17 Implementation, Monitoring <strong>and</strong> Review<strong>Leisure</strong> <strong>and</strong> <strong>Recreation</strong> Needs Assessment Action <strong>Plan</strong>17.1 The District <strong>Council</strong> has developed a corporate <strong>Leisure</strong> <strong>and</strong> <strong>Recreation</strong> Action <strong>Plan</strong> tohelp deliver the policies set out in this document. Figure 3 below sets out the Action<strong>Plan</strong>, with indicative timescales.Supplementary <strong>Plan</strong>ning Document17.2 The District <strong>Council</strong> also intends to develop a Supplementary <strong>Plan</strong>ning Documentsetting out how the recreation provision st<strong>and</strong>ards contained within this DPD shouldbe applied <strong>and</strong> how developers’ contributions will be calculated. A timetable for theproduction of this document will be included in a future revision of the Local<strong>Development</strong> Scheme.Monitoring Framework17.3 To assess the effectiveness of the policies in delivering the DPD objectives, targets<strong>and</strong> indicators have been identified within a monitoring framework; these arepresented in Table 9 below. A particular priority will be to monitor the impact ofdevelopment to ensure that policies do not have an unfavourable impact upon certaingroups.17.4 The DPD’s targets <strong>and</strong> indicators will be set out in the Annual Monitoring Report,along with all the others relating to Local <strong>Development</strong> Documents. The <strong>Leisure</strong> <strong>and</strong><strong>Recreation</strong> DPD needs to respond to changing policies <strong>and</strong> circumstances. Overtime, where policies <strong>and</strong> indicators are changed at national, regional <strong>and</strong> local levels,the monitoring framework will need to be amended.17.5 At the same time, the monitoring process will indicate how the policies haveperformed against the <strong>Plan</strong>’s objectives <strong>and</strong> will highlight where policies need to bereviewed or changed.51
