Typically, this will take two semesters(1 year) <strong>of</strong> study.Level 1 and 2If you need more time to develop your knowledge and skills in most <strong>of</strong> thefoundation subjects you will berequired to start taking courses atLevel 1 and 2. At Level 1 the focuswill be entirely on English with Mathstudy starting in Level 2. You willthen continue up through coursesin Levels 3 and 4. Typically this willtake between 3 and 4 semesters (1½ - 2 years).English in New FoundationsThere is a new set <strong>of</strong> intensiveEnglish language courses in theFoundations program. You willstudy special courses in Reading,Writing, and Spoken English. Thebooks you will use provide themost up-to-date materials including exciting CDs and on-line materials for yourindependent study.Independent StudyThe English courses in the New Foundations program are designed to leadyou to IELTS band 5.0 which is the level required before you set out on yourdegree course. However, to be sure <strong>of</strong> achieving success, you will need to do thefollowing:• attend all lessons and concentrate fully on your classroom work• use the independent learning hours provided in college to the full extentfor study• do several hours home study every daySTUDENT SUPPORT SERVICESThe New Foundations program provides you with the opportunity to workeffectively toward degree level study. Your teachers will lead you but successdepends on you taking responsibility for your own learning.Examinations in New FoundationsThe new flexible modular foundations program is designed to raise your level <strong>of</strong>knowledge and skills quickly, step-by-step. Examinations you will take are linkeddirectly to the work you do in your courses and follow the same step-by-steppattern. You will take a number <strong>of</strong> short tests in each course to support yourlearning. Most tests will be done in the classroom and the results returned to youquickly.

51WORK READINESS PROGRAMThe program is designed to assist nationals with varied educational achievementsto secure job opportunities, primarily with the private sector. This 2 years programprovides training in basic skills in the subjects <strong>of</strong> English, Arabic, Computers,Mathematics and Workplace Skills. There is also a work experience component inreal work environments thereby providing opportunities for students to apply theirskills and adapt to the real world <strong>of</strong> employment. It equips participating nationals withthe necessary skills to enter the job market and provide opportunities to build theirfuture careers. Increasingly, those companies accepting students for work placementhave provided students with full time employment opportunities upon completion <strong>of</strong>the program. Both <strong>of</strong> these are important - a student <strong>of</strong> the HCT is both someonewho learns and who helps others learn through their participation and support forthe activity <strong>of</strong> learning.Your teachers will work with you to help you explore the details <strong>of</strong> how you canbe a good learner. This should change over time. Some students may need morehelp at the start <strong>of</strong> their time at the HCT, but all are expected to grow quickly to apoint where they can understand what their learning needs are and to take stepsindependently to answer those needs.No one can give you knowledge, although everybody will help you along theway. Knowledge grows within a person through learning and only that person cando the learning. Teachers can help you by teaching you or guiding you to whereyou might find information and answers to your questions, your fellow studentscan also help you and your books and other information sources can help, but itis you that must do the learning.As part <strong>of</strong> learning about the world, the HCT expects its students to meet highstandards. These include all those standards that we would expect in the world<strong>of</strong> work - respect for others, high levels <strong>of</strong> attendance and punctuality, attentionto deadlines and other requirements. The HCT’s attendance rules are very clear,and generous, and failure to follow them is seen as evidence that a student isnot ready for the commitment that is needed by the HCT. The great majority <strong>of</strong>students who join the HCT are ready - ready to commit themselves to meetinghigh standards and to embrace learning. 55COMPLAINTS AND GRIEVANCESIn case you have a concern or complaint with any member <strong>of</strong> staff and to facilitatethe resolution in a fair and equitable manner, please follow this procedure outlinedbelow.This procedure does not address:1. Grievances about studentsActions by students are not to be dealt with via this procedure. Studentbehavior is subject to the Code <strong>of</strong> Conduct. Any student who has acomplaint to raise under the college Code <strong>of</strong> Conduct shall speak with thestudent or request a meeting with a student services staff person, or anymember <strong>of</strong> management.2. Change <strong>of</strong> programs/courses <strong>of</strong> studyRequests to take challenge exams, change programs, sections or courses<strong>of</strong> study are not addressed under this procedure. Any such requests mustbe made via Program Chairs or Academic Services.3. Facilities/Transport/CanteenConcerns, complaints, or grievances about the canteen, transportation,or facilities are not addressed via this procedure. Such concerns may bebrought forward to the student council, student services, or any member<strong>of</strong> management.Administrative AuthorityAdministration <strong>of</strong> this procedure is the responsibility <strong>of</strong> the Dean or their designee.All grievance records will be held in the student file in Academic Services for oneyear after disposition <strong>of</strong> the complaint.ProcedureAny student having a complaint or grievance against a member <strong>of</strong> staff shallpursue the grievance as follows:STUDENT SUPPORT SERVICESStep 1 - Direct Discussion with <strong>College</strong> EmployeeThe student will meet with the member <strong>of</strong> staff with whom they have a grievance,and in good faith, attempt to resolve the dispute. At this or any stage, the studentmay consult with student services staff for guidance and support.Step 2 - Discussion with Supervisor or Academic ChairIf a satisfactory resolution is not reached after direct discussion with the member<strong>of</strong> staff with whom the student has the grievance, the student shall request inwriting (including email) a meeting with the appropriate supervisor.The supervisor or chair will meet with the student within 2 weeks after receivingthe written request. They will investigate the grievance and take appropriateactions to facilitate a fair resolution for all parties. Results <strong>of</strong> the inquiries,recommendations, and notice <strong>of</strong> the student’s right to appeal will be submitted,in writing, to all parties within one week <strong>of</strong> the meeting with the student.


56H I G H E R C O L L E G E S O F T E C H N O L O G YIf the student is not satisfied with the decision, they may request a formal hearingbefore a Grievance Committee. This request must be made in writing to theirprogram dean within one week <strong>of</strong> receiving the recommendation for resolution.The written request must clearly state: a) the nature <strong>of</strong> the grievance, b) details<strong>of</strong> what actions have been taken to resolve the grievance, and c) statement <strong>of</strong>requested resolution. A copy <strong>of</strong> the recommendation for resolution written by thesupervisor or academic chair must be attached.Formal Grievance ProcedureIf a student chooses to file a formal grievance, the following will occur:Formal Grievance Review HearingThe dean who receives the request for a formal hearing will convene a GrievanceReview Committee. The Grievance Review Committee shall meet withintwo weeks after receiving the request to recommend a fair resolution to thegrievance. A designee <strong>of</strong> the Grievance Review Committee shall be named arecorder and will issue written recommendations to all parties within 3 days afterthe conclusion <strong>of</strong> the hearing.Composition <strong>of</strong> the Grievance Review CommitteeMembers <strong>of</strong> the Grievance Review Committee shall be assigned as follows bythe Dean:• Two (2) members <strong>of</strong> management (not directly supervising collegeemployee in question or involved in the grievance) will be assigned bythe director; one will act as committee chair, and the other recorder.• One (1) faculty member not affiliated with the department involved.• One (1) student representative, member <strong>of</strong> student council not involved inthe grievance to date.STUDENT SUPPORT SERVICESAppeal to the DirectorIf the student is not satisfied with the decision <strong>of</strong> the Grievance ReviewCommittee, they may appeal to the Director in writing within one week. TheDirector will review all documentation to date and as prepared by the GrievanceReview Committee, as well as any appeal statements, and shall deliver a writtendecision within one week after reviewing the case. The Director’s decision willconstitute final action by the college.Time limits on filing a grievanceA student must file a grievance within two weeks <strong>of</strong> the action that gives riseto the grievance. Students who leave the <strong>College</strong>(withdraw or do not show up for a new semester) and wish to return, mustinitiate a petition to the Director which states the reasons for withdrawal and thereasons for the request to reenroll. This should be given to Academic Services orfaxed to the <strong>College</strong>’s main fax number. Management will review the situationand decide whether to accept the student or otherwise. The reenrollments aresubject to availability <strong>of</strong> space.WithdrawalStudents sometimes seek to withdraw from a semester or academic yeardue to personal or academic reasons. The reasons or the timing may affect astudent’s chances to return to the college or other issues. In order to best exploreall options and make the best decision, students are encouraged to speak withtheir academic advisor (foundations or program supervisor) or college counselor.Students may be withdrawn from the college following due process for behaviorreasons (as described in the code <strong>of</strong> conduct) or for attendance difficulties. Iffield trips occur outside the timetable hours or out <strong>of</strong> town, the college will informthe parents through written letters requesting their approval for these trips.Student must travel from and return to the location designated in the permissionletters. No other arrangements, other than those agreed to in advance by parents/guardians, are possible. Students who commit to a field trip must attend, or maybe barred from travel during the academic year, if they do not show up. Field tripsrequests must be initiated by teachers via academic supervisors.Special EventsThe Student Services Office oversees student activities, organizations and events.Student Services staff work closely with academic departments, the studentcouncil, and community members to organize and participate in events outsidethe college, invite speakers to the campus, and other such activities that supportstudent development and add to classroom learning.Health ServicesThe Student Services Office provides workshops and educational material forstudents concerning health and wellness issues. In the case <strong>of</strong> an emergency orif a student is seriously ill, Student Services staff will contact the student’s familyto meet at the nearest hospital or to pick up the student. In case <strong>of</strong> emergency,first aid may be provided and an ambulance will be contacted. The college doesnot yet have a nurse or clinic on site, but this is expected to be added as soon asresources/space allow.Assistive <strong>Technology</strong> Learning Centre and Special Needs ServicesStudents with special needs may be eligible for extra support due to physical,medical or learning difficulties (such as chronic medical conditions, psychological

Student councilmembers also work closely with class representatives. Class representatives areselected by students and faculty from each college section to carry the voice <strong>of</strong>the students to the student council members.In addition to representing the needs <strong>of</strong> the student body to the collegeadministration, student council members represent the <strong>College</strong>s at communityevents; assume leadership roles in organizing college activities, plan leadershipdevelopment and enrichment opportunities for the student body, as well as workto enhance the college spirit amongst the students.STUDENT SUPPORT SERVICESStudent ID CardsFor all new students, after working with Academic Services to ensure enrolmentis complete and an ID number is generated, Student Services will print and issue<strong>College</strong> ID cards. You will need a valid Student ID Card to access:➲➲<strong>College</strong> campus➲➲Examinations➲➲Library and Learning Centre➲➲Transport services➲➲Use other college facilities or services, e.g. the canteenThe ID card will be valid for as long as you remain a student. The card must bereturned to the <strong>College</strong> if you withdraw or discontinue your studies for any reason.You must show your ID card to security or <strong>College</strong> staff when requested. If youlose your ID card, a replacement card will be issued for a charge. Students withspecial circumstances may be given a “Flexible Leave Card” or “green card” whichallows them to leave the college without supervisory permission; all others mustspeak with their academic supervisor and student services if they are requestingto leave while classes are in session.Transportation / Bus ServicesThe students at Madinat Zayed <strong>College</strong>s and Ruwais <strong>College</strong>s come from asfar away as Al Sila or Al Mirfa. Transport is provided for students so that theydon’t have to come on their own to college from such distances. This service iscurrently provided free <strong>of</strong> charge to all students who abide by the bus rules, andagree to pick up times and locations available. Rules below are in place to ensurethat travel to and from college occurs in an orderly and safe manner.

These are equipped with all thelatest equipment and best facilities. Every effort is made to ensure that the mealsprovided are nutritious, satisfying and affordable. The canteens are cashless;students pay with a system in which money is added to their ID cards which actas a debit card.Spinney’s Catering Division are the appointed provider at both colleges and are

Students bringing their cars must showtheir Driving Licenses and ID cards at the time <strong>of</strong> entry in order to enable thesecurity guard to identify and allow access to the campus otherwise access willbe denied. Forced entry is subject to disciplinary action.Driving on CampusThe security guards check traffic to make sure that only people who are allowedon campus enter and leave the <strong>College</strong>. Your driver must follow the instructions<strong>of</strong> the security guards. Drivers should drop students and pick up only where it isallowed. Drivers must drive safely and carefully. One must remember that theguards act for the security <strong>of</strong> students and the college.SecurityThe <strong>College</strong>s have 24 hour security at each campus. You must respect the securityguards. They work for the Director. 73Please check with the receptionist for found items.Visitors to <strong>College</strong>HCT students interact with the faculty and staff <strong>of</strong> the <strong>College</strong> on a daily basis butmay also interact with a number <strong>of</strong> guests, vendors and other <strong>College</strong> visitors. HCTis concerned that all individuals whom students meet are properly authorized toenter the campus. To ensure proper security for our students, security personnelare stationed at each gate to allow those who are authorized to enter.The Security staff at the <strong>College</strong> entrances are appointed by the Director <strong>of</strong> the<strong>College</strong>s and have the right to stop anyone from entering the <strong>College</strong> withoutproper authorization. The security check is also required to prevent femalestudents from leaving the <strong>College</strong> without proper permission. Students andguardians must show proper respect for the security staff. Any violation <strong>of</strong> theseprocedures may subject the student to suspension, probation or dismissal fromthe <strong>College</strong>. Security personnel have the right to carry out random checks onstudent and/or staff vehicles.STUDENT SUPPORT SERVICESStudents must seek management permission before inviting any visitors to thecollege.Safety and EvacuationA safety plan exists to ensure that students and staff know the proceduresto follow in the event <strong>of</strong> an emergency. This plan is available in the LearningResource Centre. A team <strong>of</strong> staff members have been trained in emergencyprocedures and will take charge in an emergency.Students must be familiar with the procedures for evacuation. Procedures alongwith maps showing the location <strong>of</strong> the designated safety zones are located atevery exit. If the fire alarm sounds:➲➲Do not attempt to put out a fire. Follow your instructor out <strong>of</strong> the building orproceed quickly to the nearest exit. Do not carry anything except your purse.➲➲Assemble at the nearest designated safety zone. Remain there until you hearthe fire wardens give the “all clear”.➲➲Do not stand close to the building.➲➲Follow any instructions given to you by an instructor.➲➲Once the “all clear” is given, walk back to your classroom.We wish you all a safe, successful, and enriching year!
