Regulation is a stick which isrequired to ensure compliance but continual recourse to court stile actions wouldnot be as fruitful as creating a system where people want to co-operate becausethey want to help the river environment thrive. The only way in which the latterwill happen is through a continual programme of education in its broadest sense.Regulation and education actions therefore occur in most of the sections.Although this section is a useful quick scan of management actions it should beread in conjunction with the explanatory notes in each section.72
