9 NATIONAL OFFICIALS SCHEMEenjoy the ride9 NATIONAL OFFICIALS ACCREDITATION SCHEME749.1 OFFICIALS BACKGROUNDOne of the recognised keys to the future ofmotorcycle sport is the development and training ofofficials.9.1.1 Establishment9.1.1.1 The National Officials AccreditationScheme aims to:a) Increase confidence andcompetence in officiating ability,b) Improve communication skills,c) Promote progressive improvement inofficiating knowledge and expertise,d) Provide a credible education andtraining process to attract newofficials and retain existing ones,e) Ensure a uniform approach toofficiating throughout the country.9.2 LEVELS OF ACCREDITATION9.2.1 Level O - Basic Orientation Level9.2.1.1 In the case where a person does not haveany accreditation, they are therefore onlyqualified to act as an assistant whilst intraining or assisting at a meeting, theymust be given the basic orientationbriefing by appropriately licenced officialsprior to commencing duties. The briefingmust be given each time an unlicencedperson undertakes duties at a meeting.9.2.2 Level 1 - Club Level9.2.2.1 In order to act as an official at club level,prospective officials may attend a seminarand must successfully complete theassesment requirements.9.2.2.2 The completed assessment and licenceapplication are to be returned to therelevant SCB for processing9.2.2.3 Applicants may complete this assessmentin their own time and may refer to theirGCRs. The questionnaire is comprimisedof multiple choice questions. Thisassessment needs to be successfullycompleted by persons wishing tobecome, an accredited official.9.2.3 Level 2 - Inter Club/Zone Level9.2.3.1 To attain this level officials are requiredto attend a seminar and successfullycomplete the assessment requirements.9.2.3.2 The seminars are designed to be practicalby nature.9.2.3.3 Level 2 is the lowest level for accreditationof a Steward.9.2.3.4 Applications for accreditation are generally,reviewed by the SCB Manager. If thereis any doubt as to the experience of theapplicant, the application may be referredto the State Officials’ Review Panel for finalapproval.9.2.4 Level 3 - National Event/StateChampionship Level9.2.4.1 As with Level 2, officials must show proof ofparticipation in that role in an open event.9.2.4.2 All Level 3 applications are reviewed bythe State Officials’ Review Panel beforebeing granted accreditation at this level.9.2.5 Level 4 - National Championship Level9.2.5.1 To achieve Level 4 accreditation asa Steward, Referee and Clerk ofCourse, applicants must attend a KeyOfficials Seminar conducted by MA andsuccessfully complete the assessmentrequirements.9.2.5.2 Level 4 accreditation for all positions other thanthose listed in the previous GCR is awarded bythe National Officials Committee.9.2.5.3 Level 4 officials are required to attendseminars to retain their accreditation.9.2.6 International (FIM) Accreditation9.2.6.1 This includes senior officials atinternational level.9.2.6.2 To be accredited at the Internationallevel, an applicant must hold Level 4Accreditation and have successfullycompleted an FIM Seminar. FIM seminarsare conducted in Australia as required toprovide officials for World Championships.9.3 OFFICIALS LICENSING9.3.1 Licences will be issued by SCBs onbehalf of MA with the exception of Level 4Stewards, Referees and Clerks of Courselicences which will be issued by MA.9.3.2 The back of the Official’s Licence has amatrix indicating the disciplines of thesport and types of accreditation. Numbersindicating the level/s of accreditation willbe placed in the matrix.
