12Collaborative Forest LandscapeRestoration ProgramThe U.S. Congress established the Collaborative Forest LandscapeRestoration Program when it passed Title IV of the OmnibusPublic Land Management Act of 2009. The CFLRP is intended to:fffffencourage ecological, economic, and social sustainabilityleverage local resources with national and private resourcesfacilitate the reduction of wildfire management costs,including through re-establishing natural fire regimes andreducing the risk of uncharacteristic wildfiredemonstrate the degree to which various ecological restorationtechniques achieve ecological and watershed healthobjectivesencourage utilization of forest restoration by-products tooffset treatment costs, benefit local rural economies, andimprove forest health.Title IV establishes the Collaborative Forest LandscapeRestoration Fund to provide funding authority for:fffffrequests by the Secretary of Agriculture of up to $40 millionannually for fiscal years 2009 through 2019 or until theentire $40 million has been expendedup to 50% of the cost of carrying out and monitoringecological restoration treatments on National Forest System(NFS) land for each proposal selectedup to $4 million annually for any one projectup to two projects per year in any one Forest Service regionup to 10 projects per year nationally.The general limitations and uses of the CFLRP fundinginclude:
