Spatial objectives:Provide a sufficient quantity of high quality <strong>and</strong> accessible open spaces tomeet local needsProvide high quality <strong>and</strong> accessible indoor sports facilities to meet local needsDevelop a planning framework which takes a positive approach to addressingissues identified in the <strong>Leisure</strong> & <strong>Recreation</strong> Needs AssessmentPolicy LP5 New sport <strong>and</strong> recreation facilitiesProposals for new sport <strong>and</strong> recreation facilities within the District will besupported provided that they meet needs identified in an up to date needsassessment, are located at the most accessible location possible at thesettlements they are intended to serve, are readily accessible by sustainablemodes of transport <strong>and</strong> are in accordance with the principles of sustainabledevelopment.Proposals for new open space provision in Bradford on Avon <strong>and</strong> Melksham orfor new sports pitch provision in Bradford on Avon, Melksham, Trowbridge <strong>and</strong>Westbury will be particularly encouraged given the current lack of facilities atthese towns.DeliveryThrough the development control process - Local planning authority <strong>and</strong> otherdecision makers;Creation <strong>and</strong> enhancement by the District <strong>Council</strong> working with town <strong>and</strong>parish councils where identified in community area <strong>and</strong> parish plans;The District <strong>Council</strong> to implement an indoor facilities strategy by 2011.8.21 The <strong>Leisure</strong> <strong>and</strong> <strong>Recreation</strong> Needs Assessment has identified a number ofdeficiencies in the current provision of open space <strong>and</strong> sport <strong>and</strong> recreation facilitieswithin the District. Whilst this DPD identifies some specific initiatives to improve thecurrent supply, it is inevitable that new proposals will come forward through the life ofthis <strong>Plan</strong> which were not originally envisaged. It is important that the local planningauthority can properly assess new proposals for sport <strong>and</strong> recreation facilities.32
