「 海 」 中 求 勝曾幾 何 時 , 香 港 水 域 是 大 量 海 洋 生 物 的 棲 息 地 , 物 種 豐富 多 樣 。 然 而 , 過 去 數 十 年 來 , 社 會 急 速 發 展 , 令 香港 的 海 洋 環 境 面 臨 嚴 峻 的 危 機 。 過 度 捕 魚 、 不 符 合 可持 續 發 展 原 則 的 捕 魚 方 式 、 污 染 及 填 海 工 程 等 問 題 , 正 慢 慢 侵 蝕 我們 珍 貴 的 海 洋 環 境 , 嚴 重 威 脅 海 洋 生 態 的 健 康 。大 部 分 市 民 對 這 些 問 題 了 解 不 多 , 海 洋 保 育 工 作 難 以 推 行 。 垃 圾將 海 床 堵 塞 , 而 不 符 合 可 持 續 發 展 原 則 的 捕 魚 方 式 , 更 令 本 港 的 海 洋資 源 大 大 減 少 。 多 年 來 , 公 眾 要 求 保 護 海 洋 的 聲 音 並 不 強 烈 , 故 政 府一 直 未 有 制 定 保 護 海 洋 環 境 , 及 維 持 海 洋 生 態 健 康 的 保 育 措 施 。有 見 及 此 , 世 界 自 然 基 金 會 一 直 致 力 促 請 政 府 制 定 可 持 續 的海 洋 保 育 政 策 , 防 止 香 港 的 海 洋 生 物 多 樣 性 進 一 步 下 降 。2007 至2008 財 政 年 度 , 本 會 推 行 了 兩 項 計 劃 , 喚 起 公 眾 關 注 本 港 海 洋 生 態危 機 , 以 行 動 保 護 海 洋 環 境 , 並 取 得 重 大 成 功 。拯 救 海 洋 大 行 動「 拯 救 海 洋 大 行 動 」 於 2004 年 開 展 , 有 以 下 三 個 主 要 目 的 :• 禁 止 在 現 有 的 海 岸 公 園 內 進 行 捕 魚 活 動• 將 10% 的 本 港 水 域 闢 建 為 「 禁 捕 區 」• 停 止 現 時 捕 魚 活 動 未 受 規 管 的 狀 況 , 及 引 入 可 持 續 漁 業 管 理 制 策2008 年 初 , 由 本 會 委 託 進 行 的 一 項 調 查 顯 示 , 絕 大 部 分 市 民 均 支持 於 香 港 水 域 成 立 「 禁 捕 區 」。 當 中 有 98% 受 訪 者 認 為 , 成 立 「 禁 捕區 」, 為 海 洋 物 種 提 供 庇 護 所 , 實 屬 合 理 之 舉 。 這 證 明 香 港 大 部 分 市民 認 同 , 應 更 積 極 保 護 海 洋 環 境 , 並 希 望 海 洋 環 境 能 得 到 改 善 。2008 年 3 月 , 本 會 發 起 簽 名 請 願 運 動 , 爭 取 公 眾 對 「 拯 救 海 洋 大 行不 符 合 可 持 續 發 展 原 則 的 捕 魚 方 式 不 但 令 香 港 的 魚 類 數 目 減 少 , 更 影 響 漁民 的 生 計 。Unsustainable fisheries practices have hurt Hong Kong’s fish stocksand fishermen.Winning beneath the wavesOnce home to a diverse array of marine life, Hong Kong’swaters have been hit hard by the surge in developmentover the past decades. The biodiversity under the waves,once a sight to behold, is a shadow of its former glory. And thethreats that have chipped away at our marine environment are stillan issue: overfishing, unsustainable fishing practices, pollution,and shrinking ocean habitats from land reclamation.The biggest obstacle to marine conservation is that theseproblems are hidden from most people. The trash choking ourseabeds and unsustainable fishing practices that strip awaymarine life from Hong Kong’s waters are invisible to the public.Without a public clamour to take action, the government hasfailed to institute conservation policies that would protectHong Kong’s seas and put them on the path to a healthy,vibrant future.Against this backdrop, WWF has been working hard toencourage the creation of sustainable marine policies to preventthe further loss of Hong Kong’s marine biodiversity. In 2007-08,WWF saw great success from two projects that promoted greaterawareness of, and action for, the plight of local seas.© Alan Leung本 會 將 獲 得 超 過 58,000 人 簽 署 的 「 拯 救 海 洋 大 行 動 」 請 願 書 交 給 香 港 行政 長 官 。More than 58,000 people signed the Save Our Seas petition that wasgiven to Hong Kong’s Chief Executive.Save Our SeasBegun in 2004, the Save Our Seas (SOS) campaign has threemain goals:• Stop fishing in our existing Marine Parks• Operate 10 percent of our waters as no-take zones• Stop uncontrolled fishing and introduce sustainable fisheriesmanagementA survey commissioned by WWF in early 2008 revealedextremely high public support for no-take zones. Ninety-eightpercent of respondents said that such zones were reasonable– proof that the vast majority of Hong Kong residents want tosee changes in how our seas are managed.In March 2008, WWF launched a petition to capture thepublic support for SOS. By June, the petition had amassed morethan 58,000 signatures – a record response for WWF and thelargest public environmental petition ever in Hong Kong.
