S<strong>in</strong>ce its foundation <strong>in</strong> 1979 <strong>PTV</strong> has been focus<strong>in</strong>g on solutions designed to<br />

optimize <strong>traffic</strong> and transportation. Road users, be it drivers, passengers or pe-<br />

destrians, play a major role <strong>in</strong> this field. It is essential for urban planners and<br />

<strong>traffic</strong> eng<strong>in</strong>eers to know how the different modes of transport affect each<br />

other <strong>in</strong> order to ensure smooth <strong>traffic</strong> flow while develop<strong>in</strong>g pedestrian-friendly<br />

towns and cities. F<strong>in</strong>d out how the latest VISSIM <strong>simulation</strong> software modules<br />

Beij<strong>in</strong>g Summer Games 2008 will be a prestigious event – and <strong>PTV</strong>’s strategic<br />

transportation model with micro-<strong>simulation</strong> of the Olympic Green will have to<br />

prove its efficiency <strong>in</strong> practice. Thousands of Olympic athletes and visitors from<br />

around the world are expected to come to Beij<strong>in</strong>g and they will then benefit<br />

from a comprehensive transportation plan, ensur<strong>in</strong>g a smooth flow of <strong>traffic</strong>.<br />

Pay as you drive is a new car <strong>in</strong>surance concept which helps drivers save money<br />

by pay<strong>in</strong>g a mileage-based premium <strong>in</strong>stead of a fixed rate. PAYD also <strong>in</strong>cor-<br />

porates other factors: it can charge you not only by how many miles you drove,<br />

but by where and when you drove them – driv<strong>in</strong>g <strong>in</strong> congested areas dur<strong>in</strong>g<br />

rush hour costs more than driv<strong>in</strong>g off-peak, for example. Pay as you drive uses<br />

GPS technology for data collection and bill<strong>in</strong>g purposes. Studies <strong>in</strong> England and<br />

Italy have shown that PAYD <strong>in</strong>surance considerably reduces the number of mo-<br />

tor vehicle crashes and young driver crashes <strong>in</strong> particular. We provide different<br />

technologies designed to support this new type of <strong>in</strong>surance concept.<br />

Commercial vehicle drivers can now safely reach their dest<strong>in</strong>ations on time: dis-<br />

patchers us<strong>in</strong>g the new map&guide software ensure that the vehicles avoid <strong>traffic</strong><br />

jams and bridges that may not accommodate large trucks. <strong>PTV</strong> is the first plan-<br />

People <strong>in</strong>fluence <strong>traffic</strong> <strong>in</strong> many different ways. Not<br />

only as motorists, but also as pedestrians. In the past,<br />

most <strong>traffic</strong> analyses focused on vehicles. Pedestrians<br />

were just decorative trimm<strong>in</strong>gs. That is about to<br />

change. The new VISSIM version <strong>in</strong> the <strong>PTV</strong> Vision<br />

<strong>traffic</strong> plann<strong>in</strong>g software suite can now realistically<br />

model <strong>in</strong>teractions between pedestrian and vehicle<br />

flows. Now, it can run analyses that <strong>in</strong>clude both<br />

modes of transport, or focus solely on pedestrians.<br />

Thanks to Helb<strong>in</strong>g‘s social force model, it can represent<br />

human behaviour more accurately. This improves the<br />

quality of the plann<strong>in</strong>g results and makes them more<br />

realistic, which greatly benefits the users. There are<br />

many possible applications for the program: <strong>in</strong> urban<br />

and <strong>traffic</strong> plann<strong>in</strong>g, evacuation <strong>simulation</strong>, visualization<br />

and animation.<br />

Now you can def<strong>in</strong>e pedestrian behaviour <strong>in</strong>dividually,<br />

just as it has been done for vehicles. This also <strong>in</strong>cludes<br />

people who deliberately flaunt <strong>traffic</strong> rules. “For example,<br />

take the exit of an underground railway station.<br />

You th<strong>in</strong>k you‘re not impulsive? Not true. You‘re much more flexible than you th<strong>in</strong>k. As a<br />

pedestrian, you react quite dynamically – to the friend who calls across to you, to a shop<br />

w<strong>in</strong>dow that draws your attention, to a bus that sends you runn<strong>in</strong>g across the street when<br />

the light is red. None of this movement is really l<strong>in</strong>ear. But it does <strong>in</strong>fluence <strong>traffic</strong> – even if<br />

you don‘t realize it. How? A new <strong>simulation</strong> tool for pedestrians can show you.<br />

With<strong>in</strong> a short period of time, hundreds of people will<br />

stream upwards and reach a pedestrian cross<strong>in</strong>g. Some<br />

will just go ahead and cross it, while others will wait for<br />

the light. And that‘s exactly what we want to, and are<br />

able to, model <strong>in</strong> the <strong>simulation</strong>,“ says Peter Vortisch,<br />

Director of Traffic Eng<strong>in</strong>eer<strong>in</strong>g Products at <strong>PTV</strong>.<br />

Possible applications<br />

Traffic control and transportation plann<strong>in</strong>g: Traffic eng<strong>in</strong>eers<br />

and planners have to prove that a certa<strong>in</strong> <strong>in</strong>frastructure<br />

supports normal <strong>traffic</strong> and pedestrian<br />

volumes. Their ma<strong>in</strong> focus is on evaluat<strong>in</strong>g different<br />

<strong>traffic</strong> situations. This option is especially attractive for<br />

facilities with high volumes of pedestrian <strong>traffic</strong> such<br />

as airport term<strong>in</strong>als or bus and underground railway<br />

stations. Apart from the flows of pedestrians, you can<br />

analyze the connections at those locations: How long<br />

does it take to get to the next term<strong>in</strong>al or station level,<br />

and how do you get there? How can this <strong>in</strong>formation<br />

be added to the timetable?<br />

An important application:<br />

evacuation plann<strong>in</strong>g for multi-story build<strong>in</strong>gs<br />

It helps that the <strong>simulation</strong> and <strong>traffic</strong> assignments are<br />

tightly l<strong>in</strong>ked together. For a facility like a tra<strong>in</strong> station,<br />

for example, large-scale <strong>traffic</strong> flows are first calcu-<br />

lated <strong>in</strong> the VISUM module before the passenger flows<br />

are simulated <strong>in</strong> microscopic detail <strong>in</strong> VISSIM.<br />

Eco-friendly approaches for urban plann<strong>in</strong>g and development:<br />

Our feet are the most eco-friendly form of<br />

transport we have. It is thus important to develop an<br />

<strong>in</strong>frastructure that makes walk<strong>in</strong>g attractive. As a result,<br />

urban planners are focus<strong>in</strong>g more and more on<br />

pedestrians‘ needs. If these needs are considered dur<strong>in</strong>g<br />

the <strong>in</strong>itial plann<strong>in</strong>g process, city planners will produce<br />

better-quality results that support the development<br />

of walkable communities.<br />

Evaluate evacuation measures: Evacuation <strong>simulation</strong><br />

is a special area of application. Safety experts check<br />

various aspects and assess alternatives. This is especially<br />

crucial when plann<strong>in</strong>g enterta<strong>in</strong>ment centres, skyscrapers<br />

or tunnels. Even <strong>in</strong> the prelim<strong>in</strong>ary phase, experts<br />

take many different steps to reduce and structure<br />

uncontrollable behaviour. In evacuations, whenever<br />

people are given clear <strong>in</strong>structions about what to do<br />

and where to go, they are def<strong>in</strong>itely rational and cooperative.<br />

That makes movement flows goal-oriented<br />

and controllable. With appropriate <strong>traffic</strong> plann<strong>in</strong>g,<br />

structural and organizational preparations, evacuations<br />

can be planned and carried out <strong>in</strong> an orderly fashion.<br />

Safely manag<strong>in</strong>g attractive events: Another possible<br />

application is simulat<strong>in</strong>g major events, which tend to<br />

grow <strong>in</strong> size all the time. A professional event organizer<br />

must be able to evaluate <strong>traffic</strong> and pedestrian<br />

flows with<strong>in</strong> the limits of the given <strong>in</strong>frastructure.<br />

Us<strong>in</strong>g the <strong>simulation</strong> results, urban planners and event<br />

managers can jo<strong>in</strong>tly design attractive concepts for<br />

major events that are both environmentally and socially<br />

acceptable.<br />

Animation and visualization: Architects visualize their<br />

ideas for the public: F<strong>in</strong>ally, VISSIM, with all its visualization<br />

capabilities, is a helpful tool for architects and<br />

other people <strong>in</strong>volved <strong>in</strong> urban plann<strong>in</strong>g for present<strong>in</strong>g<br />

their plans to the public <strong>in</strong> an appeal<strong>in</strong>g, <strong>in</strong>tuitive format.<br />

One especially helpful feature is the ability to evaluate<br />

plann<strong>in</strong>g results as images. “For users, <strong>simulation</strong> results<br />

are much easier to relate as visuals than as mere<br />

Relat<strong>in</strong>g plann<strong>in</strong>g results<br />

at a grassroots level<br />

Multi-modal <strong>traffic</strong> <strong>simulation</strong><br />

with realistic <strong>in</strong>teraction<br />

numbers. Sooner or later, most <strong>traffic</strong> eng<strong>in</strong>eers will<br />

have to tell the city council what their plans are. A film<br />

can communicate their vision much more impressively<br />

than a bunch of numbers. Visualiz<strong>in</strong>g <strong>traffic</strong> plann<strong>in</strong>g<br />

results for laypeople and decision makers is a major<br />

feature of our software,“ said Vortisch.<br />

If, for example, a city is plann<strong>in</strong>g to <strong>in</strong>stall a <strong>traffic</strong>-<br />

calm<strong>in</strong>g measure to make a square more pedestrianfriendly,<br />

the program allows users to determ<strong>in</strong>e the<br />

impact on <strong>traffic</strong> and <strong>in</strong>itiate the required construction.<br />

In this context, it is important to not only provide<br />

urban planners with the appropriate <strong>in</strong>formation, but<br />

also to make such <strong>in</strong>formation understandable for<br />

members of the community <strong>in</strong> order to <strong>in</strong>volve them<br />

<strong>in</strong> the further development of their life space.<br />

How it all began –<br />

<strong>in</strong>sights <strong>in</strong>to the development<br />

When <strong>PTV</strong> decided to <strong>in</strong>tegrate pedestrian <strong>simulation</strong><br />

<strong>in</strong> its product family, it began look<strong>in</strong>g for a partner <strong>in</strong><br />

academia. Peter Vortisch expla<strong>in</strong>s why the company<br />

contacted Dirk Helb<strong>in</strong>g from the Swiss Federal Institute<br />

of Technology <strong>in</strong> Zurich. “Helb<strong>in</strong>g has been work<strong>in</strong>g<br />

on the social force model for pedestrian dynamics for<br />

years. When we looked for a research partner, we<br />

wanted a model that would complement our own<br />

methodical approach and be as microscopic as possible.<br />

The social force model is ideal because it cont<strong>in</strong>uously<br />

looks at the space and thus allows you to represent<br />

reality <strong>in</strong> a realistic fashion.“<br />

The <strong>PTV</strong> experts <strong>in</strong>volved potential users throughout the<br />

entire development process. The software was developed<br />

<strong>in</strong> close consultation with users <strong>in</strong> the field so that<br />

it would conta<strong>in</strong> precisely the components they needed.<br />

VISSIM has always modelled pedestrians, but there<br />

was only a greatly simplified behavioural model for<br />

them. It was used, for example, to simulate the obstacles<br />

for motorists turn<strong>in</strong>g right. However, it was not<br />

possible to model pedestrian behaviour <strong>in</strong> correct<br />

quantities.<br />

“In order to embed pedestrians <strong>in</strong> VISSIM, we had to<br />

not only add another behavioural model, but also enhance<br />

the <strong>simulation</strong> mechanics and handl<strong>in</strong>g,“ said<br />

Vortisch. “The decisive factor is that pedestrians move<br />

on a plane and not l<strong>in</strong>early like vehicles. Vehicles are<br />

bound by lanes. Pedestrians move around freely on a<br />

plane, and can walk to the side or back. What‘s more,<br />

they can stop and speed up with hardly any loss of<br />

time. That means we now have to look at a new element<br />

which is orientated towards planes and not lanes.<br />

We have therefore significantly expanded the user <strong>in</strong>terface<br />

to model the pedestrian <strong>in</strong>frastructure as well.“<br />

The driv<strong>in</strong>g force – the social force model<br />

Dirk Helb<strong>in</strong>g and Peter Molnar developed the social<br />

force model <strong>in</strong> 1995. Pedestrians‘ movements are modelled<br />

by different forces based on Newtonian concepts.<br />

This <strong>in</strong>cludes the driv<strong>in</strong>g force, which causes<br />

pedestrians to generally move towards a certa<strong>in</strong> target,<br />

i.e., walk towards their dest<strong>in</strong>ation at a certa<strong>in</strong> pace.<br />

However, they are <strong>in</strong>fluenced by different elements.<br />

First, people keep a sort of “safety distance“ from other<br />

pedestrians and from obstacles or build<strong>in</strong>gs. Second, different<br />

attractions – such as shop w<strong>in</strong>dows, for example<br />

– distract them so that they change their path. There<br />

are thus psychological (social force) and physical factors<br />

that are taken <strong>in</strong>to account dur<strong>in</strong>g modell<strong>in</strong>g.<br />

How the new pedestrian<br />

<strong>simulation</strong> <strong>in</strong> VISSIM<br />

came about<br />

Solutions for Mecca<br />

Helb<strong>in</strong>g and his team have provided proof that the<br />

model works and can be applied successfully as a <strong>simulation</strong><br />

when they solved one of the world‘s <strong>big</strong>gest<br />

pedestrian problems – the Hajj <strong>in</strong> Mecca.<br />

Dur<strong>in</strong>g the January 2006 pilgrimage, a mass stampede<br />

left 364 people dead. That was not an isolated <strong>in</strong>cident;<br />

the year before had seen many deaths as well.<br />

The authorities decided to steer the <strong>in</strong>creas<strong>in</strong>g masses<br />

of pilgrims along controllable paths, and sought advice<br />

<strong>in</strong> Germany. An expert team of <strong>traffic</strong> planners from<br />

Aachen, logistics experts from Dresden and Helb<strong>in</strong>g<br />

and his Ph.D. candidate Johannson looked for solu-<br />

tions. Apart from other th<strong>in</strong>gs, they used the social<br />

force model to analyse pilgrim flows. On that basis,<br />

Pilgrims dur<strong>in</strong>g the Hajj <strong>in</strong> Mecca<br />

the decision-makers <strong>in</strong> Mecca made a wide range of<br />

organizational, <strong>traffic</strong> plann<strong>in</strong>g and constructional<br />

changes – to good effect. Although the authorities<br />

classified the situation as extremely critical <strong>in</strong> 2007,<br />

there were no casualties.<br />

Walk<strong>in</strong>g towards an eco-friendly future<br />

Human-centric <strong>traffic</strong> <strong>simulation</strong> and plann<strong>in</strong>g is more<br />

realistic s<strong>in</strong>ce it considers all the components of <strong>traffic</strong>.<br />

Top priority is given to safety and high quality standards<br />

<strong>in</strong> <strong>traffic</strong> systems for pedestrians. The <strong>in</strong>frastructure<br />

must be suitable for the population to see walk<strong>in</strong>g<br />

as attractive. The new urban plann<strong>in</strong>g <strong>simulation</strong> tool<br />

allows these recommendations to be formulated <strong>in</strong><br />

close cooperation with the citizens. Today‘s tools can help<br />

br<strong>in</strong>g about walkable cities and a clean environment.<br />

<strong>PTV</strong>-Vision – the software suite for transportation plann<strong>in</strong>g and <strong>traffic</strong> eng<strong>in</strong>eer<strong>in</strong>g<br />

For many years, <strong>PTV</strong> Vision has been the market leader for <strong>traffic</strong><br />

plann<strong>in</strong>g systems <strong>in</strong> Europe with its software architecture that en-<br />

compasses several plann<strong>in</strong>g levels. These <strong>in</strong>terlock<strong>in</strong>g modules make<br />

it possible to focus on specific po<strong>in</strong>ts – from determ<strong>in</strong><strong>in</strong>g transport<br />

demand, network plann<strong>in</strong>g, <strong>traffic</strong> detail analyses at node po<strong>in</strong>ts all<br />

the way to optimis<strong>in</strong>g l<strong>in</strong>e and charter transportation.<br />

Despite the fact that the number of road accident<br />

victims has decreased <strong>in</strong> the European Union, it<br />

seems to be difficult to reach EU’s target of halv<strong>in</strong>g<br />

the number of road deaths by 2010. There are still<br />

too many car accident fatalities. It is therefore essential<br />

to <strong>in</strong>clude <strong>traffic</strong> safety concepts <strong>in</strong> the <strong>traffic</strong> and<br />

transportation plann<strong>in</strong>g process. <strong>PTV</strong>’s transportation<br />

experts have developed a specific tool which contributes<br />

to road safety by provid<strong>in</strong>g important analysis<br />

data on Germany’s road network.<br />

Build<strong>in</strong>g safe roads is another relevant road safety factor.<br />

This <strong>in</strong>cludes the construction, expansion and improvement<br />

of roads. The first step is to identify the size and<br />

distribution of safety potential with<strong>in</strong> the road network.<br />

Germany’s Road Traffic Research Association issued a new<br />

directive called Empfehlungen für die Sicherheitsanalyse<br />

von Straßennetzen, which provides recommendations<br />

for the safety analysis of road networks.<br />

The ESN directive provides guidel<strong>in</strong>es and calcula-<br />

tion rules for estimat<strong>in</strong>g the road safety performance.<br />

It helps the road construction authority identify road<br />

sections which need to be analysed <strong>in</strong> detail and<br />

which can be considerably improved. German Insurers<br />

Accident Research (GDV) asked <strong>PTV</strong> to develop a specific<br />

ESN tool as part of a road accident research project.<br />

The aim was to provide pragmatic methods for<br />

an efficient analysis of the huge amount of data. The<br />

recommendations were applied to the state of Saxony,<br />

Germany.<br />

A numerical safety potential is determ<strong>in</strong>ed on the basis<br />

of road accident data (categories, location, types of accidents,<br />

time and date, etc.) and empirically developed<br />

accident <strong>in</strong>dicators, such as accident rates and average<br />

accident costs. Traffic eng<strong>in</strong>eer<strong>in</strong>g tools, i.e. specific<br />

plann<strong>in</strong>g tools for network analysis and accident data<br />

analysis are comb<strong>in</strong>ed to make road networks safer.<br />

Information about the average workday <strong>traffic</strong> volume<br />

on the roads where accidents occurred is an important<br />

factor for the ESN calculations. Therefore, <strong>PTV</strong>’s<br />

Validate transportation model for Germany was <strong>in</strong>tegrated<br />

<strong>in</strong>to the ESN calculation process to provide<br />

workday <strong>traffic</strong> volumes for the entire ma<strong>in</strong> road network<br />

of Germany.<br />

The ESN tool processes the data and visualises the re-<br />

sults <strong>in</strong> a clear and efficient manner. Easy and exact<br />

results analysis and high quality evaluations pro-<br />

vide immediate access to network-related <strong>in</strong>formation<br />

about the accident.<br />

Calculation and visualisation of ESN results<br />

The calculation was based on accidents which occurred<br />

on motorways and federal roads outside of urban<br />

regions. The study was carried out over a period of<br />

three years (2004 – 2006). All ESN results were based<br />

on two different levels of aggregation. The first level<br />

covered the NAVTEQ road sections and the second<br />

level was based on the road sections of Saxony‘s road<br />

database.<br />

The VISUM module of the <strong>PTV</strong> Vision plann<strong>in</strong>g system<br />

was used to display and analyse the results. Designed<br />

for multimodal and <strong>in</strong>termodal analyses, the soft-<br />

ware <strong>in</strong>tegrates all relevant modes of transportation<br />

<strong>in</strong>to one consistent network model.<br />

The two levels of aggregation can be displayed together<br />

or <strong>in</strong>dividually. Users should first look at the<br />

route sections and then use the detailed view of the<br />

road sections for the validation process. Chang<strong>in</strong>g the<br />

screen view considerably improves the level of detail,<br />

so that the safety performance on the different road<br />

sections can be estimated more accurately. The elements<br />

of the road, which present a safety concern, can<br />

be further <strong>in</strong>vestigated with EUSka‘s Local Accident<br />

Analysis module.<br />

The road sections are sorted by their safety performance,<br />

enabl<strong>in</strong>g users to see which safety issues need<br />

to be urgently addressed. Federal roads, national roads<br />

and country roads can be sorted separately, us<strong>in</strong>g the<br />

filter option.<br />

<strong>PTV</strong> focuses on accident analysis and research to help<br />

improve road <strong>traffic</strong> safety <strong>in</strong> a grow<strong>in</strong>g safety analysis<br />

F<strong>in</strong>al Public Transport<br />

Bus Master Plan for Dubai<br />

<strong>PTV</strong> and its consortium partners Hamburg-Consult,<br />

Rhe<strong>in</strong>-Consult, BLIC and Zum goldenen Hirschen have<br />

f<strong>in</strong>alized Dubai‘s Bus Master Plan for the Roads &<br />

Transport Authority of Dubai (RTA). The consortium<br />

put forward a set of detailed recommendations for<br />

implement<strong>in</strong>g the master plan and presented its concept<br />

for the development and market<strong>in</strong>g of a public<br />

transport bus system for this boom<strong>in</strong>g region at the<br />

1st UITP / Middle East and North Africa (MENA)<br />

Conference <strong>in</strong> Dubai <strong>in</strong> late November.<br />

Dubai, the centre of the Emirate of Dubai of the United<br />

Arab Emirates, will have more than two million <strong>in</strong>habitants<br />

<strong>in</strong> 2009. The population is expected to reach five<br />

million until 2020. In 2005, over 200,000 vehicles were<br />

registered. Only seven per cent of the population currently<br />

uses public transport. Major commuter flows also<br />

have an impact on the daily <strong>traffic</strong> nightmares. To cope<br />

with today’s and future <strong>traffic</strong>, Dubai‘s bus system will<br />

be expanded to create a susta<strong>in</strong>able transport system.<br />

Stand of the Dubai Bus Master Plan<br />

consortium at UITP-MENA<br />

On September 1, 2006, the RTA asked the consortium<br />

to develop a concept for the development and market<strong>in</strong>g<br />

of a bus system. The focus is now on build<strong>in</strong>g the<br />

depots, provid<strong>in</strong>g the buses, new bus l<strong>in</strong>es and stops<br />

accord<strong>in</strong>g to the plan.<br />

Introduc<strong>in</strong>g the market<strong>in</strong>g and communication concept<br />

plays an important role with<strong>in</strong> the entire master plan.<br />

Road users must be encouraged to change their travel<br />

behaviour. Dubai’s residents currently drive personal vehicles.<br />

The majority utiliz<strong>in</strong>g public transport are foreigners,<br />

but the new bus lanes are meant to conv<strong>in</strong>ce the<br />

motorists that public transport allows them to reach<br />

their dest<strong>in</strong>ation faster. “Our concepts place a major<br />

emphasis on susta<strong>in</strong>able public transport“, says Jürgen<br />

Kaiser, project manager at <strong>PTV</strong> Germany. “Expand<strong>in</strong>g<br />

the area for transport-related purposes cannot be the<br />

only measure to cope with cont<strong>in</strong>ually <strong>in</strong>creas<strong>in</strong>g <strong>traffic</strong><br />

volumes. The metro and the new bus system will become<br />

the alternative transport mode.“<br />

Future-orientated Traffic<br />

Solutions for Ch<strong>in</strong>a<br />

Be it Frankfurt, London, Dubai or Beij<strong>in</strong>g – all conurbations<br />

throughout the world must cope with <strong>in</strong>creas<strong>in</strong>g<br />

<strong>traffic</strong> congestion. Intelligent <strong>traffic</strong> management systems<br />

have to be implemented <strong>in</strong> order to ensure smooth<br />

<strong>traffic</strong> flow. <strong>PTV</strong> AG develops software solutions for<br />

projects and applications <strong>in</strong> <strong>traffic</strong>, mobility and logistics.<br />

The transportation experts from Karlsruhe, Germany,<br />

help Ch<strong>in</strong>ese planners develop long-term <strong>traffic</strong> and<br />

transportation concepts, evaluate <strong>traffic</strong> count data, assess<br />

different strategic solutions by means of <strong>simulation</strong><br />

systems and, of course, improve <strong>traffic</strong> flow. <strong>PTV</strong> shares<br />

its know-how with universities <strong>in</strong> Ch<strong>in</strong>a, and thus supports<br />

their <strong>traffic</strong> eng<strong>in</strong>eer<strong>in</strong>g programmes for Ch<strong>in</strong>a’s<br />

future transportation professionals.<br />

Ch<strong>in</strong>a’s cities are experienc<strong>in</strong>g burgeon<strong>in</strong>g <strong>traffic</strong><br />

growth. Just a few years ago the bicycle was the most<br />

important mode of transport. But today’s <strong>traffic</strong> planners<br />

and environmentalists are worried about the extremely<br />

fast motorization rate. In Beij<strong>in</strong>g alone about<br />

1,000 new cars are registered every day, which means<br />

that the number of vehicles will amount to 3.5 million<br />

cars <strong>in</strong> 2008. To avoid gridlocks, Beij<strong>in</strong>g’s <strong>traffic</strong> and<br />

transportation planners have early started to conduct<br />

studies on how to prevent <strong>traffic</strong> from collaps<strong>in</strong>g.<br />

Traffic analyses for the 2008<br />

Olympic Summer Games<br />

In spr<strong>in</strong>g 2003, <strong>PTV</strong>’s transportation experts were asked<br />

to develop a strategic transportation model for Beij<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g<br />

micro <strong>simulation</strong> of the Olympic Green for the<br />

2008 Summer Games. The project for Beij<strong>in</strong>g Transportation<br />

Research Center was completed with<strong>in</strong> eleven<br />

months only (from March 2003 to February 2004).<br />

How many visitors and athletes will visit the Olympics<br />

and be <strong>in</strong> Beij<strong>in</strong>g <strong>in</strong> addition to the 17 million <strong>in</strong>habitants?<br />

Which mode of transport will they use and<br />

which routes will they take? A huge amount of data<br />

had to be analysed. <strong>PTV</strong> created a transportation network<br />

and simulated the <strong>traffic</strong> flow. <strong>PTV</strong>’s team of<br />

transportation experts modelled the travel demand for<br />

Beij<strong>in</strong>g’s <strong>traffic</strong> and transportation network on the basis<br />

of a survey cover<strong>in</strong>g 70,000 households with<br />

200,000 people. The survey provided vital <strong>in</strong>formation<br />

about the travel demand with<strong>in</strong> the plann<strong>in</strong>g area re-<br />

quired for the analysis of transportation networks. “The<br />

travel demand is similar to the situation <strong>in</strong> Europe,” says<br />

Josef Janko, project manager at <strong>PTV</strong> Germany. “However,<br />

there is a difference <strong>in</strong> transport mode choice.<br />

People <strong>in</strong> Beij<strong>in</strong>g take taxis more often because taxi<br />

rides are much cheaper than <strong>in</strong> Germany or other<br />

European countries.“<br />

The new <strong>traffic</strong> model covered the entire urban area.<br />

However, the first project focused on the 3-km-wide<br />

corridor surround<strong>in</strong>g the Olympic Green. The level of<br />

detail was <strong>in</strong>creased for the rema<strong>in</strong><strong>in</strong>g city areas <strong>in</strong> a<br />

second project (2005 – 2006). The first project ma<strong>in</strong>ly<br />

analysed the <strong>traffic</strong> flows with<strong>in</strong> the Olympic Green<br />

area dur<strong>in</strong>g and after the Summer Games, whereas<br />

the second project concentrated on the expansion of<br />

public transport, <strong>in</strong> general, and the underground network,<br />

<strong>in</strong> particular. About ten new underground l<strong>in</strong>es<br />

are scheduled to be completed by 2020. Three of<br />

them are currently be<strong>in</strong>g constructed.<br />

Traffic and transportation<br />

development over the next 20 years<br />

Based on <strong>PTV</strong>’s transportation model several complex<br />

issues regard<strong>in</strong>g Beij<strong>in</strong>g’s future transportation network<br />

were addressed. How can <strong>traffic</strong> be efficiently<br />

managed to ensure effective public transport for the<br />

athletes, visitors and citizens dur<strong>in</strong>g the Olympics?<br />

Additionally, long-term objectives had to be pursued:<br />

What about the <strong>traffic</strong> situation after the Summer<br />

Games, if the Olympic village is turned <strong>in</strong>to a residential<br />

area, and service centres, like the media centre, are<br />

turned <strong>in</strong>to office build<strong>in</strong>gs? How can the metro network<br />

be cont<strong>in</strong>ually expanded? What is the impact of different<br />

rates offered by different transport operators on the<br />

number of passengers? How can the bus network be efficiently<br />

comb<strong>in</strong>ed with the underground system?<br />

Beij<strong>in</strong>g must also cope with an <strong>in</strong>creas<strong>in</strong>g number of personal<br />

vehicle trips and its impact on <strong>traffic</strong>. The city<br />

therefore uses the model not only to optimise <strong>traffic</strong> flow<br />

dur<strong>in</strong>g the Olympics, but also to analyse future <strong>traffic</strong><br />

and transportation demand over the next twenty years.<br />

<strong>PTV</strong>’s subsidiary <strong>in</strong> Shanghai supports this project.<br />

Dynamic <strong>traffic</strong> flow <strong>in</strong> Beij<strong>in</strong>g<br />

<strong>PTV</strong> is currently <strong>in</strong>volved <strong>in</strong> another major project. By<br />

work<strong>in</strong>g <strong>in</strong> partnership with Beij<strong>in</strong>g’s Transportation<br />

Research Centre, which supports Beij<strong>in</strong>g’s Municipality<br />

<strong>in</strong> the field of transportation development, <strong>PTV</strong> will create<br />

a dynamic transportation model for specific road<br />

sections with<strong>in</strong> Beij<strong>in</strong>g’s road network. If this model<br />

turns out to be a successful solution, it is planned to use<br />

it for additional areas. The transportation model which<br />

<strong>PTV</strong> developed for the Olympics is used as the basis for<br />

future jo<strong>in</strong>t projects. A selected number of road sections<br />

will be used for the analysis of the dynamic <strong>traffic</strong> situation.<br />

The aim of the project is to identify the current<br />

<strong>traffic</strong>-related issues, to analyse them, and f<strong>in</strong>ally, to<br />

solve the problems with the help of <strong>PTV</strong> software.<br />

Improv<strong>in</strong>g <strong>traffic</strong> management<br />

More than 150 customers <strong>in</strong> Ch<strong>in</strong>a use <strong>PTV</strong> software<br />

for <strong>traffic</strong> and transportation <strong>in</strong>frastructure plann<strong>in</strong>g.<br />

Dr. Thomas Schwerdtfeger, member of the <strong>PTV</strong> Board,<br />

also sees a great potential <strong>in</strong> the field of mobility<br />

management. “Currently, many new roads have to be<br />

constructed <strong>in</strong> Ch<strong>in</strong>a. But it is also important to efficiently<br />

use the exist<strong>in</strong>g <strong>in</strong>frastructure and to better use<br />

the capacities, for example. Consider<strong>in</strong>g the current<br />

<strong>in</strong>frastructure, one can say that the Asian market is<br />

ready for <strong>traffic</strong> management centres. However, it<br />

is still difficult to f<strong>in</strong>d the customers who are will<strong>in</strong>g<br />

to <strong>in</strong>vest <strong>in</strong> these complex projects,“ says Thomas<br />

Schwerdtfeger. “<strong>PTV</strong> does not supply the systems,<br />

which also <strong>in</strong>volves major spend<strong>in</strong>g on hardware. We<br />

only supply the software solutions for these types of<br />

projects. This provides us with a major advantage: we<br />

can use reliable standard technology, which can be<br />

quite quickly and easily implemented and adjusted to<br />

the different regions“.<br />

Of particular <strong>in</strong>terest to Asian<br />

markets: the <strong>simulation</strong> of<br />

pedestrian and cyclist activity<br />

The Asian market is challeng<strong>in</strong>g. The strategy of <strong>PTV</strong>‘s<br />

transportation plann<strong>in</strong>g experts is therefore to cont<strong>in</strong>uously<br />

develop software solutions which meet each<br />

market’s special requirements. With VISSIM it is possible<br />

to simulate pedestrian flows, meet<strong>in</strong>g the needs<br />

of Ch<strong>in</strong>ese customers (and of course not only Ch<strong>in</strong>ese<br />

customers).<br />

Additionally, cyclist activity can be modelled realis-<br />

tically. This is an important factor for a city like Beij<strong>in</strong>g<br />

where the bicycle is a favourite mode of transport.<br />

There are about 8 or 9 million bicycles <strong>in</strong> this mega<br />

city. The cyclists have their own acceleration rate. They<br />

can stop at <strong>traffic</strong> lights beside or beh<strong>in</strong>d each other,<br />

they can use bicycle lanes or the street. The system<br />

simulates all these situations, <strong>in</strong>clud<strong>in</strong>g the <strong>in</strong>teraction<br />

between pedestrians, cars and buses.<br />

Excellent career prospects<br />

The universities <strong>in</strong> Ch<strong>in</strong>a have also recognised the mood<br />

of the times: as part of a Public-Private Partnership<br />

project <strong>traffic</strong> eng<strong>in</strong>eers and planners of the Tongji<br />

University <strong>in</strong> Shanghai can attend <strong>PTV</strong> Vision tra<strong>in</strong><strong>in</strong>g<br />

courses to learn more about <strong>traffic</strong> plann<strong>in</strong>g with the<br />

help of the latest <strong>PTV</strong> Vision software version. <strong>PTV</strong> and<br />

Huazhong University of Science and Technology have<br />

signed a cooperation agreement.<br />

The university’s qualification programme now even<br />

goes a step further. In addition to the software tra<strong>in</strong><strong>in</strong>g<br />

classes as well as transportation plann<strong>in</strong>g and <strong>traffic</strong><br />

plann<strong>in</strong>g theory taught by guest lecturer Gerd Stuck on<br />

behalf of <strong>PTV</strong>, the students also have the opportunity<br />

to ga<strong>in</strong> practical work experience <strong>in</strong> different projects.<br />

Count, Analyse, Plan –<br />

with a Focus on Susta<strong>in</strong>ability<br />

Transportation professionals have to manage and<br />

process huge amounts of data <strong>in</strong> <strong>traffic</strong> management.<br />

<strong>PTV</strong>’s TrafficCountManagement software allows them<br />

to enter, process and analyse these data records. Data<br />

preparation helps transportation planners and eng<strong>in</strong>eers<br />

to better evaluate <strong>traffic</strong>-related changes and to<br />

take appropriate measures aimed at improv<strong>in</strong>g the<br />

situation. Many cities cannot afford costly permanent<br />

<strong>traffic</strong> counters to collect data on <strong>in</strong>ner-city <strong>traffic</strong>.<br />

Integrat<strong>in</strong>g short-term counts <strong>in</strong>to the software allows<br />

them to cost-efficiently estimate annual average<br />

daily <strong>traffic</strong> (AADT) volumes.<br />

Count data are a vital component <strong>in</strong> <strong>traffic</strong> and transportation<br />

plann<strong>in</strong>g. They provide <strong>in</strong>formation on how<br />

changes <strong>in</strong>fluence <strong>traffic</strong> which is then used as a basis<br />

for decision-mak<strong>in</strong>g <strong>in</strong> the field of transportation plann<strong>in</strong>g<br />

and urban development.<br />

<strong>PTV</strong> TrafficCountManagement (TCM) allows users to<br />

import, process and analyse count data from different<br />

data providers. Some of the key features <strong>in</strong>clude flexible<br />

import, plausibility check and the central data-<br />

base. A user-friendly count manager and key data adm<strong>in</strong>istration<br />

complement the wide range of functions.<br />

Additionally, users can quickly and easily create complex<br />

MS Excel-based analyses and reports.<br />

The state of Tyrol, Austria, has been us<strong>in</strong>g the system<br />

s<strong>in</strong>ce 2006. Tyrol has more than 136 count cross-sections<br />

and 13 <strong>traffic</strong> counters distributed across its motorway<br />

and expressway network cover<strong>in</strong>g about 2,300<br />

km. The collected data are transferred to a computer<br />

centre for immediate process<strong>in</strong>g. As a state that has to<br />

cope with a high volume of freight, commuter and holiday<br />

<strong>traffic</strong>, Tyrol now benefits from susta<strong>in</strong>able <strong>traffic</strong><br />

and transportation plann<strong>in</strong>g based on the current analysis<br />

results. The state of Kärnten and Salzburg <strong>in</strong><br />

Austria and the German state of Hesse (HLUG) as well<br />

as several transportation consult<strong>in</strong>g firms have also<br />

chosen <strong>PTV</strong>’s TCM solution.<br />

The new version 2.2 <strong>in</strong>cludes node flow counts and<br />

short-term <strong>traffic</strong> counts. (Fig 1) The average annual<br />

daily <strong>traffic</strong> is calculated on the basis of permanent<br />

<strong>traffic</strong> counters with annual <strong>traffic</strong> flows that are similar<br />

to those at the cross-section of short-term <strong>traffic</strong><br />

counts. It is also possible to manage node flow counts:<br />

a node editor enables users to flexibly def<strong>in</strong>e the node<br />

topology (Fig 2) and to easily import surveys from historic<br />

counts. This software is of particular <strong>in</strong>terest to<br />

cities which cannot afford to <strong>in</strong>stall costly permanent<br />

<strong>traffic</strong> counters. But this is only one of the reasons why<br />

the City of Leipzig will soon participate <strong>in</strong> a pilot for<br />

the German market.<br />

In the United States, the Oregon Department of<br />

Transportation has chosen TCM features to improve<br />

transportation plann<strong>in</strong>g <strong>in</strong> numerous cities. ODOT is<br />

us<strong>in</strong>g the software to store their date and host their<br />

sites <strong>in</strong> one centralized system, which allows all user<br />

and plann<strong>in</strong>g groups to access all counts, both permanent<br />

and temporary, <strong>in</strong> one application.<br />

Absolutely Safe – New Telematics<br />

Applications for Motorists<br />

Jenny just turned 18 and recently obta<strong>in</strong>ed her new<br />

driver’s licence. Her parents bought her a nice small<br />

car which now needs to be <strong>in</strong>sured. The <strong>in</strong>surance<br />

should of course be as cheap as possible so that<br />

Jenny still has some money left to fill up the tank or<br />

to go shopp<strong>in</strong>g. Her father has heard about the new<br />

Pay As You Drive <strong>in</strong>surance concept, but he is not<br />

sure whether it is a good alternative to a standard car<br />

<strong>in</strong>surance premium s<strong>in</strong>ce the <strong>in</strong>surance company<br />

needs to know when his daughter used the car and<br />

which routes she travelled. Is it technically possible<br />

to ensure safe data process<strong>in</strong>g when choos<strong>in</strong>g the<br />

PAYD <strong>in</strong>surance concept?<br />

PAYD means that the customers will receive a bill, similar<br />

to the utility bill, show<strong>in</strong>g exactly how the premium<br />

has been calculated. The monthly premiums are<br />

based on how, when and where drivers use their vehicle,<br />

<strong>in</strong>clud<strong>in</strong>g <strong>in</strong>formation about speed. The driv<strong>in</strong>g<br />

habits are monitored by means of GPS technology<br />

(Global Position<strong>in</strong>g System) and the <strong>in</strong>surance rates<br />

are calculated on the basis of the generated trip data.<br />

Considerably reduced<br />

number of road accidents<br />

The major advantage for both drivers and <strong>in</strong>surance<br />

companies is that the new concept helps to reduce the<br />

number of road accidents because PAYD customers<br />

drive more sensibly and use their car less frequently.<br />

Pilot projects and real-life applications prove this trend.<br />

Pay-as-you-drive <strong>in</strong>surance products have now been<br />

offered by a number of <strong>in</strong>surers <strong>in</strong> Europe. Especially<br />

customers <strong>in</strong> Great Brita<strong>in</strong> and Italy have chosen this<br />

new k<strong>in</strong>d of <strong>in</strong>surance policy. Norwich Union, the largest<br />

<strong>in</strong>surance services provider <strong>in</strong> the UK, was the<br />

first car <strong>in</strong>surer to <strong>in</strong>troduce Pay As You Drive <strong>in</strong>surance<br />

<strong>in</strong> 2005. Italy-based OCTO Telematics supports the<br />

technical implementation for several <strong>in</strong>surance companies,<br />

such as AXA Assicurazioni or Unipol <strong>in</strong> Italy or<br />

Uniqa <strong>in</strong> Austria.<br />

In particular young and senior drivers can benefit from<br />

these new pay-as-you-drive rates. Young drivers normally<br />

pay the highest <strong>in</strong>surance premiums because<br />

traditional <strong>in</strong>surance concepts allocate them to the<br />

group of high-risk drivers. PAYD allows them to save<br />

money and ga<strong>in</strong> from careful driv<strong>in</strong>g. The same applies<br />

to senior drivers. They can cut premiums by<br />

avoid<strong>in</strong>g hazardous situations like rush-hour <strong>traffic</strong> or<br />

driv<strong>in</strong>g at night.<br />

In-vehicle telematics box<br />

with up-to-date map data<br />

A telematics box is fitted <strong>in</strong>side the car of PAYD customers.<br />

A GPS module is <strong>in</strong>tegrated <strong>in</strong>to the box to record<br />

the GPS signals dur<strong>in</strong>g the journey <strong>in</strong> order to<br />

collect <strong>in</strong>formation about the vehicle’s position, the direction<br />

and the speed as well as the date and time.<br />

<strong>PTV</strong> technology evaluates the route data at different<br />

levels of detail: it is therefore possible to just count the<br />

kilometres or to <strong>in</strong>clude road categories and speed limits<br />

based on up-to-date map data. <strong>PTV</strong> developed a<br />

method which allows a targeted up-date of map data.<br />

If, for example, speed limits are changed, only a small<br />

amount of map data has to be transmitted to the telematics<br />

box <strong>in</strong> order to update the map.<br />

Data evaluation <strong>in</strong>side the<br />

vehicle or at a data centre<br />

The route data can be evaluated either <strong>in</strong>side the vehicle<br />

or at a data centre. Both analysis methods can be<br />

implemented with <strong>PTV</strong> technology. When us<strong>in</strong>g the<br />

onboard version, the GPS signals are evaluated <strong>in</strong> the<br />

telematics box and the aggregate results are regularly<br />

sent from the box to the <strong>in</strong>surance company. The data<br />

collected dur<strong>in</strong>g the trip is protected aga<strong>in</strong>st misuse as<br />

all details are deleted after data transfer.<br />

The telematics box transmits the anonymized GPS data<br />

to a system service provider’s data centre where it is<br />

eCall – sav<strong>in</strong>g lives through<br />

<strong>in</strong>-vehicle communication technology<br />

Telematics technology, which is needed for the implementation<br />

of PAYD concepts, can also be used for<br />

other telematics applications, such as emergency call<br />

systems. The European Commission, for example, outl<strong>in</strong>ed<br />

new plans to accelerate the drive for safer, cleaner<br />

and smarter cars. The aim is to offer an automatic<br />

emergency call system (eCall) as a standard option for<br />

all new cars <strong>in</strong> 2010. In the event of an accident eCall<br />

automatically triggers an emergency call and transmits<br />

the vehicle’s GPS data <strong>in</strong> order to quickly provide services<br />

<strong>in</strong> response to accidents and emergencies. This<br />

new technology will help considerably improve the<br />

chances for survival of people <strong>in</strong> emergency situations.<br />

More than 40,000 people are killed annually <strong>in</strong> about<br />

1.4 million <strong>traffic</strong> accidents on the European Union’s<br />

Many new services are based on vehicle track<strong>in</strong>g and trac<strong>in</strong>g.<br />

roads. Estimates predict that up to 2,500 lives will be<br />

saved per year and that 15% of 1.8 million persons<br />

<strong>in</strong>jured from car accidents will escape with less severe<br />

<strong>in</strong>juries. Automobile manufacturers, assistance providers<br />

and system <strong>in</strong>tegrators are currently develop<strong>in</strong>g<br />

different technical solutions for the eCall system. <strong>PTV</strong><br />

often delivers software solutions for GPS vehicle track<strong>in</strong>g<br />

for these applications.<br />

Telematics services – from roadside<br />

assistance to stolen vehicle track<strong>in</strong>g<br />

If telematics systems are <strong>in</strong>tegrated as standard features<br />

<strong>in</strong>to vehicles, many other telematics services,<br />

such as roadside assistance or <strong>in</strong>-vehicle travel assistance,<br />

will be supported. If the driver needs a hotel<br />

accommodation or would like to know where the next<br />

Ch<strong>in</strong>ese restaurant or ATM or petrol station is located,<br />

he or she simply contacts the call centre agent who<br />

will book the hotel room or provide detailed driv<strong>in</strong>g<br />

directions.<br />

The automatic eCall system saves lives thanks to GPS track<strong>in</strong>g.<br />

Additional functions, such as Stolen Vehicle Track<strong>in</strong>g<br />

and Geofenc<strong>in</strong>g, which is a digital fence for monitor<strong>in</strong>g<br />

vehicles and mobile objects, improve safety.<br />

Rental fleet operators, for example, use geofenc<strong>in</strong>g to<br />

restrict the use of their vehicles to certa<strong>in</strong> countries,<br />

and build<strong>in</strong>g and construction companies protect valuable<br />

mach<strong>in</strong>ery and equipment aga<strong>in</strong>st theft by def<strong>in</strong><strong>in</strong>g<br />

a digital fence around construction sites. All of<br />

these applications are based on map technologies and<br />

geographic software, which are provided by companies<br />

like <strong>PTV</strong>, for example.<br />

In North <strong>America</strong>, telematics and assistance services<br />

have generated a multi-billion dollar bus<strong>in</strong>ess. When<br />

Jenny can afford to buy the car of her dreams with<strong>in</strong><br />

the next few years, telematics solutions will certa<strong>in</strong>ly<br />

have become standard features <strong>in</strong> Germany as well.<br />

And Jenny’s father will be glad that eCall protects his<br />

“little” daughter when she drives around <strong>in</strong> her snappy<br />

little sportscar.<br />

Swiss Rail (SBB) Relies<br />

on Intermodal Rout<strong>in</strong>g<br />

Swiss Rail (SBB) has chosen <strong>in</strong>termodal rout<strong>in</strong>g technology<br />

made by HaCon and <strong>PTV</strong> for its comprehensive travel<br />

<strong>in</strong>formation system. SBB customers can now easily<br />

plan their journey from door-to-door on the Web, <strong>in</strong>clud<strong>in</strong>g<br />

maps display<strong>in</strong>g the routes and public footpaths.<br />

This travel service has also been available for mobile<br />

phone users s<strong>in</strong>ce May 22, 2008. The two German<br />

solution partners have supplied these systems to numerous<br />

transportation operators <strong>in</strong> Europe and the US.<br />

S<strong>in</strong>ce 2002, SBB has been provid<strong>in</strong>g travel <strong>in</strong>formation<br />

services based on HaCon technology which go far<br />

beyond standard timetable <strong>in</strong>formation from tra<strong>in</strong> station<br />

to tra<strong>in</strong> station. SBB’s journey planner <strong>in</strong>cludes timetables<br />

of local transport services, which means bus,<br />

tram or underground as well as pedestrian rout<strong>in</strong>g. A<br />

remarkable feature is that the address data for<br />

Switzerland provides coverage down to house-number<br />

level. In addition to tra<strong>in</strong> stations the customer can<br />

enter bus stops or any address as start<strong>in</strong>g po<strong>in</strong>t or dest<strong>in</strong>ation.<br />

The journey planner computes detailed doorto-door<br />

rout<strong>in</strong>g which <strong>in</strong>cludes all tra<strong>in</strong> and public<br />

transport connections as well as the footpath.<br />

The travel route and the footpath can be displayed on<br />

a detailed map. The map <strong>in</strong>cludes a wealth of additional<br />

<strong>in</strong>formation which helps travellers easily navigate<br />

their way through unfamiliar places. This <strong>in</strong>cludes<br />

65,000 po<strong>in</strong>ts of <strong>in</strong>terest and <strong>in</strong>formation about hotels,<br />

restaurants and car rentals. The user can zoom <strong>in</strong><br />

and out of any part of the map and pr<strong>in</strong>t the selected<br />

map section for the journey.<br />

S<strong>in</strong>ce May 22, 2008, SBB has been us<strong>in</strong>g <strong>PTV</strong>’s pedestrian<br />

rout<strong>in</strong>g and map technology for their onl<strong>in</strong>e service.<br />

SBB NaviGo, the new mobile public transport navigation<br />

system for mobile phones is based on HaCon’s Hafas2go<br />

software. It also uses <strong>PTV</strong>’s map software.<br />

HaCon and <strong>PTV</strong> cont<strong>in</strong>ue their success with the <strong>in</strong>termodal<br />

rout<strong>in</strong>g solution adapted to SBB’s specific needs.<br />

The two solution partners, who have worked together<br />

very closely over the past few years, also implemented<br />

<strong>in</strong>termodal journey planners for the national rail services<br />

<strong>in</strong> Germany (DB), Belgium (SNCB), Austria (ÖBB)<br />

and for the Southeastern Pennsylvania Transportation<br />

Authority (SEPTA).<br />

<strong>PTV</strong> Helps Scania Assistance<br />

Keep Its Promise to Customers<br />

Via Scania Assistance, a driver experienc<strong>in</strong>g problems<br />

can always get assistance – from repairs on the spot,<br />

tow<strong>in</strong>g service, jump-start<strong>in</strong>g service, replacement<br />

vehicle, hotel accommodations and emergency services<br />

to payment procedures – anywhere <strong>in</strong> Europe.<br />

Around 400,000 Scania vehicles are <strong>in</strong> service <strong>in</strong><br />

Europe. Scania has 16 assistance centres worldwide,<br />

10 of which are <strong>in</strong> Europe. The assistance staff responds<br />

to and processes <strong>in</strong>com<strong>in</strong>g calls. Scania<br />

Assistance has chosen the <strong>PTV</strong> product map&guide<br />

call center for their European assistance centres to be<br />

able to help drivers <strong>in</strong> distress.<br />

Time is money<br />

When a commercial vehicle comes to a standstill a<br />

considerable amount of money is at stake. Scania estimates<br />

that every hour lost costs more than 100 Euro.<br />

Jan Björklund, Manager of Scania Assistance, says: “It<br />

is of vital importance that the call center system enables<br />

the assistance staff to locate the driver and<br />

search for the right breakdown service <strong>in</strong> the shortest<br />

time possible. Moreover, the assistance staff needs to<br />

provide the fastest route and highly accurate driv<strong>in</strong>g<br />

directions for the service van. This is why we chose<br />

map&guide call center.”<br />

Search<strong>in</strong>g the next, but<br />

also the right workshop<br />

In case of a breakdown, the driver calls the assistance<br />

centre <strong>in</strong> his home country to get help. By us<strong>in</strong>g<br />

map&guide call center, and based on <strong>in</strong>formation from<br />

the driver, the local assistance centre can immediately<br />

locate the vehicle. Then a search for the right breakdown<br />

service provider is carried out.<br />

map&guide call center allows the agents to search for<br />

the nearest garage, based on direct distance or on road<br />

distance. Agents can also <strong>in</strong>clude other search filters to<br />

quickly f<strong>in</strong>d the appropriate breakdown service provid-<br />

er, like driv<strong>in</strong>g time, allocated area or priority. With<br />

map&guide call center, the agent can then calculate the<br />

route and provide the service provider with accurate<br />

driv<strong>in</strong>g directions.<br />

In 2000, Scania Assistance decided to standardise its<br />

support systems <strong>in</strong> Europe, and therefore was <strong>in</strong> need<br />

of a software solution that would meet the requirements<br />

of the entire European organisation.<br />

Scania found what it was look<strong>in</strong>g for <strong>in</strong> map&guide<br />

call center: a system cover<strong>in</strong>g the entirety of Europe,<br />

<strong>in</strong>clud<strong>in</strong>g high quality maps, sophisticated yet user-<br />

friendly search<strong>in</strong>g and rout<strong>in</strong>g tools and, last but not<br />

least, a cost-effective concept ready to <strong>in</strong>stall.<br />

the assistance centers, encompass<strong>in</strong>g about 120 users.<br />

SPIN-ALP evaluates the potential of<br />

shift<strong>in</strong>g freight transport from road to rail<br />

Intermodal Freight Transport<br />

across the Alps with SPIN-ALP<br />

The SPIN-ALP research project (Scann<strong>in</strong>g the Potential<br />

of Intermodal Transport on Alp<strong>in</strong>e Corridors) started<br />

on December 1, 2007. <strong>PTV</strong> is <strong>in</strong> charge of the German<br />

project team. The programme‘s aim is to encourage<br />

transalp<strong>in</strong>e freight <strong>traffic</strong> to be shifted from road to<br />

rail. <strong>PTV</strong> is develop<strong>in</strong>g an <strong>in</strong>novative software tool<br />

which will allow shippers and transport service providers<br />

to analyse and plan the use of <strong>in</strong>termodal transport<br />

solutions.<br />

24 per cent of freight mov<strong>in</strong>g across the Alps <strong>in</strong> Austria<br />

goes by rail, compared to 64 per cent <strong>in</strong> Switzerland.<br />

The project‘s aim is to help logistics companies to seize<br />

the full potential of shift<strong>in</strong>g freight transport from road<br />

to rail. It is essential to <strong>in</strong>clude <strong>in</strong>termodal options <strong>in</strong><br />

the plann<strong>in</strong>g process at an early stage so that cargo is<br />

moved off the roads onto rail before they pass the<br />

Austrian or Swiss borders.<br />

The SPIN-ALP consortium consists of transportation<br />

experts from Germany, Austria and Switzerland. They<br />

analyse and enhance specific processes and methods<br />

for <strong>in</strong>termodal transport plann<strong>in</strong>g <strong>in</strong> the Alp<strong>in</strong>e region.<br />

SPIN-ALP is a provider-<strong>in</strong>dependent model designed<br />

to help shippers and transport service providers to<br />

analyse and optimise their transport networks by us<strong>in</strong>g<br />

<strong>in</strong>termodal transport solutions, if possible. <strong>PTV</strong> is develop<strong>in</strong>g<br />

a software designed to support Trans-Alp<strong>in</strong>e<br />

freight transport. This technical <strong>in</strong>novation helps freight<br />

operators to analyse and plan the use of <strong>in</strong>termodal<br />

transport options. A robust, modular development<br />

platform has been chosen to provide future customers<br />

with a flexible, low-cost solution.<br />

The comprehensive approach allows logistics companies<br />

to handle all transport network analysis and plann<strong>in</strong>g<br />

processes us<strong>in</strong>g one system. This <strong>in</strong>cludes explor<strong>in</strong>g<br />

the potential of shift<strong>in</strong>g freight from road to rail,<br />

provider-<strong>in</strong>dependent screen<strong>in</strong>g of services – from general<br />

to detailed plann<strong>in</strong>g – and implementation support.<br />

SPIN-ALP provides software, consult<strong>in</strong>g and process<br />

plann<strong>in</strong>g services, and thus assists logistics companies<br />

<strong>in</strong> analys<strong>in</strong>g, plann<strong>in</strong>g and visualis<strong>in</strong>g <strong>in</strong>termodal<br />

transport cha<strong>in</strong>s.<br />

About SPIN-ALP<br />

The SPIN-ALP project is funded by Era-Net Transport <strong>in</strong> coo-<br />

peration with Germany‘s Federal M<strong>in</strong>istry of Economics and<br />

Technology (BMWi) and the Federal M<strong>in</strong>istry of Transport,<br />

Innovation and Technology (BMViT). The project started on<br />

Standards for HGV Navigation<br />

<strong>PTV</strong> is the first software provider who has <strong>in</strong>tegrated<br />

Navteq Transport’s truck attributes <strong>in</strong>to its map&guide<br />

family of products. Additionally, new road closure<br />

functions and the improved calculation of alternative<br />

routes support dispatchers and help them to cope<br />

make HGV navigation even more efficient and realistic.<br />

Maximum clearance height and width, vehicle<br />

weight and length restrictions and many other parameters<br />

allow dispatchers to route trucks away from<br />

low-clearance areas and streets <strong>in</strong> which trucks cannot<br />

manoeuvre. Atttributes are currently available for<br />

Belgium, France, Germany, Luxembourg, the Netherlands<br />

and the U.K.<br />

All routes are clearly displayed <strong>in</strong>clud<strong>in</strong>g truck-specific<br />

<strong>in</strong>formation, such as tunnel heights or bans on hazardous<br />

goods, day and time related restrictions, special<br />

regulations on local <strong>traffic</strong>, deliveries and public transport.<br />

Parameters, such as driv<strong>in</strong>g times and rest periods,<br />

def<strong>in</strong>ed by the dispatcher are also clearly visualised.<br />

The 2008 version of map&guide provides a completely<br />

updated basic technology: A new mapp<strong>in</strong>g and rout<strong>in</strong>g<br />

eng<strong>in</strong>e improves the zoom functionality, alternative<br />

rout<strong>in</strong>g, address verification and geocod<strong>in</strong>g, and<br />

thus enhances user-friendl<strong>in</strong>ess.<br />

When us<strong>in</strong>g the optimised alternative rout<strong>in</strong>g option,<br />

the software calculates several alternative routes, specify<strong>in</strong>g<br />

time and road kilometres for each route. The<br />

calculation algorithm has been considerably improved.<br />

The new Route Marker Po<strong>in</strong>t feature allows dispatchers<br />

to easily change the course of the route accord<strong>in</strong>g<br />

to their current needs. For example, if a truck<br />

should take the route from Berl<strong>in</strong> to Dresden via<br />

Leipzig, the user just has to click on the desired area<br />

on the map. The software navigates the truck along<br />

the motorway which is next to Leipzig by bypass<strong>in</strong>g<br />

the city centre. The selected route po<strong>in</strong>t will not be<br />

listed as a stop-off po<strong>in</strong>t on the it<strong>in</strong>erary.<br />

The follow<strong>in</strong>g map&guide products are now available:<br />

software for the transport and logistics <strong>in</strong>dustry provid<strong>in</strong>g<br />

numerous additional features, such as appo<strong>in</strong>tment<br />

plann<strong>in</strong>g and vehicle schedul<strong>in</strong>g, toll calculation, sequence<br />

and time slot optimisation. It also helps users<br />

to create quotations and to verify freight charges and<br />

<strong>in</strong>voices, etc.<br />

and logistics sector by provid<strong>in</strong>g cost<strong>in</strong>g and monitor<strong>in</strong>g<br />

functions for quotations, controll<strong>in</strong>g tasks and account<strong>in</strong>g<br />

Fruitful Collaboration Between <strong>PTV</strong> Loxane<br />

and Mercedes-Benz France (Daimler Group)<br />

Eight months after purchas<strong>in</strong>g <strong>PTV</strong> Map&Market, it’s<br />

time for Mercedes-Benz France to assess the results<br />

achieved with the geomarket<strong>in</strong>g software. Benjam<strong>in</strong><br />

Després, work<strong>in</strong>g for Mercedes-Benz Cars and us<strong>in</strong>g<br />

the solution, tells us why Mercedes-Benz France chose<br />

<strong>PTV</strong> Map&Market last September.<br />

From its headquarters <strong>in</strong> Rocquencourt (near Versailles,<br />

France), Mercedes-Benz France coord<strong>in</strong>ates a solid and<br />

homogeneous network of dealers, subsidiaries and repair<br />

centres cover<strong>in</strong>g the whole of France. With 3,270<br />

employees Mercedes-Benz Cars runs 202 after-sales<br />

outlets. Mercedes-Benz Cars Services Division needs to<br />

adopt an efficient strategy to develop and optimize its<br />

network. Therefore, the company contacted <strong>PTV</strong><br />

Loxane’s geomanagement experts and asked them to<br />

analyse the potential of its repair centre network.<br />

Mercedes-Benz France chooses<br />

<strong>PTV</strong> Map&Market Planner<br />

<strong>PTV</strong> Loxane understood the core issues Mercedez-<br />

Benz Cars Services Division needed to tackle. Although<br />

it was the first French version, Mercedes Benz France<br />

chose <strong>PTV</strong> Map&Market. Mercedez-Benz France was<br />

fully confident of tak<strong>in</strong>g the right decision s<strong>in</strong>ce<br />

Daimler AG has been successfully us<strong>in</strong>g the geomarket<strong>in</strong>g<br />

software <strong>in</strong> Germany.<br />

<strong>PTV</strong> Map&Market is designed to create territories <strong>in</strong>clud<strong>in</strong>g<br />

specific criteria, such as distance or sales potential.<br />

Mercedes-Benz Cars Services Division uses the<br />

Planner package <strong>in</strong> order to:<br />

• reference Mercedes-Benz car-owners to postcodes<br />

• graphically display the concentration zones of ser-<br />

vice outlets with<strong>in</strong> France<br />

• allocate Mercedes-Benz car owners to the nearest<br />

repair shops<br />

• calculate isochrone areas <strong>in</strong> order to def<strong>in</strong>e zones<br />

with a high potential<br />

• assess sites, postcode by postcode, accord<strong>in</strong>g to the<br />

distance to the repair shop<br />

<strong>PTV</strong> Map&Market Planner plans all steps automatically.<br />

Benjam<strong>in</strong> Després of Mercedes-Benz Cars Services<br />

Division, also appreciates the option to manually adjust<br />

the results computed by the software. With a mere<br />

mouse click he’s able to modify each allocation and<br />

weight<strong>in</strong>g directly on the map. “<strong>PTV</strong> Map&Market is<br />

a helpful analysis tool for efficient plann<strong>in</strong>g of our repair<br />

centre network. The map display enables us to<br />

easily show which zones we must focus on. We have<br />

immediate access to the data, ” says Benjam<strong>in</strong> Després.<br />

“Thanks to <strong>PTV</strong> Map&Market, we can now communicate<br />

better with our repair centres. It’s an effective tool<br />

which allows us to take <strong>in</strong>formative decisions for our<br />

bus<strong>in</strong>ess. Now we exactly know which service capacities<br />

need to be <strong>in</strong>creased and how to target our market<strong>in</strong>g<br />

activities more effectively”.<br />

Configuration and Tra<strong>in</strong><strong>in</strong>g<br />

<strong>PTV</strong> Map&Market is a desktop solution and can only<br />

be used by one person at a time. Mercedes-Benz Cars<br />

uses a Europe City map. Benjam<strong>in</strong> Després took advantage<br />

of an expert tra<strong>in</strong><strong>in</strong>g course to efficiently<br />

master the functionalities of the software with the<br />

help of practice-based exercises on the basis of<br />

Mercedes-Benz Cars Division’s own set of data.<br />

Ewals Cargo Care Integrated the<br />

TLNplanner as Standard Route Planner<br />

Ewals Cargo is an <strong>in</strong>corporated logistical service provider<br />

who offers services on overall scale based on<br />

their move-store-manage concept. With its 3,000<br />

mega trailers, Ewals Cargo is the largest mega fleet<br />

operator on the European market. For several years,<br />

Ewals Cargo Care has also been an important provider<br />

of <strong>in</strong>tegrated logistics services all over Europe.<br />

Ewals Cargo has recently decided to <strong>in</strong>tegrate the TLNplanner<br />

as a standard route planner <strong>in</strong>to their software<br />

management system. From <strong>in</strong>voic<strong>in</strong>g to sales related operations,<br />

Ewals Cargo has been able to improve its entire<br />

daily processes <strong>in</strong> terms of efficiency and profitability.<br />

The <strong>in</strong>tegration of the TLNplanner is very useful, not<br />

only for Ewals but also for the cooperation with their<br />

partners, constituents and sub-contractors. They can<br />

benefit from this important improvement because discussions<br />

concern<strong>in</strong>g km-distances have become a<br />

th<strong>in</strong>g of the past. Transportation companies still use<br />

completely different systems. That is why the discussion<br />

about distances is still a <strong>big</strong> stumbl<strong>in</strong>g block, but<br />

with the <strong>in</strong>tegration of the TLNplanner the distances<br />

are now equalized and supported by TLN (Transport,<br />

Logistics the Netherlands). The logistical <strong>in</strong>dustrial<br />

standard which TLN has def<strong>in</strong>ed for distances and cost<br />

calculations is certified by the Royal Dutch Transport<br />

Federation, Febetra, SAV, UPTR, VZV and the Fenex.<br />

To <strong>in</strong>troduce the TLNplanner to the entire Ewals Cargo<br />

Care group, the company has chosen both the<br />

TLNplanner server version and the onl<strong>in</strong>e version<br />

which is available on the Web. By subscrib<strong>in</strong>g to this<br />

version, Ewals Cargo doesn’t have to <strong>in</strong>stall any software.<br />

All they need is a browser, a user name and a<br />

password. Then the user is ready to log <strong>in</strong>to TLNplanner.<br />

The users can access the system from any workplace<br />

or home computer. The employees have worldwide<br />

access because the system is easy to use thanks to the<br />

various options offered by several maps.<br />

Ewals Cargo Care is go<strong>in</strong>g to <strong>in</strong>tegrate the licenses of<br />

the TLNplanner for their customers and sub-contractors<br />

so that they can use the standard as well.<br />

Two new members jo<strong>in</strong>ed <strong>PTV</strong>‘s Board of<br />

Directors on July 1, 2008<br />

The size of the <strong>PTV</strong> Board has been <strong>in</strong>creased from four to<br />

six members. Thomas Haupt, 50, has been work<strong>in</strong>g for <strong>PTV</strong><br />

for more than 20 years. S<strong>in</strong>ce 2006, he has been Head of the<br />

Traffic Plann<strong>in</strong>g division. He is now responsible for the Traffic<br />

Software bus<strong>in</strong>ess unit. V<strong>in</strong>cent Kobesen, 46, founder of <strong>PTV</strong><br />

Benelux (former Ordis B.V), will support the <strong>PTV</strong> Board concern<strong>in</strong>g<br />

<strong>in</strong>ternational market position<strong>in</strong>g.<br />

The roles and responsibilities of the other members of <strong>PTV</strong>’s<br />

Board of Directors are as follows: Dr.-Ing. Hans Hubschneider<br />

is Chairman of the Board of Directors. He is responsible for<br />

the follow<strong>in</strong>g bus<strong>in</strong>ess units: Research, Corporate Communications,<br />

Infrastructure & Production and Human Resources.<br />

USA: Staff Tra<strong>in</strong><strong>in</strong>g Simulator<br />

for the Utah Traffic Lab<br />

<strong>PTV</strong> <strong>America</strong>, Inc. is pleased to submit this scope of work for<br />

the development of a staff tra<strong>in</strong><strong>in</strong>g simulator to the Utah Traffic<br />

Lab. <strong>PTV</strong> will develop a tra<strong>in</strong><strong>in</strong>g environment that realistically<br />

simulates the work<strong>in</strong>g environment for TOC staff as they<br />

are us<strong>in</strong>g <strong>traffic</strong> control tools such as rump meters and VMS to<br />

respond to special <strong>traffic</strong> conditions such as special events and<br />

<strong>in</strong>cidents. The proposed approach uses <strong>PTV</strong>´s TrafficPlatform<br />

(TP) software suite as the data collection and storage system as<br />

well as to visualize complete network <strong>traffic</strong> flow and conditions.<br />

As all <strong>traffic</strong> detection data is stored <strong>in</strong> the TP database,<br />

UTL staff can easily retrieve cohesive network detector data,<br />

observed real events and their control response. Furthermore,<br />

UTL staff will be able to develop artificial detector data based<br />

on VISUM/VISSIM model runs correspond<strong>in</strong>g to a simulated<br />

control response. Us<strong>in</strong>g this system for tra<strong>in</strong><strong>in</strong>g will allow TOC<br />

personnel to respond to a real event <strong>in</strong> a simulated environment<br />

with the observed <strong>traffic</strong> condition respond<strong>in</strong>g to their selected<br />
