The goals are set as indica<strong>to</strong>rs <strong>of</strong><strong>the</strong> environmental quality that Sweden are <strong>to</strong> strive <strong>to</strong>wards until <strong>the</strong> years 2020 and 2025 and are meant <strong>to</strong>guide all decision making in <strong>the</strong> society within all sec<strong>to</strong>rs (Edvardsson 2006:16). The goals are definedwith a fur<strong>the</strong>r 70 defined partial goals. Even though <strong>the</strong> goals originally were defined over 7 years agovery little work has been done around defining <strong>the</strong>m in a way where practical implementation has beenmade possible. Karin Edvardsson (2006) has in her analysis <strong>of</strong> <strong>the</strong> Swedish environmental goals foundboth conflicts between several goals, imprecise definitions <strong>of</strong> <strong>the</strong> goals, lack <strong>of</strong> coherence and lack <strong>of</strong>motivation within <strong>the</strong> construction <strong>of</strong> <strong>the</strong> goals in her analysis <strong>of</strong> <strong>the</strong> 16 environmental goals that are <strong>the</strong>foundation <strong>of</strong> Sweden’s sustainability policy (Edvardsson 2006:36). In 2003, a Sustainable Developmentdepartment was created, this committee was formed <strong>to</strong> help <strong>the</strong> Environmental protection department thathave had problems in implementing SD policies in <strong>the</strong> rest <strong>of</strong> <strong>the</strong> national organisation (Bäcktrand et al2004:251). What one can see on national level is that <strong>the</strong>re have been major problems with integrating SDpolicies in<strong>to</strong> o<strong>the</strong>r sections as well as <strong>the</strong> issues with <strong>the</strong> fuzzy construction <strong>of</strong> <strong>the</strong> SD policy creation. Thelack <strong>of</strong> implementation <strong>of</strong> <strong>the</strong> environmental goals could <strong>the</strong>refore be explained through this complication,one, lack <strong>of</strong> integration <strong>of</strong> <strong>the</strong> departments and two, lack <strong>of</strong> definition in <strong>the</strong> policy construction. Thedivision <strong>of</strong> responsibilities has been addressed as a problem on state level however ” few new sec<strong>to</strong>rs havebeen affected by <strong>the</strong>se new ideas, but not substantially, as only few minor changes have beeninitiated”(Kronsell 1997:61). However, this <strong>the</strong>sis will investigate <strong>the</strong> implications that this has inflictedon <strong>the</strong> organizational construction that has <strong>to</strong> deal with <strong>the</strong>se issues. The next section will identify how <strong>the</strong>current structure deals with policy implementation on local level, where a majority <strong>of</strong> <strong>the</strong> goals are definedand realised.5.1 Environmental policy on local levelAs <strong>the</strong> policy developed <strong>the</strong> state delegated most areas <strong>of</strong> implementing SD <strong>to</strong> lower levels <strong>of</strong> <strong>the</strong> state.The ac<strong>to</strong>rs identified were municipalities and <strong>the</strong> newly created regions. Region Skåne developed astrategic policy document based on <strong>the</strong> national state goals and created a framework that was cus<strong>to</strong>m madefor <strong>the</strong> region. Skånes miljömål och miljöhandlingsprogram- Skåne i utveckling 2003:62 6 .The policies developed on local level are based on <strong>the</strong> 16 environmental goals set on state levelbut also includes three additional policy developments that are specialised <strong>to</strong> <strong>the</strong> local setting <strong>of</strong> <strong>the</strong> region<strong>to</strong> fit <strong>the</strong> local setting. The first version <strong>to</strong> <strong>the</strong> current policy document was set in 1995 and has later beenupdated in various versions 1996 and 2001 Miljövårdsprogram för Skåne – regionala mål och åtgärder1995 7 . Fur<strong>the</strong>r defintion <strong>of</strong> <strong>the</strong> Regional goals were developed in <strong>the</strong> document called Miljötillståndet iSkåne, Årsrapport 2001 – Att bygga Skånes framtid 8 . However <strong>the</strong> policy document developed in 1995called Utvärdering av Miljövårdsprogram för Skåne 9 , has been <strong>the</strong> major document that has been <strong>the</strong>foundation <strong>of</strong> <strong>the</strong> current policy document.These policy documents mentioned above on regional level are based on <strong>the</strong> national policydocuments called Svenska miljömål 10 (proposition 1997/98:145), Svenska miljömål – delmål ochåtgärdsstrategier 11 (proposition 2000/01:130), Svensk klimatstrategi 12 (proposition 2001/02:55),Kemikaliestrategi för Giftfri miljö 13 (proposition 2000/01:65), Vissa inomhusmiljöfrågor 14 (proposition2001/02:128) as well as, Ett samhälle med giftfria och resurssnåla kretslopp 15 (proposition 2002/03:117).5 Swedish environmental goals- a common mission.6 Skåne environmental goals and environmental action program7 Environmental protection program for Skåne- Skåne in development8 Environmental conditions in Skåne, annual report 2001- <strong>to</strong> build Skåne future9 Assessment <strong>of</strong> <strong>the</strong> environmental protection program for Skåne10 Swedish environmental goals11 Swedish environmental goals- staging post and action strategies12 A Swedish climate strategy13 Chemical strategy for emission free environment14 Certain indoor environmental issues15 A society with emission free and resource scarce cycle <strong>of</strong> nature28
