4. Forecasting Future Water Resource NeedsSUMMARY: This section forecasts future demands for water and wastewatertreatment in the region.Section 4. Forecasting Future Water Resource NeedsWater and wastewater demand forecasts, along with the resource assessments(Section 3), form the foundation for water planning in the <strong>Middle</strong> <strong>Chattahoochee</strong>Region and serve as the basis for the selection of water management practices(Section 6). The tables and graphics in this section present the regional water andwastewater forecasts for 10-year intervals from 2010 through 2050 for four water usesectors: municipal, industrial, agriculture, and thermoelectric generation.During development of this plan, EPD requested water use forecasts for the four usesectors from the Alabama Department of Environmental Management (ADEM).Because of the current tri-state litigation, ADEM did not provide forecasts, onlycurrent day demands were provided. The <strong>Middle</strong> <strong>Chattahoochee</strong> Council directlyappealed to ADEM requesting this data as well and had not received a response asof the writing of this plan.4.1 Municipal ForecastsThe residential and commercial water demand and demands of small (non-majorwater using) industries were projected as one combined category and referred to asthe municipal demand. Demands for major water using industries were projectedseparately and are discussed in Section 4.2.Population ProjectionsMunicipal water and wastewater forecasts are closely tied to the populationprojections for the counties within the <strong>Middle</strong> <strong>Chattahoochee</strong> Region. The populationprojections were developed by the Governor’s Office of Planning and Budget (OPB)for the entire state. The OPB is charged in state law (O.C.G.A. 45-12-171) with theresponsibility for preparing, maintaining, and furnishing official demographic data forthe state.
