This was down by 930,000 from<strong>20</strong>09 but nonetheless the second highestfigure in <strong>UNHCR</strong>’s history, and doublethe number since the activation of thecluster approach in <strong>20</strong>05 (6.6 million).The decrease was mainly due to IDPreturns in Pakistan (1.2 million) (23) andthe Democratic Republic of the Congo(461,000). Overall, more than 2.9 millionIDPs returned home during thereporting period, the highest numberin almost 15 years. At the same time,<strong>UNHCR</strong> offices reported at least 1.3million newly displaced people in <strong>20</strong>10.<strong>UNHCR</strong> statistics include IDP populationsin 24 countries.In Colombia, where GovernmentIDP registration began in 1997, therewere 3.6 million registered IDPs reportedat year end. (24)Renewed armed conflict in thenorth-east of the Democratic Republic ofthe Congo displaced more than 130,000people in <strong>20</strong>10.By the end of the year, the numberof IDPs was estimated at 1.7 million,down from 2.1 million the year earlierfollowing the return of several hundredsof thousands. Pakistan witnessedthe return of almost 1.2 million IDPs in<strong>20</strong>10, bringing the estimate of IDPs to952,000.
