Public Competitive TenderingEdmonton Airports, in accordance with its lease with the Government of Canada, is required to report on allcontracts in excess of $88,800 ($75,000 in 1992 dollars) that were entered into during the year and whichwere not awarded on the basis of a public competitive tendering process. Such reporting shall identify theparties, amount and nature and circumstances of the contract, and the reasons for not awarding the contracton the basis of a competitive process. During 2001, Edmonton Airports entered into 112 contracts that had acumulative value of approximately $60.5 million. Of these contracts, 89% were awarded to local suppliers.Edmonton Airports entered into four contracts in excess of $88,800 ($75,000 in 1992 dollars) that were notawarded on the basis of a public competitive tendering process, the details of which are as follows:Sole Source Contracts Over $88,800 ($75,000 in 1992 dollars)Vendor Name Description Value Basis for SelectionCRS Brown Entrance $108,875 This vendor was the successful bidder on the overallLandscape Road airport landscaping program in 2000 during which theyLandscapingdemonstrated outstanding performance. As the maintenance involvesboth a proprietary control system owned by JohnsonControls and systems under warranty installed byJohnson Controls, Edmonton Airports selected JohnsonControls for all our maintenance requirements.Stewart and High Speed $577,412 There are only two vendors who manufacture andStevenson Runway support this product. Stewart and Stevenson’s productSweepermet the technical performance and parts-availabilityrequirements and was half the price of the foreigncompetitor.InterVISTAS YEG Meeter $113,370 InterVISTAS has proven its expertise in achieving pilotConsulting Greeter project status with other passenger facilitation projectsInc. Program in Canada. Their credibility with appropriate industryentities and their record of providing EA with excellentcost-effective services in other instances made themthe appropriate service provider for this project.Conflict of InterestIn accordance with the lease agreement with the Government of Canada and the Regional Airport AuthoritiesAct, Edmonton Airports confirms that it has an appropriate Conflict of Interest Policy, and that it is in compliancewith that policy.ConclusionEdmonton Airports confirms that we have, in all material respects, complied with the public accountabilityrequirements documented in our leases with the Government of Canada and the City of Edmonton as well aswith Provincial Legislation, including the Regional Airports Authorities Act.38
