5.2.2 Education and Training InfrastructureMonographic Study Nguti CouncilMajor problems were identified during field surveys including; inadequate school infrastructureand insufficient staff. There are schools that have been approved but have no infrastructure whileexisting schools suffer from limited buildings or buildings in urgent need <strong>of</strong> renovation. The lack<strong>of</strong> didactic materials is also commonplace within the municipality. There are schools with onlyone teacher who is usually the headmaster. This causes parents to employ sometimes unqualifiedstaff through the Parent Teacher Association (PTA). Absenteeism is very high for teachersespecially in more remote areas. This accounts for the low achievement rates at publicexaminations.
