Role <strong>of</strong> Stakeholders<br />

I. <strong>National</strong> Level<br />

a. Training Division, MOHFW<br />

� Issue broad guidelines on <strong>training</strong> <strong>and</strong> matters related to policy<br />

decisions. The guidelines should incorporate all aspects for <strong>training</strong><br />

under <strong>National</strong> Rural <strong>Health</strong> Mission including Disease Control<br />

Programmes & RCH programme with sufficient flexibility built-in<br />

for adaptation by district/states as per their needs.<br />

� Develop st<strong>and</strong>ards for in-service <strong>training</strong> programme implementation.<br />

� Facilitate the implementation <strong>of</strong> <strong>training</strong> in state by providing support:<br />

� Capacity building at state/regional level.<br />

� Providing support through the Nodal Agency.<br />

� Ensure that there is no duplication <strong>of</strong> <strong>training</strong> under various<br />

programmes.<br />

� Ensure that <strong>training</strong> is need-based.<br />

� Ensuring uniformity in financial guidelines for <strong>training</strong> <strong>of</strong> same<br />

category <strong>of</strong> personnel under various programmes. The states should<br />

have flexibility to modify the guidelines as per their needs.<br />

� Include <strong>training</strong> as agenda item in all national level meetings with<br />

state <strong>of</strong>ficials.<br />

� Ensure emphasis for monitoring, follow up <strong>and</strong> reinforcement <strong>of</strong><br />

<strong>training</strong>.<br />

b. <strong>National</strong> Institute <strong>of</strong> <strong>Health</strong> & <strong>Family</strong> <strong>Welfare</strong> (NIHFW)<br />

� Coordination <strong>of</strong> all types <strong>of</strong> <strong>training</strong> activities (administrative,<br />

technical, <strong>and</strong> monitoring) for all health <strong>and</strong> health related personnel<br />

under NRHM including both disease control & RCH Programme in<br />

the entire country <strong>and</strong> to avoid duplication <strong>of</strong> <strong>training</strong> under various<br />

programmes. In order to undertake its role <strong>of</strong> coordination/facilitation<br />

<strong>of</strong> <strong>training</strong> in the states, the following tasks will be required:<br />

i. Constitute Expert Committees/consortium, ensuring appropriate<br />

inputs from MOHFW, states, relevant experts from NGOs,<br />

public <strong>and</strong> private sector institutions, representatives <strong>of</strong> potential<br />

trainee groups <strong>and</strong> donor representatives.<br />

ii. Develop guidelines for identification <strong>of</strong> peripheral <strong>training</strong><br />

institutions by the State/CTI based on infrastructure, faculty,<br />

caseload etc.<br />
