So, I would like to talk a little bit5 about just planning for an election, and I would like to6 go through the tasks in broad, general terms. If you can7 please describe briefly the categories of tasks that you8 must complete in the months leading up to an election in9 broad categories.10 A. One of the first things we have to do is start11 the poll worker recruitment process, getting polling12 places, setting up the training, making sure we change13 polling places when notifying voters, getting equipment14 maintained. And we will do information education and15 outreach to voters through various means, that is pretty16 intense, especially right now, and probably in 2004 as17 well.18 Q. And is processing voter registration applications19 one of the tasks?20 A. Oh, absolutely.21 Q. And in the 2004 election, were those in general22 the tasks that your office undertook before the23 registration deadline?24 A. That is pretty much a summary, yes.25 Q. The beginning of 2004? No.4 Q. And at any point during the course of that year,5 were you -- did you predict that there would be an6 increase in voter registration applications that you --7 A. I think we saw an increase in voter registration.8 I can't say I could have predicted it. But we definitely9 saw an increase in terms of from beginning of 2004 until10 say, summer, leading up to the election, we definitely11 saw an increase.12 Q. At the beginning of 2004, did you expect there to13 be an increase in the voter registration volume?14 A. In 2004 I think I had been in the position about15 six weeks.16 Q. So --17 A. So I wouldn't -- No, I was not able to do that.18 Q. So at beginning of 2004 did your office have a19 plan for increasing staff on --20 A. No.21 Q. -- to deal with voter registration?22 A. No.23 Q. Okay. And did your plans -- did your plans for24 processing voter registration applications then change25 during the course of the election cycle?90
