2 nd Edition(i)(j)determines conditions of service, the disciplinaryprovisions and the privileges and functions of itsemployees, and may, in the manner set out in thedisciplinary rules, suspend or dismiss any employee ofthe University; andmay order an employee whom it has suspended torefrain from being on any premises under the controlof the University and to refrain from participating inany of the University’s activities or issue such otherconditions as it may deem necessary.(3) Without derogating from the generality of subparagraph(1), the council:(a) may frame the institutional Statute and anyamendments thereto;(b) appoints the senior management;(c) subject to the policy determined by the Minister,determines the language policy of the Universityafter consultation with the senate;(d) determines, after consultation with the senate, whichacademic structures are required and the functionsof each structure, in order to ensure efficientgovernance;(e) determines tuition fees, accommodation feesand any other fees payable by students as well asaccommodation fees payable by employees;(f) approves the annual budget of the University;(g) may conclude loan or overdraft agreements, subjectto the proviso that the approval of the Ministeris required whenever the aggregate of existingborrowings plus the new contemplated borrowingexceeds 5 per cent of the average annual incomeof the University during the two years immediatelypreceding such agreement;12
