The person responsible for the care of the child isabsent, or though present, was asked and refused toconsent to the removal of the child and was informedof an intent to apply for an order under this section, orthere is reasonable cause to believe that a request forconsent would further endanger the child, or there isreasonable cause to believe that a request for consentwill cause the parent, guardian, or legal custodian totake flight with the child.
