A chemical or comb<strong>in</strong>ation <strong>of</strong> chemicals that poses areasonable risk <strong>of</strong> caus<strong>in</strong>g an explosion, fire, or otherdanger to the life or health <strong>of</strong> persons who are <strong>in</strong> thevic<strong>in</strong>ity while the chemical or comb<strong>in</strong>ation <strong>of</strong> chemicalsis used or <strong>in</strong>tended to be used <strong>in</strong> any <strong>of</strong> the follow<strong>in</strong>gways: the process <strong>of</strong> manufactur<strong>in</strong>g an illegal orcontrolled substance; as a precursor <strong>in</strong> themanufactur<strong>in</strong>g <strong>of</strong> an illegal or controlled substance oras an <strong>in</strong>termediary <strong>in</strong> the manufactur<strong>in</strong>g <strong>of</strong> an illegal orcontrolled substance.
