克 盡 己 職 專 注 監 管本港 市 民 對 「 公 眾 諮 詢 」 並 不 陌 生 。 幾 乎 所 有 建 議 中 的計 劃 、 項 目 和 倡 議 都 需 向 公 眾 披 露 相 關 資 料 , 並 訂 出公 眾 發 表 意 見 的 期 限 。 雖 然 發 展 工 程 項 目 大 致 相 同 ,但 由 於 本 港 有 大 量 項 目 推 出 , 加 上 文 件 內 容 冗 長 、 用 字 專 門 , 一般 人 幾 乎 不 可 能 掌 握 所 有 最 新 的 計 劃 。 香 港 人 的 生 活 壓 力 沉 重 ,單 是 應 付 家 庭 、 工 作 已 令 人 喘 不 過 氣 來 , 故 即 使 是 關 注 本 港 自 然環 境 的 人 士 , 亦 無 法 抽 空 細 閱 每 年 由 各 發 展 商 提 交 , 數 量 繁 多 的發 展 計 劃 書 。世 界 自 然 基 金 會 的 科 學 家 與 政 策 專 家 是 香 港 自 然 環 境 的 看 守人 , 負 責 審 視 生 態 敏 感 地 區 的 發 展 建 議 , 不 論 是 村 落 的 小 型 工程 , 或 大 型 的 商 業 發 展 項 目 , 都 是 我 們 所 關 注 的 。 每 個 項 目 都 對自 然 環 境 構 成 潛 在 風 險 , 小 組 檢 討 有 關 建 議 , 指 出 項 目 有 哪 些 重大 風 險 , 並 在 可 能 的 情 況 下 , 提 出 相 應 解 決 辦 法 , 緩 減 對 環 境 的負 面 影 響 , 有 時 甚 至 會 嘗 試 阻 止 項 目 落 實 。這 份 工 作 需 要 久 坐 案 前 細 閱 報 告 , 有 時 更 要 進 行 實 地 考 察 , 作第 一 手 調 查 , 並 非 一 份 令 人 豔 羡 的 工 作 ; 然 而 這 支 專 業 團 隊 卻 專心 致 志 , 孜 孜 不 倦 , 認 真 對 待 工 作 , 在 諮 詢 期 間 扮 演 積 極 和 支 援角 色 。審 視 發 展 工 程 項 目 並 非 令 人 豔 羨 的 工 作 , 但 本 會 的 專 業 團 隊 卻 專 心 致 志 , 希 望 能 改 善 香 港 環 境 。While it may not be glamorous, <strong>WWF</strong>’s team is committed to reviewing the development proposals that shape Hong Kong’s environment.A watchful eyePublic consultation exercises are well known to HongKong residents. Almost every proposed project,programme and initiative must make its informationavailable to the public and have a period for public comment.Development projects are no different but with the breakneckpace of construction and growth in Hong Kong, plus the lengthand highly technical language of the related documents, it is nextto impossible for the average person to stay abreast of the latestplans. The demands of family, employers and life in general leavelittle time to think about the numerous development proposalsthat are submitted every year, even for those who care deeplyabout protecting our natural heritage.Enter <strong>WWF</strong>’s team of scientists and policy experts. This smallgroup acts as Hong Kong’s watchdog – reviewing developmentproposals for ecologically sensitive areas that range in scale fromsmall village projects to the biggest commercial developments.Each project carries with it potential risks to the naturalenvironment and our team reviews the proposal to pinpointsignificant risks and, if found, offers solutions to mitigate thenegative environmental impacts, and occasionally to try andprevent the project going ahead.Requiring long hours behind a desk poring over reports, withthe occasional site visits to perform first-hand investigations, itisn’t the most glamourous of jobs.
