong>on</strong>g>the</str<strong>on</strong>g> parts for a temporary<br />

bridge <str<strong>on</strong>g>and</str<strong>on</strong>g> to seek funding to c<strong>on</strong>struct a permanent replacement bridge. The<br />

<str<strong>on</strong>g>Town</str<strong>on</strong>g> retained an engineer to design <str<strong>on</strong>g>the</str<strong>on</strong>g> permanent replacement bridge, hired a firm to<br />

engineer <str<strong>on</strong>g>the</str<strong>on</strong>g> temporary bridge install<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> alloc<str<strong>on</strong>g>at</str<strong>on</strong>g>ed funding to hire a c<strong>on</strong>tractor to<br />

erect <str<strong>on</strong>g>the</str<strong>on</strong>g> temporary bridge by <str<strong>on</strong>g>the</str<strong>on</strong>g> fall of <str<strong>on</strong>g>2012</str<strong>on</strong>g>. Ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r Mass DOT inspecti<strong>on</strong> found failing<br />

beams supporting <str<strong>on</strong>g>the</str<strong>on</strong>g> 75 year old Mill Street bridge over Washingt<strong>on</strong> Mountain<br />

Brook. Those c<strong>on</strong>diti<strong>on</strong>s led <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Town</str<strong>on</strong>g> to narrow th<str<strong>on</strong>g>at</str<strong>on</strong>g> bridge.<br />

Energy efficiency remained a priority in FY <str<strong>on</strong>g>2012</str<strong>on</strong>g>. At <str<strong>on</strong>g>the</str<strong>on</strong>g> recommend<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong><br />

of our Energy Efficiency Adv<str<strong>on</strong>g>is</str<strong>on</strong>g>ory Committee <str<strong>on</strong>g>and</str<strong>on</strong>g> toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Town</str<strong>on</strong>g> of Lenox,<br />

we <str<strong>on</strong>g>is</str<strong>on</strong>g>sued a joint Request for Proposals <str<strong>on</strong>g>and</str<strong>on</strong>g> chose to negoti<str<strong>on</strong>g>at</str<strong>on</strong>g>e an Energy Management<br />

Services C<strong>on</strong>tract with Broadway Electric Company which will own <str<strong>on</strong>g>and</str<strong>on</strong>g> oper<str<strong>on</strong>g>at</str<strong>on</strong>g>e solar<br />

arrays th<str<strong>on</strong>g>at</str<strong>on</strong>g> gener<str<strong>on</strong>g>at</str<strong>on</strong>g>e about 3,000 megaw<str<strong>on</strong>g>at</str<strong>on</strong>g>ts <strong>on</strong> each <str<strong>on</strong>g>Town</str<strong>on</strong>g>’s l<str<strong>on</strong>g>and</str<strong>on</strong>g>. Our sites are <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

closed l<str<strong>on</strong>g>and</str<strong>on</strong>g>fill, <str<strong>on</strong>g>the</str<strong>on</strong>g> wastew<str<strong>on</strong>g>at</str<strong>on</strong>g>er tre<str<strong>on</strong>g>at</str<strong>on</strong>g>ment plant <str<strong>on</strong>g>and</str<strong>on</strong>g> l<str<strong>on</strong>g>and</str<strong>on</strong>g> abutting <str<strong>on</strong>g>the</str<strong>on</strong>g> Massachusetts<br />

Turnpike. We will purchase electricity from Broadway <str<strong>on</strong>g>and</str<strong>on</strong>g>, except for electricity th<str<strong>on</strong>g>at</str<strong>on</strong>g><br />

will directly power <str<strong>on</strong>g>the</str<strong>on</strong>g> wastew<str<strong>on</strong>g>at</str<strong>on</strong>g>er tre<str<strong>on</strong>g>at</str<strong>on</strong>g>ment plant, sell it to WMECO for credits th<str<strong>on</strong>g>at</str<strong>on</strong>g><br />

will be gre<str<strong>on</strong>g>at</str<strong>on</strong>g>er than <str<strong>on</strong>g>the</str<strong>on</strong>g> price to purchase <str<strong>on</strong>g>the</str<strong>on</strong>g> electricity from Broadway. Our partnership<br />

with Broadway will produce renewable energy equal to <str<strong>on</strong>g>the</str<strong>on</strong>g> amount of electricity<br />

c<strong>on</strong>sumed by our school <str<strong>on</strong>g>and</str<strong>on</strong>g> municipal facilities, stabilize our electricity supply cost,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> lower our electricity expense. The project <str<strong>on</strong>g>is</str<strong>on</strong>g> expected to be c<strong>on</strong>structed in 2013<br />

after Broadway reaches interc<strong>on</strong>necti<strong>on</strong> agreements with WMECO <str<strong>on</strong>g>and</str<strong>on</strong>g> we finalize an<br />

agreement with Broadway. Meanwhile, we realized a 20% price reducti<strong>on</strong>, when, <str<strong>on</strong>g>at</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> recommend<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> Energy Efficiency Adv<str<strong>on</strong>g>is</str<strong>on</strong>g>ory Committee, we renewed our<br />

c<strong>on</strong>tract with C<strong>on</strong>stell<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> NewEnergy, <str<strong>on</strong>g>the</str<strong>on</strong>g> endorsed energy supplier for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Massachusetts Municipal Associ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>’s MunEnergy Program, to supply electricity to<br />

school <str<strong>on</strong>g>and</str<strong>on</strong>g> municipal facilities.<br />

On August 27, 2011 Tropical Storm Irene roared through our regi<strong>on</strong> felling<br />

trees <str<strong>on</strong>g>and</str<strong>on</strong>g> damaging roads <str<strong>on</strong>g>and</str<strong>on</strong>g> culverts. Through <str<strong>on</strong>g>the</str<strong>on</strong>g> efforts of our Emergency Management<br />

Director, Police Chief Joseph Buff<str<strong>on</strong>g>is</str<strong>on</strong>g>, <str<strong>on</strong>g>and</str<strong>on</strong>g> Superintendent of Public Works Chr<str<strong>on</strong>g>is</str<strong>on</strong>g>topher<br />

Pompi, PE, <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal Emergency Management Agency (FEMA) provided $46,000 to<br />

mitig<str<strong>on</strong>g>at</str<strong>on</strong>g>e <str<strong>on</strong>g>the</str<strong>on</strong>g> cost of preparing for <str<strong>on</strong>g>and</str<strong>on</strong>g> cleaning up after <str<strong>on</strong>g>the</str<strong>on</strong>g> storm. Chief Buff<str<strong>on</strong>g>is</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Superintendent Pompi worked <strong>on</strong> ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r FEMA applic<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> following a major snowstorm<br />

in October 2011, <str<strong>on</strong>g>and</str<strong>on</strong>g> th<str<strong>on</strong>g>at</str<strong>on</strong>g> effort realized more than $18,650 in ass<str<strong>on</strong>g>is</str<strong>on</strong>g>tance.<br />
