SJR 18 would also addto the definition of “reversemortgage” an extension ofcredit that is not closed beforethe 12th day after the lenderprovides to the prospectiveborrower a written notice summarizingrisks and conditionsof a reverse mortgage. Thelanguage of the required noticeis prescribed in the resolution.The proposed amendment willappear on the ballot as follows:“The constitutional amendmentto authorize the makingof a reverse mortgage loanfor the purchase of homesteadproperty and to amend lenderdisclosures and other requirementsin connection with a reversemortgage loan.”Proposition Number 6(SJR 1)SJR 1 would create the StateWater Implementation Fund asa special fund inside the statetreasury and outside the GeneralRevenue Fund. Money in thefund would be administered bythe Texas Water DevelopmentBoard (TWDB) and would beused to implement the statewater plan, as adopted by generallaw, by TWDB.The proposed amendment willappear on the ballot as follows:“The constitutional amendmentproviding for the creationof the State Water ImplementationFund for Texas and theState Water ImplementationRevenue Fund for Texas to assistin the financing of priorityprojects in the state water planto ensure the availability of adequatewater resources.”Proposition Number 7(HJR 87)HJR 87 proposes a constitutionalamendment to allowhome-rule municipalities toadopt charter provisions authorizingthe filling of vacanciesin the governing body by appointment,but only when theremainder of the vacant termis less than 12 months. Undercurrent law, municipal votersmay adopt terms of office formunicipal officers longer thantwo years, but upon approvinglonger terms of office, anyresulting vacancies in officemust be filled by special election.The proposed amendmentwould provide an optionfor home-rule municipalitiesto fill short-term vacanciesthrough appointment.The proposed amendment willappear on the ballot as follows:“The constitutional amendmentauthorizing a home-rulemunicipality to provide in itscharter the procedure to fill avacancy on its governing bodyfor which the unexpired term is12 months or less.”Proposition Number 8(HJR 147 and SJR 54)HJR 147 would repeal the TexasConstitution’s maximumtax rate for a Hidalgo Countyhospital district; the maximumrate is currently set at 10 centsper $100 valuation. Cole Austinkicked a 23-yard field goal with 14 seconds left for the 38-35victory.The Warriors (2-0) scored 27 second-half points to erasewhat was a 21-7 Sanger lead at halftime. JonAaron Howellrushed for 134 yards and scored on a 54-yard pass from Moorewith 7:35 left in regulation to tie the game at 35.Sanger was in control most of the way. Sanger quarterbackBrandon Mann opened the third quarter with a 72-yardtouchdown pass to Wyatt Broxson. The score gave them aseemingly 21-point lead.
