The goals are set as indicators ofthe environmental quality that Sweden are to strive towards until the years 2020 and 2025 and are meant toguide all decision making in the society within all sectors (Edvardsson 2006:16). The goals are definedwith a further 70 defined partial goals. Even though the goals originally were defined over 7 years agovery little work has been done around defining them in a way where practical implementation has beenmade possible. Karin Edvardsson (2006) has in her analysis of the Swedish environmental goals foundboth conflicts between several goals, imprecise definitions of the goals, lack of coherence and lack ofmotivation within the construction of the goals in her analysis of the 16 environmental goals that are thefoundation of Sweden’s sustainability policy (Edvardsson 2006:36). In 2003, a Sustainable Developmentdepartment was created, this committee was formed to help the Environmental protection department thathave had problems in implementing SD policies in the rest of the national organisation (Bäcktrand et al2004:251). What one can see on national level is that there have been major problems with integrating SDpolicies into other sections as well as the issues with the fuzzy construction of the SD policy creation. Thelack of implementation of the environmental goals could therefore be explained through this complication,one, lack of integration of the departments and two, lack of definition in the policy construction. Thedivision of responsibilities has been addressed as a problem on state level however ” few new sectors havebeen affected by these new ideas, but not substantially, as only few minor changes have beeninitiated”(Kronsell 1997:61). However, this thesis will investigate the implications that this has inflictedon the organizational construction that has to deal with these issues. The next section will identify how thecurrent structure deals with policy implementation on local level, where a majority of the goals are definedand realised.5.1 Environmental policy on local levelAs the policy developed the state delegated most areas of implementing SD to lower levels of the state.The actors identified were municipalities and the newly created regions. Region Skåne developed astrategic policy document based on the national state goals and created a framework that was custom madefor the region. Skånes miljömål och miljöhandlingsprogram- Skåne i utveckling 2003:62 6 .The policies developed on local level are based on the 16 environmental goals set on state levelbut also includes three additional policy developments that are specialised to the local setting of the regionto fit the local setting. The first version to the current policy document was set in 1995 and has later beenupdated in various versions 1996 and 2001 Miljövårdsprogram för Skåne – regionala mål och åtgärder1995 7 . Further defintion of the Regional goals were developed in the document called Miljötillståndet iSkåne, Årsrapport 2001 – Att bygga Skånes framtid 8 .
