DeliveryManagement <strong>and</strong> maintenance of new or enhanced open space through anopen space <strong>and</strong> pitch strategy which is being prepared by the District <strong>Council</strong>in line with the recommendations of the <strong>Leisure</strong> <strong>and</strong> <strong>Recreation</strong> NeedsAssessment;Through the District <strong>Council</strong> in partnership with the County <strong>Council</strong>, Town<strong>Council</strong>s, Parish <strong>Council</strong>s <strong>and</strong> Community Area Partnerships for facilitiesidentified in community area plans;Through provision funded by developer contributions acquired through S106Agreements linked to new development.9.3 The shortage of pitch provision, especially in Melksham, Trowbridge <strong>and</strong> Westbury,requires both the development of ATPs <strong>and</strong> some new grass pitch sites.9.4 L<strong>and</strong> at Woolmore Farm, Melksham provides an opportunity for further grass pitchprovision adjacent to a new secondary school for Melksham <strong>and</strong> new residentialareas at Bowerhill. The site will also provide replacement provision for the 4.5hectare Christie Miller Sports Field, which is allocated for future employmentprovision. The District <strong>Council</strong> will work with partner organisations to maximiseaccess to these facilities for clubs <strong>and</strong> for the local community. If the review of indoorprovision recommends the replacement of the Christie Miller complex, there is spaceavailable to provide for this on this site. Facilities should be designed <strong>and</strong> managedto ensure that there are no adverse impacts upon the character <strong>and</strong> setting of nearbylisted properties, particularly Woolmore Farmhouse, a Grade II* listed building, <strong>and</strong>those located at The Spa.9.5 A site adjacent to Woodmarsh, North Bradley is well located on the edge ofTrowbridge to provide additional sports pitches. The l<strong>and</strong>owner <strong>and</strong> TrowbridgeFootball Club have identified the site as providing the long term home of the footballclub. Any buildings should be ancillary to the use for sports pitches <strong>and</strong> should notreduce the openness of the area.9.6 At Westbury, the <strong>Council</strong> will promote the development of the site illustrated on theProposals Map to the east of Penleigh Farm <strong>and</strong> known as Leigh Park. The site,which is bounded to the south by Penleigh Road <strong>and</strong> to the north <strong>and</strong> west by railwaylines, extends to approximately 10.4 hectares. Preliminary proposals have beenprepared <strong>and</strong> a sustainability appraisal carried out for the site. These proposals willbe developed further <strong>and</strong> funding sources explored with a view to the delivery ofplaying pitches for public use, together with a new home for Westbury United FootballClub, within a 3-5 year timescale.9.7 Vivash Park contains underused <strong>and</strong> despoiled l<strong>and</strong> that offers potential to meet theformal <strong>and</strong> informal recreation needs of the adjacent residential areas of the Ham <strong>and</strong>Frogmore.9.8 Developers are advised to contact the Environment Agency, Wessex Water, NaturalEngl<strong>and</strong>, <strong>Wiltshire</strong> County <strong>Council</strong> as transport authority <strong>and</strong> other statutoryconsultees as necessary to determine the detailed requirements of the developmentof these sites.34
