DeliveryThrough an open space <strong>and</strong> pitch strategy to be produced by the District<strong>Council</strong> by 2010 <strong>and</strong> implemented thereafter;Through the development control process - Local planning authority <strong>and</strong> otherdecision makers;Through developer contributions acquired through S106 Agreements linked tonew development.12.2 Providing new or enhanced open space to meet needs arising from newdevelopments through the planning system is only the start of the process. Putting inplace a long term, sustainable, management <strong>and</strong> maintenance regime is essential toensure that local needs continue to be provided for.12.3 Traditionally, open space has been transferred from developers to the District <strong>Council</strong>together with a commuted maintenance sum to cover the costs of maintenance intothe future. This approach will continue in the future, particularly where developmentleads to the enhancement of existing provision. However, the District <strong>Council</strong>'spreferred approach where new provision is required, is for developers to makealternative arrangements which will secure the management <strong>and</strong> maintenance of theopen space in perpetuity. The detailed arrangements for this preferred approach willbe subject to consultation with the development industry <strong>and</strong> local communities <strong>and</strong>will be set out in the proposed guidance.Spatial Objective:Provide well managed <strong>and</strong> maintained greenspacesPolicy GM3 Future management partnershipsThe District <strong>Council</strong> will work with "friends" groups <strong>and</strong> other partnerorganisations to identify the best approach to the future management <strong>and</strong>maintenance of public open space. New arrangements will be subject to localconsultation.DeliveryThrough an open space <strong>and</strong> pitch strategy to be produced by the District<strong>Council</strong> by 2010 <strong>and</strong> implemented thereafter;Through District <strong>Council</strong> working in partnership with local communities (viatown <strong>and</strong> parish councils/community area partnerships).12.4 The District <strong>Council</strong> supports the development of partnership working <strong>and</strong>opportunities for more community action will be investigated on a case by case basis.Working with local “friends” of the greenspace, parish <strong>and</strong> town councils <strong>and</strong> localtenant <strong>and</strong> resident associations can have a positive effect on the use of localgreenspaces, to the benefit of local communities. Voluntary work could reduce theDistrict <strong>Council</strong>’s maintenance costs, although the transfer of budget responsibilitiesbetween organisations may not in itself achieve improved maintenancearrangements.41
