Rotorua District Indicators <strong>of</strong> Social Wellbeing 2011 19Early School LeaversWhy is this important?Schooling is compulsory for everybody between theirsixth and sixteenth birthday but it is possible to leaveschool earlier with the permission <strong>of</strong> the schoolprincipal (and on application from the parent/s). <strong>The</strong>Ministry <strong>of</strong> Education monitors the number <strong>of</strong> studentsleaving school before turning 16 years <strong>of</strong> age. Inthe Rotorua district there were 3.8 early leavingexemptions per 1,000 15 year-old students in 2010compared to 7 per 1,000 at the national level. <strong>The</strong>rewere a total <strong>of</strong> 4 early leaving exemptions issued inRotorua district schools in 2010, compared to 95 in2006.<strong>The</strong> downward trend in early leaving exemptions is aresult <strong>of</strong> the Ministry <strong>of</strong> Education strengthening itsearly-leaving application and approval process. <strong>The</strong>process involved:• imposing a stricter interpretation <strong>of</strong> the earlyleaving legislation criteria, which sets a veryhigh threshold for early leaving eligibility,• ensuring direct contact between parents andMinistry staff at the first stage in an earlyleaving process, to actively dissuade earlyleaving and to support parents to find ways <strong>of</strong>keeping their children engaged in learning, and• encouraging alternatives to early leaving, suchas a combination <strong>of</strong> school and work-basedlearning. 10<strong>The</strong> rate <strong>of</strong> early leaving exemptions for 15 year-oldscontinued to decrease at the national level. <strong>The</strong>rewere 7 early leaving exemptions per 1,000 15 year-oldstudents in 2010 compared to 9.6 per 1,000 a yearearlier, and 65.3 in 2006 at the national level.10 Source: http://www.educationcounts.govt.nz
