8We are in an ecological reawakening with respect to restorationand conservation. Restoration is a recent science, but it is the approachof the future, the approach of now. It is about people working togetherin good faith to learn about ecological functions and conservationprinciples, including sharing the land with current and future generations.I can say that after 40 years of working in the forests of the West,restoring them is finally within our grasp. If you had asked me if I washopeful for the future of our forests 20 years ago, I would have said no.But today I have never been more optimistic. We have a cumulativeand rigorous body of scientific information to implement preventativerestoration treatments that will protect people, communities, and theforest. If we continue to work together to restore these lands, and doour jobs as stewards of the land, there will be plenty of resources for allof us and plenty to share with the rest of nature.— W. 9IntroductionDave EganCollaborative landscape-scale forest restoration on federally managedlands is an exciting, new public process designed to rescue dry,frequent-fire forest ecosystems through land management actionssupported by science and social agreements. Such a complex,multi-perspective undertaking involves individuals, communities,organizations, federal and state agencies, and tribes. It calls upon socialscientists, ecologists, foresters, environmental activists, interestedcitizens, and many others to share their expertise and perspectivesfor the common good. The stakeholders of a landscape-scale forestrestoration project seek to increase the forested ecosystem’s resilienceand biodiversity while supporting local economies and decreasingthe threat of wildfires. By encouraging community-wide agreements,such collaborative efforts strive to create a more socially inclusive,scientifically based course of action for solving land managementissues.The need for scientifically and socially guided restoration of forestson public lands comes at a time when western coniferous forests,the human communities that interface with them and the publicagencies that manage them, are in crisis. Each year millions of acres offorested land across the American West are consumed by large-scalewildfires. In some of these ecosystems, such as those dominated bylodgepole pine or high-elevation conifers, these fires are natural standreplacementevents. However, the mid- to low-elevation, dry forests ofponderosa pine/Jeffrey pine, or dry mixed conifer, which historicallywere shaped by low-severity or mixed-severity fire regimes and smallscaledie-offs due to insects, are now experiencing unprecedented levelsof insect infestations as well as uncharacteristically large, destructivecrown fires. The ecological effects of these large-scale wildfiresand insect disturbances often cause these relatively high-diversityecosystems to collapse into low-diversity states that require long
