VIIIOther groupsor peopleof concern<strong>UNHCR</strong> extended itsproteCTION or assistanceactivities to individualswhom it considers “ofconcern” but who do not fallinto any of the above population categories.These activities were based onhumanitarian or other special grounds,and included asylum-seekers rejected byStates but whom <strong>UNHCR</strong> deemed to bein need of humanitarian assistance orotherwise of concern to the Office.The number of people in this categorytripled from 412,000 at the startof <strong>20</strong>10 to more than 1.2 million at yearend. The increase was primarily due tothe inclusion of 838,000 people in Afghanistan.These people were formerrefugees who returned to Afghanistanprior to <strong>20</strong>10 but who had not beenable to reintegrate due to, among otherreasons, a difficult economic situation,a lack of comprehensive reintegrationmeasures, and security concerns.
