On May 20, 2011 at about 10:00 AM jointelements of Metro Cebu CIDT led by PSI RICKY P.NERON, NISG-NAVFORCEN, BFAR-7 and CebuProvincial Anti-Illegal Fishing Task Force (CPAIFTF)implemented SW # 1343-05-1911-23 for Violationof RA 8550 (The Fisheries Code of 1998) and RA9147 (The Wildlife Resources Conservation &Protection Act) issued by Hon Judge Generosa G.Labra of RTC-Branch 23, Cebu City against subjectPRISCILO ORCULLO. The raid resulted in the seizure of two (2) boxes ofassorted corals; three (3) boxes sponges; two (2) boxes murex; and five (5)pcs triton shells all with an estimated total value of <strong>more</strong> or lessPhp500,000.00. Case for Violation of RA 8550 in relation to RA 9147 was filedagainst the suspect docketed under NPS # VII-13-INV-11E-274.


4. On June 8, 2011 at about 11:00 AM joint elements of Metro CEBUCIDT led by PSI RICKY P. NERON, NISG-NAVFORCEN, CPAIFTF in coordinationwith Station 4, MCPO and BFAR7, implemented SW # 1348-06-0611 issued byHon Judge GENEROSA G. LABRA of RTC Banch-23, Cebu City for Violation ofRA 8550 in Relation to RA 9147 against subjects WANFU TSENG and GINABUSTAMANTE at Styropack Industrial Corp., Inc. located at Pilit, Cabancalan,Mandaue City. TSENG, a Taiwanese <strong>National</strong> was linked to TACLOBO Grouponce headed by HADJI SABTIRI, stockholder, buyer of banned corals, giantclamps and other endangered species and has been supplying said banned marinespecies to Taiwan for <strong>more</strong> than two (2) years. The operation resulted in the arrestof subject BUSTAMANTE and the seizure of eight (8) sacks of assorted corals,seventeen (17) boxes of Helmet shells (Budjong), six (6) boxes Giant Clampswith an estimated total market value of one million eight hundred thousandpesos (Php1.8 million). Cases for Violation of Sec. 91 & Sec. 97 in relation toSec. 11 of RA 8550 and Attempted Bribery was filed against GINABUSTAMANTE and WANFU TSENG before the Mandaue City ProsecutorsOffice docketed under CC # 37819, CC # 37820, and CC # DU-19259, respectivelyunder Inquest Proceedings.CAMPAIGN AGAINST CHILD ABUSE, MALTREATMENT& EXPLOITATIONNO. OF OPERATION CONDUCTED - 2NO. OF MINORS RESCUED - 4NO. OF PERSONS ARRESTED - 2NO. OF CASES FILED - 2The following are the significant accomplishments under<strong>CIDG</strong> OPLAN “SAGIP-ANGHEL”1. The rescue of seven (7) persons to include two (2) minors, namelyMELANIE ABARQUEZ, 17 yoa, single and JESSALYN MANIGOS, 16 yoa, singleboth resident of Tugbungan, Consolacion, Cebu on April 6, 2011 at about 12:15 PMduring the implementation of Search Warrant for Violation of RA 9208 against ERICMAURICE FONS and RAULINE VILLACASTIN by elements of Metro Cebu CIDT,7RCIDU led by PSI RICKY P NERON. The operation resulted in the arrest ofLANIE RIVERA and LEAH FORMENTERA, both caretaker of the apartment usedin the cybersex operation of FONS and VILLACASTIN, wherein five (5) desktopcomputers with complete accessories, one (1) laptop and sex toys were seizedduring the said operation. Cases for violation of RA 9208 (Anti-Trafficking inPerson Act of 2003) was filed against LANIE RIVERA and LEAH FORMENTERA,under Inquest proceedings while Regular Preliminary Investigation was filed againstERIC MAURICE FONS and RAULINE VILLACASTIN docketed under NPS # VII-03-INQ-11-0360 and NPS # VII-03-INV-11-0361, respectively.


2. The rescue of sisters JANET and JENNIFER EBNER, 14 & 12 yoa,respectively on May 30, 2011 at about 9:20 AM in Brgy Nangka, Consolation, Cebuby elements of HQ7RCIDU in coordination with Mrs Ofelia Dela Torre of Bantay-Bayan, a Non-Governmental Organization based in Consolation, Cebu. The rescuewas stemmed from the complaint of Mrs NENITA EBNER, 38 yoa, married aresident of Nasipit, Butuan City, Surigao Del Norte against her strange husband MrJOHN EBNER, a US Citizen for verbal, economic and psychological abuseagainst their minor daughters. Rescued minors were brought to this office for properdocumentation before turning them over to their mother. Suspect was not aroundduring the rescue, however, this office is contemplating of filing a case for Violationof RA 9262 in relation to RA 7610 against Mr EBNER with the cooperation of MrsEBNER.CAMPAIGN AGAINST SMUT AND PORNOGRAPHYNO. On May 23, 2011 at about 3:30 PM inSitio Tamiya, Brgy Basak, Lapu-Lapu City elementsof 7RCIDU led by PI RONILLO P. DALIGDIG and PILIRIO C. CORAL conducted operation on thereported rampant selling and open display ofpornographic materials particularly VCDs & DVDs atthe sidewalk of the aforesaid place. The operationresulted in the confiscation of <strong>more</strong> or less onethousand (1,000) pcs of pornographicVCDs/DVDs with an estimated market value of Php30,000.00 and the subsequentarrest of suspects SARIFODEN PANGUINAGINA y MUNTE and ANSORI GUROy PATANI, in the act of selling pornographic VCDs/DVDs to a police decoy. Casefor Violation of Art. 201, of the RPC were filed against them at the Lapu-Lapu CityProsecutors Office docketed under NPS # VII-12-INQ-110-00219.2. On May 27, 2011 at about 6:20 PM in Brgy Ibabao, Mandaue Cityelements of Metro Cebu CIDT-7RCIDU conducted police operation on the reportedrampant selling and open display of pornographic materials particularly VCDs &DVDs at the sidewalk of the aforesaid place. The operation resulted in the arrest ofsuspect SABRE MONTILLA, in the act of selling eight (8) pcs of pornographicDVDs worth Php 400.00 to a police decoy. Another seventeen (17) pcs ofpornographic DVDs valued at Php850.00 were also confiscated. Case forViolation of Art. 201, of the RPC was filed against suspect at the Mandaue CityProsecutors Office docketed under CC # DU-19206.
