4 COMPETITIONSenjoy the ride4 COMPETITIONS564.1 VENUES4.1.1 Register <strong>of</strong> Venues4.1.1.1 Each SCB must, for its area <strong>of</strong>responsibility, establish and maintain aregister <strong>of</strong>:a) Permanent venues, andb) Temporary venues for special eventswhich may be altered by the addition,removal or modification <strong>of</strong>, any 1 or morevenues.4.1.2 Venue Inspectors4.1.2.1 An RCB may appoint venue inspectorswhose responsibilities are:a) To inspect venues,b) To ensure that venues comply withany standards established underthese Rules, andc) To make recommendations for theissue <strong>of</strong> licences for venues.4.1.3 The Licensing <strong>of</strong> Venues4.1.3.1 No venue may be operated without avenue licence.4.1.3.2 An application for the issue <strong>of</strong> a venuelicence must be in the prescribed form tothe RCB.4.1.3.3 The RCB may, in respect <strong>of</strong> a venue:a) Issue a licence subject to such termsand conditions as it thinks fit or mayrefuse to issue a licence, andb) Revoke or suspend a venue licenceif the venue licensee fails to complywith the licence or any condition.4.1.3.4 During each competition or otherpermitted event the venue licencemust be prominently displayed in theadministration area <strong>of</strong> the event togetherwith a plan <strong>of</strong> the venue and the GPS coordinatesfor the location <strong>of</strong> the venue.4.1.3.5 Any Support person who enters a licensedvenue or who otherwise participates(in whatever manner and actively orpassively) in a competition under theseGCR is bound by these GCR and any SRin force for that competition.4.1.4 Notices to the Public4.1.4.1 At all meetings to which the public haveaccess, other than events on a publicroad, the standard notice [shown onopposite page] warning the public that amotorcycle competition is in progress shallbe prominently displayed. The sign shallmeasure 550mm x 450mm, minimum.4.1.4.2 Wherever at such meetings, it is considereddesirable by the Promoters <strong>of</strong> the meetings,or is a condition <strong>of</strong> the grant <strong>of</strong> a VenueLicence that the public shall be excludedfrom a certain area, the standard form <strong>of</strong>notice prohibiting the public from access tothat area [shown on opposite page] shallbe prominently displayed. The sign shallmeasure 550mm x 450mm4.1.4.3 No other form <strong>of</strong> notice for warning thepublic generally or for prohibiting accessto certain areas shall be displayed.4.1.4.4 A sign must be prominently displayedin pit areas [shown on opposite page]warning that the carrying or consumption<strong>of</strong> alcoholic beverages by all personnelin the area is prohibited. The sign shallmeasure 550mm x 450mm.4.1.4.5 At the entrances to any venue a Promotermust prominently display the sign entitled‘Notice’[shown on opposite page]. Thesign shall measure 550mm x 450mm.4.1.4.6 Pit areas must be clearly defined. APromoter must prominently display thesign [shown on opposite page] at theentrance to the pit area. The sign shallmeasure 550mm x 450mm.4.1.4.7 A sign must be prominently displayedin pit areas [shown on opposite page]No Smoking in Pit Area By Order,<strong>Motorcycling</strong> <strong>Australia</strong> Ltd. The sign shallmeasure 550mm x 450mm. ‘This is ano smoking area’ signs must be placedin grand stands and/or high volumespectator areas4.2 THE PROMOTION AND CONDUCTOF COMPETITIONS4.2.1 Authority to Promote4.2.1.1 Subject to these Rules, competitions maybe promoted or conducted by:a) A Controlling Body, orb) A Promoter.4.2.1.2 Promoters must be affiliated to the RCB:a) Where an SCB is the RCB, Promotersmust affiliate with an SCB,
