ways <strong>of</strong> communication within <strong>the</strong> organisation <strong>to</strong> ensure that <strong>the</strong>y would be able <strong>to</strong> implement <strong>the</strong> local policygoals. The Social democratic party that was in charge <strong>of</strong> <strong>the</strong> launch created a ‘Development section’ that laterwas renamed ‘Growth section’ by <strong>the</strong> liberal parties. This section <strong>of</strong> <strong>the</strong> Region was <strong>to</strong> ensure that <strong>the</strong> SDpolices would be implemented. The project started in 2004 when <strong>the</strong>y established a lack <strong>of</strong> policyimplementation <strong>of</strong> SD policies <strong>the</strong>re was a need for something <strong>to</strong> increase <strong>the</strong> organisations capability <strong>to</strong>implement SD polices. The launch and establishment <strong>of</strong> need for a SD policy implementation <strong>to</strong>ol was initiatedby <strong>the</strong> Regional Development section and created by <strong>the</strong> Regional Development board <strong>to</strong> establish anenvironmental strategic program for <strong>the</strong> Region. The mission was <strong>to</strong> develop strategies for creating SD in <strong>the</strong>Region and <strong>to</strong> integrate <strong>the</strong> environmental policy goals with <strong>the</strong> overall society policy goals in <strong>the</strong> Region(SYNAPS 2006:1). The <strong>to</strong>ol created by <strong>the</strong> growth department aims at increasing <strong>the</strong> ability for differentsections in <strong>the</strong> organisation <strong>to</strong> develop common goals and integrating <strong>the</strong> environmental and SustainableDevelopment goals in <strong>to</strong> <strong>the</strong>re traditional policy areas. The Region aimed at creating a <strong>to</strong>ol that ensures that <strong>the</strong>environmental policies are borough tin and integrated in all areas hence leading <strong>to</strong> a more SustainableDevelopment in <strong>the</strong> Region <strong>of</strong> Skåne (Ibid).The reason for <strong>the</strong> Region <strong>to</strong> develop this <strong>to</strong>ol was based on an identified need for a <strong>to</strong>ol <strong>to</strong> increase <strong>the</strong>ability for <strong>the</strong> organisation <strong>to</strong> efficiently and systematically integrate <strong>the</strong> SD goals in<strong>to</strong> all sections as <strong>the</strong> SDpolicies were seen as such a large system complex that <strong>the</strong> organisation found <strong>the</strong>mselves having problemswith <strong>the</strong> implementations <strong>of</strong> <strong>the</strong>se polices (ibid). It was also designed <strong>to</strong> ensure feedback with informationabout <strong>the</strong> decision taken in <strong>the</strong> organisation, increasing <strong>the</strong> ability for evaluation <strong>the</strong> Sustainability <strong>of</strong> <strong>the</strong>decision-making. It is now fully launched however since 2006, still in a process-based development, where <strong>the</strong>outcomes can still not be fully analysed. In <strong>the</strong> start this was project based but has now been developed in<strong>to</strong> apermanent section <strong>of</strong> <strong>the</strong> organisation (ibid).The <strong>to</strong>ol was called SYNAPS (Systematic process <strong>to</strong>ol for sec<strong>to</strong>r integration), and emphasised on <strong>the</strong>lack <strong>of</strong> set indica<strong>to</strong>rs and defined goals that <strong>the</strong> SD policy lacked and was developed <strong>to</strong> ensure that set goalsand targets could be met on a local level in Region Skåne. The <strong>to</strong>ol is based on a web based s<strong>of</strong>tware programwhere key ac<strong>to</strong>rs within different section <strong>of</strong> an organisation sit down and grade different issues within <strong>the</strong>organisation-based on a plus and minus scale. It provides with discussion <strong>to</strong>ols for a systematic approach <strong>of</strong>developing policy goals and decision making in relationship <strong>to</strong> <strong>the</strong> Social, economical and environmentalaspects (SYNAPS 2006:2). The material after <strong>the</strong> grading is <strong>the</strong>n analysed, <strong>the</strong> s<strong>of</strong>tware <strong>to</strong>ol <strong>the</strong>n gives aconclusion <strong>of</strong> <strong>the</strong> grading system. This also includes comments and personal attitudes. The groups <strong>of</strong>bureaucrats <strong>the</strong>n based on common environmental goals try <strong>to</strong> establish decision making that leads <strong>to</strong> <strong>the</strong> leastnegative side effects in all sections <strong>of</strong> <strong>the</strong> organisation. For examples <strong>the</strong> goal <strong>of</strong> more wetlands in <strong>the</strong> area has<strong>to</strong> be developed with <strong>the</strong> input from both infrastructure department, economic department, environmental aswell as health department. The need for wetlands is <strong>the</strong>refore not only based on <strong>the</strong> perspective and issues <strong>of</strong><strong>the</strong> environmental department, but also is weight against <strong>the</strong> need for roads and communication or <strong>the</strong> impactson <strong>the</strong> agricultural land in <strong>the</strong> area. This creates decision-making that <strong>the</strong>n establishes <strong>the</strong> impacts in all areas <strong>of</strong><strong>the</strong> organisation. The <strong>to</strong>ol is seen as an environmental strategic <strong>to</strong>ol that ensures that decisions made regardingpolicy implementation and society change is based on a holistic perspective where all areas are accounted for <strong>to</strong>ensure that no decision is based on only one department’s perspective and goal. The foundation is <strong>to</strong>communicate Sustainable Development within <strong>the</strong> organisation and give <strong>the</strong> bureaucrats <strong>the</strong> idea on how <strong>to</strong>achieve Sustainable Development (Book. Charlotte. SYNAPS coordina<strong>to</strong>r 12/01-07).The <strong>to</strong>ol has not only been recognised in Region Skåne but has also been acknowledged on EU level aswell as in China and in <strong>the</strong> Balkan region and several organisations such as <strong>the</strong> Swedish aid agency SIDA haspresented that <strong>the</strong>y are interested in <strong>the</strong> concept where <strong>the</strong> Foreign department (UD) <strong>to</strong>ge<strong>the</strong>r with RamböllNatura one <strong>of</strong> <strong>the</strong> leading Sustainability consultancies in Sweden (SYNAPS Region Skane 2006:3). SYNAPShas also been presented in International Journal <strong>of</strong> Sustainability, Technology and Humanism, published byUNESCO Chair <strong>of</strong> Sustainability at Polytechnic University Catalonia. This shows that what region Skåne hasdeveloped is a <strong>to</strong>ol that can decrease <strong>the</strong> gap between SD policy and <strong>the</strong> implementation process that seeminglyseems <strong>to</strong> be needed in both o<strong>the</strong>r type <strong>of</strong> organisation as well as o<strong>the</strong>r Nation states.The main features <strong>of</strong> <strong>the</strong> <strong>to</strong>ol that Region Skåne has used <strong>to</strong> increase <strong>the</strong> capacity <strong>of</strong> SD policy realisation:1) Make <strong>the</strong> goals concrete that is usually not <strong>the</strong> case with SD policies. 2) To emphasise connections betweendifferent sections within <strong>the</strong> organisation regarding goal conflicts and synergies between goals. 3) Highlight <strong>the</strong>22
