ALBA HEALTH AND SAFETYMANAGEMENT SYSTEMALBA Code of Practice (ACOP)ACOP NO.025SubjectPAGECONTRACTORS 2 OF 131.0 INTRODUCTIONAccidents cause human suffering, loss of profits through lost time, <strong>and</strong> reflect badly on bothcontractors <strong>and</strong> Alba.2.0 PURPOSEAlba operates the SHE Management <strong>system</strong> throughout its organisation, <strong>and</strong> expects everyone,including contractors, working within the plant, to observe all safe work practices applicable to theAlba sites <strong>and</strong> the job being done.The Contractor <strong>and</strong> Sub-Contractor shall abide by the detailed Safety <strong>and</strong> Health requirementslisted in this Contractor Safety Rules Book at all times. A copy of this book must be on each worksite, readily available, at all times.Alba retains the right to stop work at any time should any unsafe conditions or unsafe acts exist.3.0 GENERAL REQUIREMENTSIn these Rules <strong>and</strong> Regulations the term Alba’s <strong>Aluminium</strong> <strong>Bahrain</strong> B.S.C. or its designatedrepresentative applies for the purpose of the work in question.This document the Contractor Safety Rules Book shall form part of the bid / tender document sentto all, <strong>and</strong> any contractor, by the Purchasing department.The Contractor must inform Alba of any Sub-contractors to be employed by him, <strong>and</strong> will also beresponsible for passing copies of these Rules <strong>and</strong> Regulations <strong>and</strong> the Contractor Safety RulesBook (5.42.1) to such sub-contractors <strong>and</strong> for ensuring that they follow them.These Safety Rules <strong>and</strong> the Contractor Safety Rules Book must be adhered to at all times. Anyfailure to comply fully with the <strong>safety</strong> rules may result in the immediate removal of the contractorfrom the site.4.0 OTHER REQUIREMENTS• Contractor must submit a copy of his <strong>safety</strong> <strong>system</strong> <strong>and</strong> <strong>safety</strong> record along with the Tender.• Contractor must submit method statement before carrying out the heavy lifts <strong>and</strong>major/critical works.• Alba has the right to penalise the contractor for committing repetitive <strong>safety</strong> violations. ALBA HEALTH AND SAFETYMANAGEMENT SYSTEMALBA Code of Practice (ACOP)ACOP NO.025SubjectPAGECONTRACTORS 3 OF 13• Contractor must operate <strong>and</strong> use proven h<strong>and</strong> tools at site.• In case contractor wishes to carry out any work outside Alba normal working hours, then heshall:• Obtain written approval from Alba responsible department.• Provide full time site supervision.• Provide full time <strong>safety</strong> supervisor.5.0 SAFETY COORDINATORThe contractor shall appoint a full-time Safety Officer (s) or Supervisor(s) as per the requirementsset out by the Ministry of Labour <strong>and</strong> Social Affairs in article 4 <strong>and</strong> 5 of the Ministerial Order 6 of2000.His full time function shall be to coordinate <strong>and</strong> manage the <strong>safety</strong> activities on the site, <strong>and</strong> shallbe present at site at all times.The Safety Co-ordinator shall hold the NEBOSH/National General Certificate, or a recognizedDiploma in Safety <strong>and</strong> Health Management. The Manager: SHE will verify equivalent qualificationssubmitted.Sufficient number of qualified First Aiders must be available on site during all operations minimumof 5% of total manpower.The contractor site manager <strong>and</strong> the Safety Coordinator shall attend the monthly Alba /Contractor SHE committee meeting.Copies of the contractor’s monthly <strong>safety</strong> meeting minutes are to be submitted to the ManagerSHE at the end of each month.6.0 ACCESS TO THE ALBA SITESAll contractors personnel who need to enter Alba shall have a valid gate pass. Requirements ofthe job in question shall be discussed with Alba Project Engineer prior to the commencement ofwork <strong>and</strong> at agreed intervals.The Contractors <strong>and</strong> Sub-Contractor’s employees must attend the Alba Safety Induction Programbefore passes can be issued allowing them to start any work activity on any Alba site. It shall bethe Contractors <strong>and</strong> Sub-Contractor’s responsibilities to forward to the Alba Project Coordinatorthe names of all employees he intends to employ on this project.A period of up to one week may be required for the induction programme <strong>and</strong> issue of validpasses.Revision: 00Authorized by:Approved By:Date: 01.08.2006 Manager SHE Department Management Representative

The induction will bedone by the SHE Department. Contractor will be charged BD 5 for each pass.7.0 DISPOSAL OF WASTE MATERIALSThe Contractor shall maintain a high level of good housekeeping at their work sites acceptable toAlba.The Contactor shall not remove any effluent, scrap or surplus materials without obtaining materialgate pass authority from Engineering/SHE department in which it will be indicated with destinationof deposal.Waste materials, scrap <strong>and</strong> rubbish must be removed immediately from the plant on a daily basis.The contractor shall separate/segregate all usable l<strong>and</strong> fill <strong>and</strong>/or any other recyclable materialsfrom other non usable wastes. Usable materials may be used at Alba/or outside the plant.Usable l<strong>and</strong>fill material can be deposited in specially designated areas, but only with writtenapproval from the concerned Alba Departments.Any contractor caught dumping (or proven) to have dumped waste material anywhere on theplant will be required to clear the area <strong>and</strong> surrounding area immediately.Any further violation will result in being removed from site at his own expense <strong>and</strong> also thecontractor will be suspended <strong>and</strong> or removed from the Alba approved list of suppliers for futureprojects.8.0 USE OF ASBESTOS (AND OTHER BANNED MATERIAL)Use of any asbestos material or its compounds or any other banned material is forbidden.Asbestos removal must be done according to the Alba asbestos removal procedure.9.0 PERSONAL PROTECTIVE CLOTHING (PPC) AND SAFETYEQUIPMENTThe Contractor shall ensure that his employees, <strong>and</strong> all the people for whom he is responsible,wear:• Safety footwear which is non conductive <strong>and</strong> which complies with ANSI Z41.4• Hard Hats to comply with British st<strong>and</strong>ard BSI 2826 or other approved authorised st<strong>and</strong>ards.• Approved Safety Glasses, British st<strong>and</strong>ard BSI 2092 or other approved st<strong>and</strong>ard, in all areasof the sites. ALBA HEALTH AND SAFETYMANAGEMENT SYSTEMALBA Code of Practice (ACOP)ACOP NO.025SubjectPAGECONTRACTORS 5 OF 13• Other protective clothing, gloves, Alba-approved full body <strong>safety</strong> harnesses, with shockabsorbing lanyard <strong>and</strong> hearing protection as required or specified by Alba.• Alba will notify the Contractor of any special items of equipments <strong>and</strong> clothing that may berequired.• Contractor’s employees working in port rooms area shall have thorough knowledge <strong>and</strong>underst<strong>and</strong>ing of D.C. Hazards. The contractor shall verify with Alba project Engineer,regarding special needs such as D.C. hazard training, PPE, tools, tackles, lifting equipmentsetc., applicable to the work.10.0 PROVISION OF FRPPC TO CONTRACTORSContractors who are required to work in Hot Metal Areas will be required to ensure that theiremployees are equipped with approved FRPPC, (Fire Retardant Personal Protective Clothing) atthe Contractor’s cost.Failure to comply with Alba’s requirements regarding Personal Protective Clothing (PPC) <strong>and</strong>Personal Protective Equipment (PPE) will result in the Contractor’s staff being refused entry to theAlba site.11.0 USE OF POWER HAND TOOLSPortable electrical tools will be restricted to operating at a voltage not exceeding 110 volts AC, 50Hz. The power shall be supplied through a 220/110 Volt isolating transformer, having a centretapping to earth, <strong>and</strong> the transformer shall be located near to the main power supply to keep the220 Volt lead as short as possible.Where necessary, low voltage extension leads may be used <strong>and</strong> these shall have three cores <strong>and</strong>terminate in approved connectors, which maintain earth continuity. The use of bare conductorspushed into open sockets is strictly forbidden . All electrical leads <strong>and</strong> portable tools must haveproper connections fitted.All portable electrical <strong>and</strong> apparatus should be suitable for operating at a voltage not exceeding110 Volt AC, except where the device is double insulated <strong>and</strong> is protected by an in-line earthleakage protection device (ground fault interrupter) with sensitivity not more than 30 milliamperes.The Contractor should arrange for an inspection to be carried out on all the electrical equipmentthat he intend to use on the projects.The inspection will be carried out by the ALBA Project Engineer, or his representative, <strong>and</strong> theContractor’s site supervisor, prior to the commencement of the work.Revision: 00Authorized by:Approved By:Date: 01.08.2006 Manager SHE Department Management Representative


ALBA HEALTH AND SAFETYMANAGEMENT SYSTEMALBA Code of Practice (ACOP)ACOP NO.025SubjectPAGECONTRACTORS 6 OF 13Special regulations are applicable in the Reduction area, <strong>and</strong> site visit should be made at the timeof tendering <strong>and</strong> to be checked prior to carrying out any work in this area.12.0 PERMITS TO WORK• To ensure safe working under certain conditions it is necessary to obtain a ‘Permit to Work’from Alba’s Project Engineer.• A Permit to Work is designed to:• Ensure that all persons directly or indirectly involved with the operations are made fullyaware of the work to be undertaken <strong>and</strong> its implications• Detail safeguards deemed necessary to ensure the work is carried out in the safest possiblemanner.• Contractor shall nominate his competent staff for the receipt of work permits. Theauthorization will be issued only upon successful completion of relevant training followed bytests.• Contractor shall nominate his competent staff for fire watch. He should be approved by Alba<strong>and</strong> shall always available at work site while hot work is being done.• An approved fire extinguisher shall be maintained at work site.13.0 REQUIREMENTS• Limit of Access (LOA) must be obtained from Alba owner department.• If lock off/tag off is procedure applicable then work permit is not required.• If lock off/tag off not applicable then work permit must be obtained.• The following Permit procedures exists <strong>and</strong> must be complied with:• Hot Work• Confined Space Entry• Permit to Work• Access Permit (Power)• Work-at-height• Excavation• Radio-active Materials• Mechanical/Electrical/Instrument-IsolationsRevision: 00Authorized by:Approved By:Date: 01.08.2006 Manager SHE Department Management Representative

The location can beverified with the Alba Project Engineer, <strong>and</strong> the area will be allocated based on the project site.Facility provided shall include for the following minimum requirements:• Eating rooms, changing rooms, toilets.• All facilities shall be Air-conditioned, supplied with cool water <strong>and</strong> reasonable furniture.• Facilities must be maintained regularly <strong>and</strong> kept in good housekeeping st<strong>and</strong>ard.• Adequate fire fighting resources to be provided.15.0 MOBILE PHONES• Mobile phones must not be used while driving.• Only authorised person may use mobile phone inside the plant.• For authorization must use form through Engineering or relevant Manager.• Once the authorization obtained SHE department will issue necessary badge.• Unauthorized persons shall not carry mobile phones inside Alba.16.0 SITE CHECKINGThe contractor is expected to cooperate <strong>and</strong> implement all <strong>safety</strong> observation or comments raisedby Alba during the normal <strong>safety</strong> checking <strong>and</strong> <strong>safety</strong> observation sessions.17.0 VEHICLESThe Contractor will ensure that:• All vehicles <strong>and</strong> mobile plant belonging to him or his people, the contractor is responsiblefor, possess the necessary Road Traffic Licences <strong>and</strong> are fully insured against third partyliability.• The contractor employees must not use forklift trucks for carrying personnel. ALBA HEALTH AND SAFETYMANAGEMENT SYSTEMALBA Code of Practice (ACOP)ACOP NO.025SubjectPAGECONTRACTORS 8 OF 13• All drivers observe the plant speed limits displayed, must wear seat belts <strong>and</strong> drive carefullyat all times.• All cranes <strong>and</strong> lifting appliances have current valid test certificates in accordance with theirrated capacity <strong>and</strong> are fully insured against third party.• All vehicles emission shall comply with <strong>Bahrain</strong> road directorate’s regulations.• The contractor shall abide with <strong>Bahrain</strong> Ministry of Labour order No. 14/1977 that regulatesthe usage of lifting equipment, lifting gear, <strong>and</strong> hoist with special attention to articles number1,2,16, 17 <strong>and</strong> 18. The contractor shall maintain valid records for all equipment <strong>and</strong> submitto Alba prior to the use.18.0 PORTABLE LADDERS• All ladders used in Alba should have stickers on them showing maximum safe load.• Workers should only use ladders that have a duty rating higher that the total weight to besupported by that ladder. This includes worker weight <strong>and</strong> any associated equipment carriedby the worker.• Supervisors should ensure that all ladders used by workers are rated appropriately for theworkers <strong>and</strong> the tasks to be performed.• No metallic ladders are allowed to be brought in Alba unless a special request is made to thearea Manager.• Scaffold shall be provided whenever work needs safe access.• Only approved Scaffolding Contractor can erect, modify <strong>and</strong>/ or approve the use of anyscaffolding work.• Approved scaffolding contractors are:• MSL• RB Hilton• West Minister Gulf• NAS• Projects SA• Scaffolding contractor shall• Erect, check <strong>and</strong> approve the scaffold• Inspect/ revalidate tags every weekRevision: 00Authorized by:Approved By:Date: 01.08.2006 Manager SHE Department Management Representative

It is a must that all contractors shall be inspected prior to use orentering Alba.19.0 ASSISTANCEAlba will be pleased to assist contractors in any way to facilitate the execution of their work insafe manner to ensure a speedy <strong>and</strong> safe completion of their contract with Alba.20.0 MSDSContractor to review <strong>and</strong> follow MSDS whenever required.• Contractor shall provide a copy <strong>and</strong> record of all MSDS applicable to the project <strong>and</strong> ensurethe site staff underst<strong>and</strong> <strong>and</strong> follow the MSDS.A-Contractors Safety Rule BookThis booklet includes set of <strong>safety</strong> tips, checklist <strong>and</strong> guidelines that will serve the contractors.The following are the main topics covered in the booklet.
