We will we treateverybody with the respect and dignitythey deserve.On the issue of transparency I am wellaware of concerns amongst the publicabout the openness of the plann<strong>in</strong>gsystem. It is our <strong>in</strong>tention to urgentlyreview the way <strong>in</strong> which plann<strong>in</strong>gapplications are dealt with so the publiccan see how and when all decisions aretaken irrespective of whether they go tofull plann<strong>in</strong>g committee or not. Plann<strong>in</strong>gis one of our statutory services and it isvital there is public confidence <strong>in</strong> the way<strong>Bassetlaw</strong> operates and that we providea fair and equitable service.The major issue amongst the widerpublic at the moment is the potentialloss of services from <strong>Bassetlaw</strong> Hospitalto Doncaster. This edition of <strong>Bassetlaw</strong>News gives residents the chance tomake their voices heard. Turn to thecentre pages for more <strong>in</strong>formation.My first month as leader has seenus hit the ground runn<strong>in</strong>g. We weredisappo<strong>in</strong>ted not to achieve EnterpriseZone Status for Harworth, but as a <strong>Council</strong>we are committed to br<strong>in</strong>g forwarddevelopment <strong>in</strong> the Harworth area.Follow<strong>in</strong>g television and media exposure,we will build on the profile of the site toactively pursue jobs and <strong>in</strong>vestment.F<strong>in</strong>ally I was delighted to take part <strong>in</strong>the ground break<strong>in</strong>g for the C<strong>in</strong>ema <strong>in</strong>Worksop. Work is now underway andresidents from across <strong>Bassetlaw</strong> will beable to catch the latest films withouthav<strong>in</strong>g to journey outside the district. Asa <strong>Council</strong> we want to encourage moredevelopments and <strong>in</strong>terest <strong>in</strong> the area.We will meet with anybody who hasideas for <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> <strong>Bassetlaw</strong>. The <strong>Bassetlaw</strong> Museum is runn<strong>in</strong>gan excit<strong>in</strong>g family event <strong>in</strong> the summerholidays and there are details of thison page 8, as well as reports on otheractivities show<strong>in</strong>g that the museum is byno means musty, dusty or bor<strong>in</strong>g.Probably the most useful item for parentsis the schedule of summer holidayactivities be<strong>in</strong>g planned by the Sportsdevelopment team on page 16.Of course, there is plenty more as well, allof it aimed at show<strong>in</strong>g you why <strong>Bassetlaw</strong>is a great place to live.<strong>Bassetlaw</strong> <strong>District</strong> <strong>Council</strong> has a new Chairmanwith Harworth <strong>Council</strong>lor David Chall<strong>in</strong>orserv<strong>in</strong>g until May 2012. Doncaster born David,a former plate welder, spent twenty eightyears work<strong>in</strong>g at Harworth Colliery, start<strong>in</strong>g asan <strong>in</strong>dentured colliery apprentice. Follow<strong>in</strong>ga two year spell at Corus Steel, he was forcedto retire follow<strong>in</strong>g a major <strong>in</strong>dustrial accidentat Drax Power Station. He was first elected to<strong>Bassetlaw</strong> <strong>District</strong> <strong>Council</strong> <strong>in</strong> 2003 follow<strong>in</strong>ga year on Harworth & Bircotes Parish <strong>Council</strong>where he developed a strong <strong>in</strong>terest <strong>in</strong> localgovernment and community action. Marriedto Denise, with two grown up children, Davidhas a passion for sport and will be participat<strong>in</strong>g<strong>in</strong> this year’s Worksop Fun Run. The Chairman’schosen charities are Aurora Cancer Centre, The<strong>Bassetlaw</strong> Hospice and Sheffield Children’sHospital. This year’s Vice-Chairman is <strong>Council</strong>lorIan Campbell. The Chairman, or the Vice-Chairman, will attend most events with<strong>in</strong> the<strong>District</strong>, time permitt<strong>in</strong>g, and can be contactedvia the Chairman’s Officer, Trish Webster,telephone 01909 533 117.Further enhancements to Canch facilitiesPlans are afoot to demolish the oldtimber platform, climb<strong>in</strong>g frames andslide alongside the founta<strong>in</strong> pool <strong>in</strong> theCanch, Worksop. It will be replacedwith an array of colourful playgroundequipment designed to be used bytoddlers, as well as older children. Carefullylaid out to <strong>in</strong>tegrate with the surroundsof the founta<strong>in</strong> pool, the items are a boatwith a slide, a look out station, sw<strong>in</strong>gs, aroundabout and a spr<strong>in</strong>g mounted Jet Skiand a three-way seesaw.Here Parks and Open spaces manager,Dave L<strong>in</strong>ley discusses the plans withZoe Murr, Contracts Manager for Parksand Playground Solutions, who will<strong>in</strong>stall the equipment and Nigel Wray,of Husson UK Ltd, makers of play, sportsand urban furniture.Poll<strong>in</strong>g district and poll<strong>in</strong>g station reviewEvery four years we are required tocomplete a review of our poll<strong>in</strong>g districts,poll<strong>in</strong>g places and poll<strong>in</strong>g stations.The last review was carried out <strong>in</strong> 2007and we would like to hear your viewsdur<strong>in</strong>g the current review. We wantto make sure we have suitable poll<strong>in</strong>gdistrict boundaries which take <strong>in</strong>toaccount the <strong>in</strong>creases <strong>in</strong> population<strong>in</strong> certa<strong>in</strong> areas follow<strong>in</strong>g newdevelopment. We also need to makesure we are offer<strong>in</strong>g the best location;suitable premises with good access, andgood transport l<strong>in</strong>ks.We would also like to try to reduce thenumber of schools that have to close,and to f<strong>in</strong>d more permanent build<strong>in</strong>gs sothat we do not have to use mobile unitsas poll<strong>in</strong>g stations. As part of <strong>Council</strong>lorCampbell’s drive to encourage more SocialMedia <strong>in</strong>teraction with the <strong>Council</strong>, theannouncement was made first via Twitterand Facebook.Ian said: “It is important for the <strong>Council</strong>to embrace new ways of reach<strong>in</strong>g ourresidents, for the younger generationsSocial Media is part of our way of life.I was happy to send the first tweet onbehalf of the <strong>Council</strong> and I encourage alltwitter users to follow us @<strong>Bassetlaw</strong>DC.There is also a new <strong>Council</strong> Facebook pagewhich will detail all the Children and YoungPeople’s events as well as show regularupdates on the new C<strong>in</strong>ema build.”The Children and Young People’s Championleads and supports the development ofYoung People’s issues with<strong>in</strong> the <strong>Council</strong>as well as with partners across the district.Hav<strong>in</strong>g been elected to <strong>Bassetlaw</strong> <strong>District</strong><strong>Council</strong> at 23, Ian is currently <strong>Bassetlaw</strong>’syoungest councillor. Theopen<strong>in</strong>g event <strong>in</strong>cluded demonstrationsby bikers and professional skateboarderswith BMX and Skateboard competitionsheld throughout the day.Local street dance acts struttedtheir stuff and local bands providedlive music.Around 1100 people of all ages visitedthe new skatepark and it was well andtruly <strong>in</strong>augurated as scores of BMXers,skateboarders and scooter riders whohad been itch<strong>in</strong>g to try it out wereactually able to do so.Pogo the Clown was there too with hiscircus-style acts and Punch and Judyshows. Quasar Laser Combatwas around and for the very youngthere was a Bouncy Castle and Facepa<strong>in</strong>t<strong>in</strong>g. Park Ranger, Andy Roworthran Futsal Taster sessions (5-a-sidefootball) supported by the SportsDevelopment team.Chairman Dave Chall<strong>in</strong>or with <strong>Council</strong>lors John Shepherd, Josie Potts, BrianHopk<strong>in</strong>son, Joe Oakley and a young Manton resident at the open<strong>in</strong>g.The £160 000 skatepark project<strong>in</strong>cluded removal of the old-style halfpipe ramps, relocation of the multi-useball court and landscape features Thenew skatepark was designedand constructed by Wheelscapefollow<strong>in</strong>g extensive consultation <strong>in</strong> theplann<strong>in</strong>g stage with both skateboardersand BMXers.WarmStreets w<strong>in</strong>nerThe <strong>Council</strong>’s Strategic Hous<strong>in</strong>g Development Manager, Wendy Pigott, ApexCarbons Operations Director, Wayne Savage, competition w<strong>in</strong>ner SusanMatthews and Hous<strong>in</strong>g Portfolio holder, Cllr Alan Rhodes at the presentationof the cheque cover<strong>in</strong>g the cost of <strong>in</strong>sulat<strong>in</strong>g her Worksop home.The <strong>Council</strong>’s WarmStreetsproject, <strong>in</strong> partnership withApex Carbon Solutions,recently ran a promotion offer<strong>in</strong>gfree home <strong>in</strong>sulation to one luckyresident <strong>in</strong> <strong>Bassetlaw</strong>. W<strong>in</strong>ner wasMrs Susan Matthews of Worksop,who received the cost of her cavitywall <strong>in</strong>sulation at £149 paid <strong>in</strong> full bythe project partners.The promotion ran from 21st Marchto 6th May 2011 <strong>in</strong>clusive. All thatwas needed to take part was to havea free home survey carried out by aWarmStreets surveyor. The names ofpeople who had a survey done wereentered <strong>in</strong>to the draw to have the fullcost of whatever <strong>in</strong>sulation was neededcovered by the partnership.Portfolio holder for Hous<strong>in</strong>g, Cllr AlanRhodes, said “The WarmStreetsproject aims to <strong>in</strong>crease the numberof people benefit<strong>in</strong>g from loft andcavity wall <strong>in</strong>sulation. It not onlyreduces CO2 emissions <strong>in</strong>to theatmosphere but, more importantly,perhaps, it reduces heat<strong>in</strong>g bills for<strong>in</strong>dividual households. I would urgeeveryone to take advantageof the discounted loft and cavitywall <strong>in</strong>stallations well before nextw<strong>in</strong>ter arrives.”The formal partnership between the<strong>Council</strong> and Apex Carbon Solutionsis actively promot<strong>in</strong>g cavity and loft<strong>in</strong>sulation <strong>in</strong> <strong>Bassetlaw</strong> under theWarmStreets banner. The fund<strong>in</strong>gfor the project comes from the gasand electricity companies to subsidise<strong>in</strong>sulation measures. In addition,people on certa<strong>in</strong> benefits or whoare aged over 70 may qualify for free<strong>in</strong>sulation measures. www.bassetlaw.gov.uk 5£380k flood relief work underwayThe floods of June 2007 resulted <strong>in</strong> manyproperties flood<strong>in</strong>g across <strong>Bassetlaw</strong>. InTreswell several properties on Cottam Roadand upstream were affected by flood<strong>in</strong>g because LeeBeck, where it passes under a highway culvert couldnot handle the volume of water.The first of three flood relief schemes, cost<strong>in</strong>g a total of£380 000, was completed at Treswell at the end of May.The £80k relief overflow has been built immediatelyupstream of the highway culvert and will carry excessiveflows direct to the catchwater dra<strong>in</strong> via a field channeland triple pipes under Rampton Lane, thus reduc<strong>in</strong>g therisk of flood<strong>in</strong>g.This scheme was designed and project managed byJBA Consult<strong>in</strong>g and the ma<strong>in</strong> contractor was QuantumConstruction Services Ltd.Accord<strong>in</strong>g to the <strong>Council</strong>’s Pr<strong>in</strong>cipal Eng<strong>in</strong>eer<strong>in</strong>g Servicesmanager, John Bowler, “It has taken nearly 2 years ofclose partnership work<strong>in</strong>g with the Environment Agency,Nott<strong>in</strong>ghamshire County <strong>Council</strong> and other organisationsto reach this stage with the support of JBA Consult<strong>in</strong>g <strong>in</strong>prepar<strong>in</strong>g the detailed submission bids.”A second flood mitigation scheme, cost<strong>in</strong>g £200k on theRiver Ryton and Canch <strong>in</strong> Worksop, is currently underwayand was due for completion <strong>in</strong> early July 2011. This is<strong>in</strong>tended to reduce the risk of flood<strong>in</strong>g which occurred<strong>in</strong> the Priorswell Road and Shelley Street area dur<strong>in</strong>gJune 2007. The work <strong>in</strong>cludes renew<strong>in</strong>g the bridge andpenstock at the end of the Canch, which will <strong>in</strong>crease theflow capacity. The penstock and sluice no longer workeddue to structural failure of the bridge. Improvements tothe profile of the river where it passes under PriorswellRoad and bio-diversity enhancements to the Canch willalso reduce the overall flood risk to the areaThe third scheme is a £100k partnership project at NorthWheatley, with Nott<strong>in</strong>ghamshire County <strong>Council</strong> alsoact<strong>in</strong>g as designers and contractor. Part of the work<strong>in</strong>volves divert<strong>in</strong>g utility ma<strong>in</strong>s to facilitate the ma<strong>in</strong>construction of tw<strong>in</strong> concrete box culverts under thehighway. These diversions are already underway. Thiswork will <strong>in</strong>volve a road closure and will take place dur<strong>in</strong>gthe summer school holidays, July/August 2011.There will be a more detailed report on this scheme <strong>in</strong> thenext issue of <strong>Bassetlaw</strong> News.Th<strong>in</strong>gs you might not know about…The Grounds ma<strong>in</strong>tenance ServiceThe <strong>Council</strong>’s Parks and OpenSpaces Unit is responsible formanag<strong>in</strong>g more than 860acres of amenity land throughout<strong>Bassetlaw</strong>. Included <strong>in</strong> this are thetwo ma<strong>in</strong> town centre parks, TheCanch <strong>in</strong> Worksop and K<strong>in</strong>gs’ Park<strong>in</strong> Retford. Other key sites <strong>in</strong>cludeLangold Country Park with its lakeand woodland features and the KiltonForest Golf Course <strong>in</strong> Worksop, whichthe <strong>Council</strong> cont<strong>in</strong>ues to ma<strong>in</strong>ta<strong>in</strong>under the management agreementwith BPL.The Unit’s 30 strong groundsma<strong>in</strong>tenance service, managed byParks Operations Manager, KeithSomers, is responsible for the upkeepof all the <strong>Council</strong>’s green landscapedspaces, street gardens and play<strong>in</strong>gfields which accommodate a range ofsport based activities.Although the majority of the groundsma<strong>in</strong>tenance team are based at eitherthe Carlton Forest depot or at the RectoryRoad depot <strong>in</strong> Retford, they mostly workout of doors - <strong>in</strong> all k<strong>in</strong>ds of weather.In many ways they are unseen andunsung. However, the result of their workis there for everyone to see <strong>in</strong> the well cutlawns and bloom<strong>in</strong>g flower beds <strong>in</strong> thepublic open spaces, as well as the flowersthat bloom as the seasons change <strong>in</strong> thestreet gardens <strong>in</strong> the major towns <strong>in</strong> thedistrict. That they do a great job is shownby the fact that K<strong>in</strong>g’s Park has won thecoveted Green Flag Award for three years<strong>in</strong> a row.The team also does the groundsma<strong>in</strong>tenance work <strong>in</strong> <strong>Bassetlaw</strong>’s threework<strong>in</strong>g cemeteries at Retford Roadand Hannah Park, Worksop and RetfordCemetery, Retford as well as <strong>in</strong> a numberof 12 closed churchyards. They alsocover18 football pitches, four flat andone crown bowl<strong>in</strong>g greens and a cricketground and pitchCurrently they also look <strong>after</strong> 33 children’splay areas, n<strong>in</strong>e multi-use games courts,three skate parks and six outdoorbasketball sites.The grounds ma<strong>in</strong>tenance service alsocaters for more passive recreationalpursuits by adm<strong>in</strong>ister<strong>in</strong>g and provid<strong>in</strong>gtechnical support to a total of 24allotment sites <strong>in</strong> Worksop and Retford.The team’s responsibility covers sixwoodland sites, one of which, DyscarrWood, Langold is a Site of SpecialScientific Interest. Langold CountryPark, and Retford Cemetery are alsodesignated local nature reserves. Inaddition they look <strong>after</strong> the groundsaround three open water sites, WoodsettsPond (also a designated nature reserve),Sandhill Lake <strong>in</strong> Worskop and, of course,Langold Lake <strong>in</strong> Langold Country Park


6 www.bassetlaw.gov.ukView from theparishesBy <strong>District</strong> <strong>Council</strong> member for Welbeck,Patricia Douglas,There has been a lot of importantwork done <strong>in</strong> the past on ruralissues. The <strong>Bassetlaw</strong> <strong>District</strong><strong>Council</strong>’s booklet, Work<strong>in</strong>g with RuralCommunities expla<strong>in</strong>s some of theachievements to date. The <strong>Council</strong>’soverall bus<strong>in</strong>ess plan commits to<strong>in</strong>vest<strong>in</strong>g <strong>in</strong> our rural economy so thewhole district can benefit from growth,not just the urban areas. It is alsoaccess<strong>in</strong>g up to £750,000 LEADERfund<strong>in</strong>g for rural small bus<strong>in</strong>ess andis support<strong>in</strong>g rural conservation anddiversification <strong>in</strong>itiatives.However the <strong>Council</strong> doesn’t have aspecific policy or strategy for rural issues.Consider<strong>in</strong>g that 1/3 of <strong>Bassetlaw</strong>’spopulation (47 500 people) live outsideof Retford or Worksop, it’s reallyimportant that rural issues become an<strong>in</strong>tegral part of any core plan for thefuture of <strong>Bassetlaw</strong>. Otherwise, thereis a danger <strong>in</strong> these difficult times thatrural communities will suffer.The future of rural communities <strong>in</strong><strong>Bassetlaw</strong> is <strong>in</strong> the balance. With themigration of younger people, the lackof jobs, limited affordable homes and<strong>in</strong>effective public transport we could seeour villages ma<strong>in</strong>ly made up of olderpeople, which may mean the weaken<strong>in</strong>gof the social fabric of the ruralcommunity through the loss of schools,post offices, pubs and shops.It is really important that rural life ishigh on the agenda and that we explorehow to address the issues of migrationof young people, employment,affordable hous<strong>in</strong>g and public transportto ensure our villages rema<strong>in</strong> vibrantand socially and economically sound.The announcement that thegovernment plans to give more powersto parish councils to manage localconcerns like these is to be welcomed.However, at this stage, the detail hasyet to be provided and it is to be hopedthat Parish <strong>Council</strong>s will be properlyequipped to tackle the local problemsthey have identified.Of course, this can never be done<strong>in</strong> isolation as we shall cont<strong>in</strong>ue torely heavily on the <strong>District</strong> <strong>Council</strong> toprovide many services, as well as theadvice and support needed to dealeffectively with matters that are oftenmuch more complex than they mightseem at first.New Handy Scheme for Older PeopleWe have improved<strong>Bassetlaw</strong> PAS(Preventative AdaptationsService) by jo<strong>in</strong><strong>in</strong>g up with ourneighbour<strong>in</strong>g councils to form thenew HPAS or Handy persons andPreventative Adaptations Service.Thanks to this new countywideservice, older people’s prospects forgett<strong>in</strong>g small jobs done around thehome just got a whole lot better.S<strong>in</strong>ce jo<strong>in</strong><strong>in</strong>g the countywide scheme<strong>in</strong> November 2010 <strong>Bassetlaw</strong> residentshave been benefit<strong>in</strong>g from a widerrange of services. Kane Woodwardwas unable to perform due to illness.Eleven year old solo dancer, Cole Gladw<strong>in</strong>, was voted by the audience asthe best act followed by the Funky Divas dance group. Both Cole and theFunky Divas won a spot on the TeenFest programme to be staged <strong>in</strong> K<strong>in</strong>g’sPark later <strong>in</strong> the year.Asked how he felt about w<strong>in</strong>n<strong>in</strong>g the contest, Cole had one word,“Awesome!” Cole is self- taught and practises ma<strong>in</strong>ly at home. As well asmeet<strong>in</strong>g the tough criteria set by Keep Brita<strong>in</strong> Tidy,the School’s unique woodland classroom facilitieswere s<strong>in</strong>gled out for praise by the Eco-Schools assessorfollow<strong>in</strong>g her visit <strong>in</strong> May.The facilities are the culm<strong>in</strong>ation of 18 months’ workby a group of school governors, staff, parents andvolunteers, as well as community groups. The expertiseand practical assistance of Bolsover WoodlandEnterprise <strong>in</strong> particular was <strong>in</strong>valuable. The teamworked mostly dur<strong>in</strong>g the school holidays to developthe woodland area <strong>in</strong> the school grounds. This will be up and runn<strong>in</strong>gfrom summer 2011 – dates and venues to be announced<strong>in</strong> the media and on the <strong>Council</strong>’s website.This <strong>in</strong>itiative is to engage with young people aged 11 to18 <strong>in</strong> their local environment.Pa<strong>in</strong>tball<strong>in</strong>g is a physically demand<strong>in</strong>g activity thatencourages team work, trust and cooperation betweenthose tak<strong>in</strong>g part. It is a safe and fun way for youngstersto develop tactical and communication skills (both verbaland non-verbal) <strong>in</strong> a monitored environment us<strong>in</strong>g<strong>Council</strong> and Parish Multi Use Games Area’s and otherassociated grassed open spaces dur<strong>in</strong>g even<strong>in</strong>g, weekendand school holiday periods. 18 www.bassetlaw.gov.ukHelp at hand for families<strong>Bassetlaw</strong> families that have to cope withmembers behav<strong>in</strong>g so badly that they aresubject to court discipl<strong>in</strong>e are able to get helpfrom the Nott<strong>in</strong>ghamshire Family InterventionProject. This is a multi-agency partnershipthat works with affected families referred to it.Families referred will usually be known cases tothe Youth Offend<strong>in</strong>g Service, Probation, ASBOfficers, Police and/or Children’s Services. Asa m<strong>in</strong>imum, families are referred when thereare real concerns around eviction and one ormore family members are currently subject toenforcement actions for anti-social behaviour,are known to the Youth Justice System or areresponsible for a child under the age of 18.Each family referred to the Project will havea comprehensive support package that willaddress the needs of each family member.Depend<strong>in</strong>g on the <strong>in</strong>dividual circumstances ofeach of the referred families this support willbe of three broad k<strong>in</strong>ds:• Outreach service: the key partnership workerprovides structured <strong>in</strong>dividual and familysessions to work with the family on a rangeof issues as identified to caus<strong>in</strong>g theirantisocial or crim<strong>in</strong>al behaviour• Dispersed service: families are providedwith non-secure accommodation out ofthe immediate area .where the key workerwill provide the same k<strong>in</strong>d of structured<strong>in</strong>dividual and family sessions. If thefamily complies with the <strong>in</strong>tervention andbehaviour significantly improves then thetenancy can be made secure• Family Intervention Tenancy: may be usedfor the purpose of provid<strong>in</strong>g behavioursupport services that have been outl<strong>in</strong>ed<strong>in</strong> a written behaviour support agreement.The behaviour support agreement will be anagreement between the tenant, the FamilyIntervention Project, the social landlordand all agencies that are provid<strong>in</strong>g support.Aga<strong>in</strong> the accommodation is to be providedaway from their local area.In all cases, the key partnership worker<strong>in</strong>stigates the plan with time scales andcoord<strong>in</strong>ates the <strong>in</strong>volvement of thenecessary agencies to ensure the needs ofthe family regard<strong>in</strong>g time tabl<strong>in</strong>g and diaryappo<strong>in</strong>tments are met.There is a clear process of escalation withrespect to safeguard<strong>in</strong>g and child protectionand the Family Intervention Project sits acrossSocial Care and <strong>Bassetlaw</strong> <strong>District</strong> <strong>Council</strong>.Bev McKay, <strong>Bassetlaw</strong>’s Family InterventionWorker commented, “I’m work<strong>in</strong>g closely withA1 Hous<strong>in</strong>g, ASB Officers, Youth Offend<strong>in</strong>gServices and the local schools regard<strong>in</strong>gthe families I am currently support<strong>in</strong>g. More than 2,370 <strong>in</strong>cidents have beenreported <strong>in</strong> the area to date.The Top-up Safe campaign visited Nott<strong>in</strong>gham<strong>in</strong> March 2011 to warn customers to steer clearof the crim<strong>in</strong>al gangs beh<strong>in</strong>d a doorstep crimeoffer<strong>in</strong>g people electricity top-ups what seem tobe reduced prices.
