功 成 身 退轉眼 間 , 我 出 任 世 界 自 然 基 金 會 香 港 分 會 主 席 已 有 八 年 。 任 期 剛告 一 段 落 , 我 亦 趁 此 機 會 , 回 顧 過 去 數 年 的 工 作 , 發 現 無 論 是機 構 本 身 , 還 是 保 育 這 個 界 別 , 都 出 現 了 不 少 重 大 變 化 。初 上 任 時 , 氣 候 變 化 只 是 專 家 的 討 論 議 題 , 科 學 家 對 全 球 暖 化 及 其 人 為因 素 , 多 抱 懷 疑 態 度 。 然 而 , 時 至 今 日 , 這 個 概 念 已 得 到 公 眾 廣 泛 認 識 ,科 學 家 亦 就 問 題 達 成 共 識 。公 眾 不 但 認 識 多 了 氣 候 變 化 , 亦 日 漸 加 深 了 解 各 類 環 境 問 題 : 漁 業 資 源急 劇 減 少 、 天 然 生 態 環 境 流 失 、 物 種 迅 速 滅 絕 、 生 物 多 樣 性 下 降 、 污 染 、人 口 增 加 令 地 球 資 源 遭 過 度 開 採 。傳 媒 廣 泛 報 導 環 保 議 題 , 政 客 公 開 指 出 問 題 的 嚴 重 性 , 在 在 反 映 公 眾 對環 境 的 關 注 , 這 些 報 導 及 言 論 , 亦 有 助 普 羅 大 眾 掌 握 最 新 資 訊 。的 確 , 公 眾 意 識 提 高 , 更 多 人 關 注 環 境 , 絕 對 是 我 們 所 樂 見 的 。 不 過 , 要 解決 環 保 問 題 , 不 能 只 有 空 談 , 必 須 配 合 各 方 的 行 動 : 個 人 須 改 善 生 活 習 慣 , 更 謹慎 地 作 出 消 費 選 擇 ; 各 國 領 袖 及 政 客 須 果 斷 地 作 出 影 響 深 遠 的 決 策 。 大 家 可 能有 朝 一 日 都 會 這 樣 做 , 但 究 竟 要 等 到 何 時 ? 那 一 天 來 臨 前 , 環 境 會 受 到 怎 樣 的破 壞 ? 或 者 , 人 類 要 經 歷 一 、 兩 次 的 大 災 難 , 才 會 醒 覺 過 來 。 這 就 是 人 性 。身 處 這 個 世 代 , 每 個 人 都 須 採 取 行 動 , 給 予 前 線 保 育 人 士 支 持 。 世 界 自 然基 金 會 的 工 作 人 員 滿 有 熱 誠 、 能 力 , 且 積 極 面 對 問 題 , 為 保 育 盡 心 盡 力 , 帶 來顯 著 的 保 育 成 果 , 絕 對 值 得 信 賴 。 環 境 問 題 日 趨 嚴 重 , 我 們 須 抓 緊 時 間 , 向 各界 游 說 、 倡 議 , 推 行 實 地 保 育 工 作 。 無 論 是 保 護 米 埔 的 泥 灘 , 還 是 向 政 府 高官 進 行 游 說 , 都 是 本 會 重 視 的 工 作 範 疇 。擔 任 世 界 自 然 基 金 會 主 席 這 段 日 子 , 充 滿 著 不 少 難 忘 的 經 歷 : 在 米 埔 渡過 的 奇 妙 晚 上 、 海 下 灣 海 洋 生 物 中 心 的 落 成 和 開 幕 、 在 香 港 觀 鳥 大 賽 中 親 歷香 港 壯 麗 的 野 外 環 境 和 觀 賞 豐 富 鳥 類 品 種 、 成 功 保 護 大 小 鴉 洲 、 推 行 「 拯 救海 洋 大 行 動 」 保 護 本 港 漁 業 資 源 和 海 洋 環 境 、 與 世 界 各 地 的 前 線 保 育 人 士 在世 界 自 然 基 金 會 的 年 度 會 議 上 會 面 及 互 相 學 習 等 等 。 不 過 , 最 深 刻 的 , 始 終是 與 一 眾 堅 毅 不 屈 、 才 幹 之 士 朝 同 一 目 標 努 力 , 保 護 地 球 。我 希 望 藉 此 機 會 答 謝 各 位 的 支 持 , 並 懇 請 大 家 繼 續 支 持 世 界 自 然 基 金 會及 新 一 屆 主 席 楊 子 信 , 一 同 迎 接 充 滿 挑 戰 的 未 來 。 沒 有 你 們 的 支 持 , 我 們絕 不 能 進 行 優 質 的 保 育 和 教 育 項 目 !A fond look backMy term as Chairman of WWF Hong Kong has come to an end and itis time to reflect on eight years which saw dramatic changes in WWFand in the world of conservation.When I began my term, climate change was an issue known only tospecialists. The scientific community as a whole was skeptical about globalwarming and its man-made causes. Today, there is high public awareness of theissue, as well as consensus in the scientific community.Apart from climate change, there is also growing public awareness of rapiddeterioration in many other areas; such as collapsing fisheries, disappearance ofwild habitat, an unprecedented rate of species extinction and loss of biodiversity,pollution, and general overexploitation of our increasingly crowded planet.Reflecting and feeding this public awareness is the significantly higher profileof environmental issues in the media, and in the pronouncements of politicians.So: much higher awareness all round, and much talk. That is good progress.But action must follow. Action on the part of individuals in the lifestyle andconsumer choices that they make. Action on the part of leaders and politiciansto make bold and far-reaching decisions. All this will come. The questionis, how soon? What damage will be done in the meantime? We may need acatastrophe or two to encourage us to move along – such is human nature.In times like these, it is important for each of us to take action, and to supportthose who are leading the charge. WWF consists of people who have dedicatedtheir lives to conservation – committed, capable and in many cases, brave. Wecarry enormous credibility and we get results. And there has never been a morepressing time for our lobbying, advocacy and in-field conservation work. Fromthe mudflats of Mai Po to the highest levels of government – we are there.Highlights of my years as Chairman include: magical evenings spent atMai Po; completing and opening the Hoi Ha Marine Life Centre; taking partin the Big Bird Race and experiencing Hong Kong’s spectacular wildernessareas and rich bird life; winning the battle to preserve the Soko Islands;fighting to preserve our fisheries and marine environment through the SaveOur Seas campaign; and attendingWWF Annual Conferences – meetingand learning from conservationistsworking at the front line all around theworld. But most of all, working with abunch of determined, dedicated andcapable people in a common cause.It only remains for me to thank youfor your support, and to ask that youcontinue that support for WWF and for mysuccessor, Trevor Yang, who must now steerthe organisation through the challengingyears ahead. But this year has shown that you, as an individual,can make a difference to projects that range in scale from a birdhide in Mai Po to protecting the vast array of marine life inHong Kong’s waters. WWF Hong Kong has had some stunningsuccesses in the past year – all due to the enthusiastic andgenerous support of its members.It’s you, our members, who make WWF strong. Bysupporting us with your money, time and voices, it becomespossible to tackle the many environmental issues that we nowface. Both individual and corporate members are essential to ourwork in spreading the word and promoting measures to improvethe environment we live in.Our biggest and most public success of the past year wasthe phenomenal response to the Save Our Seas (SOS) petition.In a little more than two months we collected a record 58,000signatures. Taken together, theseresults were no doubt the impetus for the Chief Executive’sannouncement in his Policy Address to take action and establishproper management of Hong Kong’s fisheries.We also had another great success when our members turnedout in force to support WWF’s pledge campaign for the GreatestRace on Earth, a global series of four marathons run by nationalteams. The Hong Kong team ranked third overall in pledges,which netted WWF Hong Kong a US$150,000 donation fromStandard Chartered Bank (Hong Kong) Limited that has beenused to launch our Ocean Witness campaign.Our corporate members have also been extremelysupportive and active in the past year. Yet the challenges of reducingthe amount of greenhouse gases that we release into theatmosphere remain daunting. We rely on burning fossil fuels tolight our homes, power our cars and produce our goods.However hard it may be to shift our habits, we must keepworking to find solutions to this problem. Besides spreadingthe message about climate change through programmes such asClimateers and Earth Hour, WWF is also focused on educationto foster better habits in coming generations.In September 2007, the Swire Group Charitable Trust begansponsoring a five-year WWF education initiative – Sustainablelifestyle Target Education Programme (STEP) – to integratelessons about climate change into primary schools’ curricula.Bringing this message to young students can be difficult, as theeffects of climate change are not as visible as, for example,waste reduction programmes and images of landfills. But itis essential that children be taught about how to reduce theircarbon emissions, so that they can adopt a sustainable lifestylewhile young, and thus learn how to live a low-impact life.We are working with seven local schools to develop a learning© WWF Hong Kongannual review 2007-2008

氣 候 變 化 climate change大 眾 同 參 與「 氣 候 正 能 量 」 行 動 作 為 鼓 勵 市 民 對 抗 氣 候 變 化 、 實 踐 低 碳 生 活 的平 台 , 於 去 年 取 得 莫 大 進 展 。 透 過 將 本 港 社 會 各 界 人 士 團 結 起 來 ,並 為 他 們 提 供 工 具 和 資 訊 作 輔 助 ,「 氣 候 正 能 量 」 已 為 本 會 日 後 的行 動 奠 定 基 礎 。 本 會 並 已 開 始 策 劃 大 型 公 眾 參 與 運 動 「 地 球 一 小 時2009」( 請 參 看 第 11 頁 的 「 最 新 動 態 」)。2007 年 11 月 ,「 氣 候 正 能 量 」 網 站 向 市 民 介 紹 香 港 首 個 碳 足 印計 算 器 。 此 碳 足 印 計 算 器 榮 獲 豐 銀 行 慈 善 基 金 贊 助 , 至 今 已 有 逾20,000 名 市 民 登 入 網 站 , 計 算 自 己 的 碳 足 印 , 並 了 解 可 採 取 甚 麼 行 動 ,以 減 少 二 氧 化 碳 的 排 放 。此 外 , 本 會 亦 獲 得 一 筆 捐 款 , 得 以 開 始 製 作 《 低 碳 生 活 ─ 電 器選 購 指 南 》, 將 九 類 電 器 產 品 中 , 最 符 合 能 源 效 益 的 型 號 列 出 , 從 而協 助 消 費 者 減 少 其 碳 足 印 , 確 切 實 踐 低 碳 生 活 方 式 。企 業 齊 響 應作 為 亞 洲 金 融 中 心 , 香 港 的 商 業 活 動 對 環 境 影 響 重 大 。 辦 公 室 於 香港 所 佔 面 積 超 過 1,000 萬 平 方 米 , 故 公 司 管 理 政 策 對 碳 排 放 量 的 影響 可 謂 舉 足 輕 重 。 行 政 長 官 在 2008 年 的 施 政 報 告 中 亦 有 談 及 此 問題 , 更 提 出 低 碳 經 濟 的 概 念 。世 界 自 然 基 金 會 一 直 致 力 推 行 低 碳 企 業 行 動 。 今 年 本 會 蒙 豐銀 行 慈 善 基 金 撥 款 支 持 , 得 以 展 開 推 廣 低 碳 辦 公 室 的 LOOP 計 劃 ,為 首 個 針 對 企 業 的 減 碳 計 劃 。 計 劃 協 助 本 地 公 司 改 善 辦 公 室 設 備 、採 取 最 有 效 的 管 理 措 施 、 及 鼓 勵 員 工 實 行 環 保 工 作 方 式 , 從 而 減 少公 司 的 碳 足 印 。氣 候 正 能 量 項 目 幫 助 市 民 減 低 碳 足 印 。The Climateers programme is helping to show individuals how to reduce their carbon footprint.plan that can make this complicated topic understandable forprimary students. WWF has hosted two teacher workshops, oneeach at the Mai Po Nature Reserve and Hoi Ha Marine Life Centre,in order to discuss the topics in a more interactive environment.Community actionThe Climateers programme has seen continued growth in thepast year as a platform to engage the wider community in takingaction on climate change and adopting a low carbon lifestyle.By linking individuals together in Hong Kong and giving themthe tools and information to assist them, Climateers has laid thegroundwork for us to accomplish even more in the future and weare already planning for major community involvement for EarthHour in 2009 (sidebar p.11).In November 2007, the first carbon calculator for Hong Kongwas launched on the Climateers website. Created with the fundingfrom the HSBC’s charitable trust, the Hongkong Bank Foundation,more than 20,000 people have used the calculator to tally theircarbon footprint and learn how to reduce their carbon emissions.Thanks to a generous donation, work was also begunthis year on the Low Carbon Living Appliances Guide. LOOP is the firstprogramme of its kind and enables local office-based companiesto shrink their carbon footprint by improving their officeequipment technologies, adopting best management practices, andencouraging employees to adopt eco-friendly behaviours. One ofthe key components of the programme is a carbon accounting toolthat will give office managers an easy way to track, manage andreduce their carbon emissions in the office environment.LOOP is being designed in collaboration with a group of “pilot”companies working with WWF and SGS to develop and test themethodology. These include HSBC, KPMG, Li & Fung, and TheBody Shop. Through programmes such as this, we are engagingwith our corporate members to help them change their operationalprocedures and energy usage in order to reduce carbon emissions.Manufacturing is another major source of carbon emissionsand with the support of Bowen Capital Asia Green Dragon Fund,WWF has developed the Low Carbon Manufacturing Programme(LCMP) for Hong Kong companies that operate factories inChina. With a particular focus on the Pearl River Delta (PRD), thisprogramme has set the stage for a significant reduction in carbonemissions for the region.The LCMP will have two parts: the first is a carbonaccounting system for use by PRD manufacturers. Intended to bea simple, versatile system, it will allow manufacturers to developand track their own footprint data according to internationalcarbon accounting standards.The second part of the programme will be a labelling systemto recognize individual factories based on their implementation ofgreenhouse gas management systems, deployment of technologies,and improvement of their carbon footprint. The label will allowtop carbon reducers to distinguish their factories from others inthe region. LCMP will soon be launched in industry sectors suchas electronics, plastics, and textile and apparel.Future strategyThrough our two-pronged approach focusing on both individualsand corporations, we have been able to start reshaping how peoplethink about and respond to climate change. Looking ahead, wewill continue our efforts to bring this message to an even wideraudience and build upon the foundations created this past year.With the forthcoming launch of LOOP and our climate changeeducation programme in local schools, we will continue to buildon our successes in the battle to reduce carbon emissions. Thesupport of our members in these endeavours is critical becausefinancial support is not enough to stop rising temperatures. Because we are the ones responsible for the massive amounts of greenhouse gases beingemitted, it is up to all of us to take a stand and change our habits before we push our planetaryecosystem too far.In 2007, WWF Australia organised the first Earth Hour event in Sydney, Australia. The goal wassimple: get as many individuals and businesses as possible to turn off their lights for one hour. On 31March of that year, more than two million Sydney residents and 2,100 businesses switched off. Even theiconic Opera House went dark – creating a dramatic visual that spread the word about climate change.In 2008, Earth Hour spread to more than 370 cities in 35 countries around the globe with upwardsof 50 million people participating. This helped to bring the message of climate change to people acrossthe world, and promises to make the next Earth Hour, on 28 March 2009, even bigger and better.WWF Hong Kong is committed to demonstrating our concern about climate change throughparticipation in Earth Hour 2009. In 2007, 114 species – 20percent of all shark and related species – were listedon the International Union for the Conservation ofNature’s Red list – an eight-fold increase from justa decade ago. Almost every proposed project,programme and initiative must make its informationavailable to the public and have a period for public comment.Development projects are no different but with the breakneckpace of construction and growth in Hong Kong, plus the lengthand highly technical language of the related documents, it is nextto impossible for the average person to stay abreast of the latestplans. The demands of family, employers and life in general leavelittle time to think about the numerous development proposalsthat are submitted every year, even for those who care deeplyabout protecting our natural heritage.Enter WWF’s team of scientists and policy experts. This smallgroup acts as Hong Kong’s watchdog – reviewing developmentproposals for ecologically sensitive areas that range in scale fromsmall village projects to the biggest commercial developments.Each project carries with it potential risks to the naturalenvironment and our team reviews the proposal to pinpointsignificant risks and, if found, offers solutions to mitigate thenegative environmental impacts, and occasionally to try andprevent the project going ahead.Requiring long hours behind a desk poring over reports, withthe occasional site visits to perform first-hand investigations, itisn’t the most glamourous of jobs. Of these,17 projects were required to address specific issues raisedby WWF and another five were approved with conditionsrequested by WWF. Eight projects were withdrawn or deferredby the applicants, possibly because of objections from WWF, inaddition to other green groups or local communities under thetown planning process.WWF plays a very important role during theseconsultation periods. In a review of all the EIAs from 2005 to2007, it was found that on almost half of the projects WWFwas either the only respondent or one of only two or three.With few or no comments coming from other sources, it isclear that our team’s work is crucial in making sure that HongKong’s development proceeds in a manner that limits itsnegative impact on our environment.With the constant growth of Hong Kong’s population,it is inevitable that new development will be necessary. Farfrom being anti-development, WWF wants to work withthe relevant parties to encourage sustainable developmentpolicies and planning. In the past year, two New DevelopmentAreas (NDAs), at Kwu Tung North and Fanling North, wereproposed by the government.Both of these NDAs are situated near to the Long Valleywetland, an important site for water birds. WWF expressedconcern that developments of this size, together with otherproposed developments including the Fanling Bypass, mightannual review 2007-2008 21

Supplies and money were rushedinto the province to help with rescue and rebuilding efforts.Though the tremendous loss of life is tragic, the outpouring ofsupport showed the best of humanity.In addition to the impact on people in the area, thequake also had a profound effect on local wildlife. As one ofthe last remaining habitats of the Giant panda, Sichuan wasa centre for WWF’s conservation efforts. Begun in 1980, ourwork has helped the panda population grow by 40 percentto more than 1,600 in total.© Associated Press22 annual review 2007-2008

Following the quake, 86 of the 110 conservation projectsrun by WWF in the area were halted due to damage. Notwanting to lose the gains that we had worked so hard forthree decades to create, a worldwide call was made forfinancial assistance to help WWF restart these vital projects.Here in Hong Kong, the response was excellent,helping us to raise over $350,000 which will go directlyto the sites most in need. After assisting with therescue efforts in the initial aftermath, WWF turnedits attention to rebuilding. In the months since, WWFhas held workshops for local NGOs and staff from 12panda reserves in the province, including Wolong. Thesesessions have given workers the tools and knowledgeneeded to perform a full assessment and get started onrestoring these facilities and their related programmes.The extensive network of equipment to monitor wildpandas in the area was severely damaged as were theprotection stations and key roads to the nature reserves.Following the initial assessments, WWF began rebuildingefforts aimed at restarting work at all 21 reserves inthe area as soon as possible. Temporary monitoring andpatrolling equipment has also been deployed to helpassess the wild panda population following the quake.All of this has been made possible through the effortsof volunteers and workers in China giving their time andeffort to help restore the local environment. The tasks thatlay ahead are considerable, but thanks to the continuedfinancial support from WWF’s members and supporters,both in Hong Kong and around the world, Sichuan and itspandas are on the path to recovery.世 界 自 然 基 金 會 致 力 讓 發 展 與 保 育 可 和 諧 並 存 。Ensuring development in harmony with the environment is WWF’s goal.cause cumulative impacts to the wetland and create a seriousdisturbance to wildlife. These concerns were adopted into thestudy brief issued in January 2008, requiring that the EIA addressthe impact on the wetland and its wildlife.Through continual monitoring of new proposals like this one,we are able to help shape the city’s development. Hong Kong has arich natural environment that offers great ecological diversity andthe WWF conservation team is committed to using their expertiseand long-experience to monitor development and ensure that it isdone in harmony with nature.To complement our watchdog role, we also work to educatepeople about ecologically important areas and help maintainthose areas by balancing the needs of development with theneeds of the environment. Now finishing its second year, WWFhas been working with the Hong Kong Police Force on theenvironmental badge scheme for the Junior Police Call. After subtracting the oceans, icecaps, glaciers and other frozen areas, the amount of freshwateravailable for our use is limited – barely one percent of all water.We’ve grown accustomed to having water available ondemand, just a quick turn of the tap and out flows clean, clearwater ready for our consumption and use. But this resource isnecessary for much more than meeting human needs. The planet’sfinite freshwater resources support a very rich biodiversity that isincreasingly under threat from human activities.Freshwater plays a vital role in the ecosystems of not justHong Kong but the entire world. What happens to the freshwaterenvironment outside of Hong Kong will have reverberations thatwill make their way back to us and affect our environment and ourlives. As such, it is important that our conservation efforts not belimited to local areas.Southern China’s wetlandsSince 2006, WWF Hong Kong has been working on a five-yearconservation project centred on two wetlands in southern China.Sponsored by the Hongkong Bank Foundation, our efforts havehelped to build and establish sound management programmes atthe Zhangjiang Estuary National Mangrove Nature Reserve andat the Haifeng Nature Reserve. For these sites inChina, recognition from this international body came earlierthan expected and boosts efforts to attract funding to supporttheir wetlands management programmes. In Haifeng, wehelped the reserve make its Ramsar application in addition toassisting in the design and planning of habitat managementand monitoring programmes.At the Zhangjiang reserve, WWF helped in developing along-term monitoring programme that was the first to recordthe presence of the endangered Black-faced spoonbill inDecember 2007. Our efforts also went towards the creationof an experimental project to develop alternative livelihoodopportunities as well as conducting Education for SustainableDevelopment and other programmes to raise awareness amongthe local population.A major component of our education effort was the launchof a new education pack as part of the HSBC/WWF South ChinaWetlands Project in the Zhangjiang Estuary. The pack will be usedin several local senior secondary schools and all junior secondaryschools in Zhangjiang County for a new Education for SustainableDevelopment curriculum. With the pack, teachers will be betterequipped to teach wetland conservation issues and solutions inthe classroom, which is essential in creating the enthusiasm andcommitment needed for these wetland programmes to succeed inthe long term.Students will also make site visits to the wetland reserve aspart of the new curriculum. WWF has been working with thelocal reserve staff to help them develop education programmes atthe reserve so that all visitors, whether students or the public atlarge, can come away from their visit with a greater awareness andappreciation of the essential role played by wetlands.Training for teachers and management staff was carried out atthe Mai Po Nature Reserve. Weeklong intensive training sessionswere held to introduce educators from mainland China to howthese topics are taught within Hong Kong. Interactive lessons are akey part of the Hong Kong curriculum, and these training sessionsgave our Chinese counterparts the opportunity to learn how tobetter engage their own students in a fun way.Big Bird turns 25This year’s Big Bird Race marked 25 years of avid bird watchersturning out to raise money for WWF. In the race’s earliestyears, the funds brought in by the event were used to purchasemanagement and conservation rights for the Mai Po shrimpponds, helping to create the present Mai Po Nature Reserve –a wetland of international importance.Since then, the proceeds from each year’s race have gonetowards supporting daily operations at, and improvementsof, Mai Po and its facilities. In addition to hosting thousandsof visitors every year, Mai Po has become a regional centrefor training and expertise on wetlands management. Reservemanagers, scientists, educators and government officials fromacross East Asia have visited Mai Po to learn about best practicesin wetlands management and wildlife monitoring programmes.Lew Young served as the manager of Mai Po since he joinedWWF Hong Kong in 1991. In 2008, he moved on from WWFHong Kong, taking up a position with the Ramsar Secretariat inSwitzerland. His new duties include advising governments andNGOs on Ramsar issues in the Asia-Oceania region and we lookforward to continuing to work with him in his new role. The biodiversity under the waves,once a sight to behold, is a shadow of its former glory. And thethreats that have chipped away at our marine environment are stillan issue: overfishing, unsustainable fishing practices, pollution,and shrinking ocean habitats from land reclamation.The biggest obstacle to marine conservation is that theseproblems are hidden from most people. The trash choking ourseabeds and unsustainable fishing practices that strip awaymarine life from Hong Kong’s waters are invisible to the public.Without a public clamour to take action, the government hasfailed to institute conservation policies that would protectHong Kong’s seas and put them on the path to a healthy,vibrant future.Against this backdrop, WWF has been working hard toencourage the creation of sustainable marine policies to preventthe further loss of Hong Kong’s marine biodiversity. Ninety-eightpercent of respondents said that such zones were reasonable– proof that the vast majority of Hong Kong residents want tosee changes in how our seas are managed.In March 2008, WWF launched a petition to capture thepublic support for SOS. By June, the petition had amassed morethan 58,000 signatures – a record response for WWF and thelargest public environmental petition ever in Hong Kong. A draft ofthe report recommended a total ban on trawling within HongKong’s waters, placing a cap on the number of fishing vessels andlimiting new entrants.These recommendations represent a huge step for the futureof Hong Kong’s marine environment and there is no doubt thatthe tens of thousands of voices that joined together in the SOScampaign played a crucial role. Thanks to the involvement of all theindividuals who signed the petition and forwarded it to their friendsand families, Hong Kong’s seas have a brighter, more vibrant future.Looking ahead there is still more work to do. Though the centre has been in operation since2004, the final touches on the centre’s facilities were finished andthe official opening ceremony held in January 2008. As the only“classroom-on-the-sea” in China, the centre provides unparallelededucational opportunities to the students and groups that visit.Perched over the bay, the centre was planned and constructedwith great care to ensure that the environmental impact on thenearby coral and local marine life was kept to a minimum. Thefacilities feature the latest technology to support the centre’seducation programmes. Field testing equipment and handheldcomputers enable visitors to fully engage with the material beingdiscussed – whether the lessons are inside the centre or outsideon the beach. And with its increased capacity, the centre will beable to host more visitors – 160 school groups and 100 special30 annual review 2007-2008

And of course, numerous individualdonations went into completing the centre.With the centre fully operational, the focus is now on tofurther expanding its capabilities and services. In addition tocontinuing the vital task of educating the public about marineconservation, WWF plans to develop it as a training hub fornatural marine resources management and education.Success on the seaWe have seen some stunning successes this past year in ourmarine conservation efforts, and as we look to the comingyear, we hope to build on this momentum to achieve evenmore. The SOS campaign continues as we work to get no-takezones established, put a stop to trawling and regulate localfishing vessels. At Hoi Ha Wan, we are excited about the newopportunities at the centre and will continue to expand andenlarge the facility’s programmes to make best use of such aunique resource.We owe our successes to the many thousands of people whohave contributed their time, money and efforts to our cause andshare our vision for the amazing asset that a healthy sea would be.Both individuals and corporations have shown incredible supportfor WWF this past year and it has resulted in some equally bigaccomplishments. Thework we do to protect and conserve our environment needs toreflect the borderless nature of the problems that we face. WWFHong Kong has been extending the reach of its programmes inorder to take action where it is most needed.China’s wetlandsLeveraging our experience from managing the Mai Po NatureReserve, WWF Hong Kong has played an important role indeveloping two wetland reserves in Haifeng and Zhangjiangkou.WWF Hong Kong also provided training to staff from the HongHu wetland reserve. The efforts of the reserve staffs from bothChina and Hong Kong were recognized in February 2008 whenall three wetland reserves were granted Ramsar status.WWF Hong Kong contributed to these projects througha variety of measures. By encouraging traditional aquaculture, WWFwill help improve the ecological benefits to waterbirds whilesimultaneously helping the local economy.Through our cooperation with these wetlands reserves inChina, we have boosted efforts to protect the many importantwetland areas along the East Asian – Australasian Flyway. Ourwork in Southern China is expanding our reach in a way that willboost conservation efforts in both Hong Kong and beyond.Reef protectionWe are also involved with the Coral Triangle Initiative, whichseeks to protect the important coral reefs and communities that fillthe waters from the Philippines to the Solomon Islands. In addition to supporting WWF’s largerefforts to eradicate destructive fishing practices, WWF HongKong is trying to influence people’s consumption by presentingthe concept of sustainability. This includes knowing where andhow the seafood we consume is captured or produced and theeffects that these practices have on the environment. Throughprogrammes like our Seafood Choice Initiative we aim to reducethe consumption of threatened species and of species that arefished or reared in ways that damage the environment.Going globalWe are also in the process of realigning our operations to fit withinWWF’s new Global Programme Framework, which guides theWWF global network on its conservation priorities until 2020. Forour members this change will not be overly visible, but internallythis is an important step in linking together our efforts in HongKong with WWF’s other offices across the globe. We are most grateful to ourdonors, whose contributions make our continued work possible.The following highlights are from WWF Hong Kong’sfinances which have been audited by Grant Thornton, and arecalculated using the WWF International Standard. The fullaudited financial statements for the year ended 30 June 2008 arepublished in our Annual Report and Accounts.Our major incomeBoth individual and corporate donations continue to be ourmajor sources of income, with both contributing to more than 67percent of our total income. This year our membership base grew,resulting in an increase of 39 percent in individual membershipsubscriptions. Overall, this revenue segment contributes 91percent of our total individual donations (HK$16.8 million), withthe remaining 9 percent from general donations (HK$1.1 million)and a legacy donation (HK$0.6 million).Corporate donations are the second most important revenuesource with 48 percent coming from our corporate members(HK$6.5 million) and unrestricted corporate donations (HK$0.4million). This year we have achieved 7.5percent increase in total income. 行 政 總 裁 的 話 ceo’s letter同 創 生 生 不 息 的 地 球Legacy ofa living planet2007至 2008 財 政 年 度 對 本 會 別 具 意 義 : 回 顧過 去 一 年 , 本 會 在 多 個 保 育 項 目 上 取 得突 破 進 展 : 賽 馬 會 豐 世 界 自 然 ( 香 港 )基 金 會 海 下 灣 海 洋 生 物 中 心 正 式 開 幕 , 這 個 項 目 歷 時 數 年 , 終 於竣 工 , 為 本 地 學 生 提 供 優 質 的 海 洋 教 育 活 動 。教 育 , 是 本 會 達 成 保 育 目 標 的 重 要 工 具 , 而 這 個 「 海 上 教 室 」 讓 我們 可 以 透 過 革 新 的 教 學 模 式 , 傳 遞 保 育 知 識 給 年 青 一 代 , 同 時 充 分 展示 本 會 海 洋 保 育 工 作 的 重 要 理 念 。這 一 年 中 , 我 們 多 方 面 的 工 作 取 得 重 要 成 果 。2008 年 中 ,「 拯 救海 洋 大 行 動 」 請 願 運 動 得 到 超 過 58,000 名 人 士 簽 名 支 持 , 打 破 了 香 港歷 來 的 環 保 請 願 運 動 紀 錄 。 民 眾 的 強 烈 訴 求 , 無 疑 促 使 香 港 特 區 行 政長 官 在 2008 年 施 政 報 告 中 , 宣 布 於 海 岸 公 園 內 禁 止 商 業 捕 魚 活 動 。施 政 報 告 也 提 到 在 港 推 行 低 碳 經 濟 , 反 映 政 府 愈 來 愈 重 視 氣 候變 化 帶 來 的 威 脅 。 本 會 得 到 豐 的 支 持 , 推 出 首 個 為 香 港 度 身 訂 造的 碳 足 印 計 算 器 , 供 港 人 計 算 日 常 生 活 造 成 的 碳 足 印 。本 會 亦 已 開 始 編 製 《 香 港 生 態 足 印 報 告 》, 分 析 港 人 資 源 消 耗模 式 和 生 態 足 印 的 改 變 , 為 未 來 的 工 作 提 供 重 要 基 礎 。就 在 今 個 財 政 年 度 結 束 後 , 政 府 公 布 與 內 地 簽 署 能 源 供 應 協議 , 大 大 減 低 了 在 大 小 鴉 洲 與 建 液 化 天 然 氣 接 收 站 的 需 要 , 令 這 個魚 類 孕 育 場 地 免 受 破 壞 。從 這 份 年 報 , 你 可 看 到 本 會 在 香 港 、 華 南 及 鄰 近 地 區 , 推 出 多項 優 質 保 育 和 教 育 項 目 。 唯 有 得 到 你 們 的 支 持 , 我 們 才 可 成 就 這 些保 育 佳 績 。Ibelieve the 2007-2008 fiscal year has been one of the mostremarkable in the history of WWF Hong Kong. In January2008, we officially opened the Jockey Club HSBC WWFHong Kong Hoi Ha Marine Life Centre. This project has beenin progress for many years and now offers first-class marineeducation programmes for local students.The completed facility has been used to demonstrate theunderlying principles of our marine conservation activities.Education is a fundamental tool for us and the “classroom in thesea” concept is at the cusp of an education revolution.During the course of the year we have seen other majoraccomplishments. With 58,000 signatures collected, the SOSpetition in Spring 2008 became the largest environmentalpetition in Hong Kong’s history. This outpouring of support nodoubt played a role in the announcement of a commercial fishingban in marine parks by the Chief Executive of the HKSAR.The Chief Executive’s 2008 policy address also referred to a lowcarbon economy for Hong Kong, reflecting a growing awareness byour Government of the potential threats of climate change. WWF,with the support of HSBC, launched the first Hong Kong specificcarbon calculator for public use to allow individuals to determinethe extent of their carbon footprint in their everyday habits.We also began work on the Hong Kong Ecological FootprintReport, which will provide a benchmark to track our shift inconsumption and the size of our ecological footprint.And an announcement made just after the end of our fiscalyear of an energy supply agreement between Hong Kong andthe mainland negated the need for an LNG terminal at the SokoIslands, a known fishery spawning and nursery area.As you can see from this report, WWF in Hong Kongdelivers high quality conservation and education programmesfor the benefit of Hong Kong, South China and the region.
