PROPOSED RULESexpiration of the instructor's General Instructor Certificationissued by the North Carolina Criminal Justice Education andTraining Standards Commission. As of August 1, 2002, theexpiration dates of any existing commission-issued ProbationaryGeneral Telecommunicator Instructor Certifications will beamended to expire concurrently with the expiration of theinstructors' General Instructor Certification issued by the NorthCarolina Criminal Justice Education and Training StandardsCommission. If the time-period before the expiration date is lessthan one year, then the eight hours of instruction shall be waivedfor this shortened term and Full General TelecommunicatorInstructor Certification will be issued provided all otherconditions for Full status as set out in Paragraph (b) of this Ruleare met.(b) The probationary instructor shall be awarded fullTelecommunicator Instructor Certification at the end of theprobationary period if the instructor instructor's certificationrequired in 12 NCAC 10B .0914(a)(2) remains valid, and thatthe instructor through application, submits to the Division:Division documentation that certification required in 12 NCAC10B .0914(a)(2) remains valid, and either:(1) a favorable recommendation from a schooldirector accompanied by certification on acommission Instructor Evaluation Form thatthe instructor satisfactorily taught a minimumof eight hours as specified in Paragraph (e) ofthis Rule in a commission-accreditedTelecommunicator Certification Course duringhis/her probationary year; or(2) an acceptable written evaluation as specified inParagraph (e) of this Rule by a commissionmember or staff member based on an on-siteclassroom evaluation of the probationaryinstructor in a commission-accreditedTelecommunicator Certification Course. Suchevaluation shall be certified on a commissionInstructor Evaluation Form. In addition,instructors evaluated by a commission or staffmember must also teach a minimum of eighthours in a commission-accreditedTelecommunicator Certification Course duringhis/her probationary year.(c) As of August 1, 2002, the expiration dates of any existingcommission-issued Full General Telecommunicator InstructorCertifications will be amended to expire concurrently with theexpiration of the instructors' General Instructor Certificationissued by the North Carolina Criminal Justice Education andTraining Standards Commission. If the time-period before theexpiration date is less than two years, then the eight hours ofinstruction shall be waived for this shortened term and FullGeneral Telecommunicator Instructor Certification will berenewed. Full Telecommunicator Instructor Certification iscontinuous so long as the instructor, instructor's certificationrequired in 12 NCAC 10B .0904(a)(2) remains valid, and thatthe instructor submits to the Division every two years a renewalapplication to include documentation that certification requiredin 12 NCAC 10B .0914(a)(2) remains valid, and either:(1) a favorable recommendation from a schooldirector accompanied by certification on acommission Instructor Evaluation Form thatthe instructor satisfactorily taught a minimumof eight hours as specified in Paragraph (e) ofthis Rule in a commission-accreditedTelecommunicator Certification Course duringthe previous two pear period. The date fullInstructor Certification is originally issued isthe anniversary date from which each two yearperiod is figured; or(2) an acceptable written evaluation as specified inParagraph (e) of this Rule by a commissionmember or staff member based on a minimumeight hours, on-site classroom observation ofthe instructor in a commission-accreditedTelecommunicator Certification Course.(d) In the event a General Telecommunicator InstructorCertification (either Probationary or Full) is terminated forfailure to have been evaluated for eight hours of instruction in aTelecommunicator Certification Course, the individual may reapplyfor certification meeting the initial conditions for suchcertification, but must also provide documentation that he/shehas audited 8-hours of instruction in a delivery of an accreditedTelecommunicator Certification Course.(e) An Instructor Evaluation Form records a rating of theinstructor's qualities, organization and presentation of materialsconsistent with the requirements for successfully completing theCriminal Justice Instructor Training as set out in 12 NCAC 09B.0209. Instructor qualities, organization and presentation arerated on a scale of 1(poor), 2 (fair), 3 (good), 4 (excellent) and 5(superior). Instructor qualities include, but may not be limited toappearance, gestures, verbal pauses, grammar, pronunciation,enunciation, voice, rate (too slow or too fast), eye contact, andenthusiasm. Organization and presentation include, but may notbe limited to:(1) Major objectives of the course made clear;(2) Class presentation planned and organized;(3) Important ideas clearly explained;(4) Instructor's mastery of the course content;(6) Encouragement of critical thinking andanalysis;(7) Encouragement of student involvement;(8) Reaction to student viewpoints different frominstructors;(9) Students attitude toward instructor; and(10) Instructor's use of training aids.A rating of 1 or 2 is unacceptable or unsatisfactory; and a ratingof 3, 4, or 5 are acceptable or satisfactory.Authority G.S. 17E-4.12 NCAC 10B .0919 SUSPENSION: REVOCATION:DENIAL OF TELECOMMUNICATOR INSTRUCTORCERTIFICATION(a) The Division may notify an applicant for instructorcertification or a certified instructor that a deficiency appears toexist and attempt, in an advisory capacity, to assist the person incorrecting the deficiency.(b) When any person certified as an instructor by theCommission is found to have knowingly and willfully violated19:06 NORTH CAROLINA REGISTER September 15, 2004607
