5. Comparison of Available WaterResource Capacities and Future NeedscSUMMARY: This section compares water resource capacities and future demandsfor water and wastewater treatment in the region. It discusses how the Councilconsidered gaps identified between needs and resource capacities.Section 5. Comparison of Water Resource Capacitiesand Future NeedsThis Section compares the water and wastewater demand forecasts (Section 4), alongwith the resource assessments (Section 3), providing the basis for selecting watermanagement practices (Section 6). Areas where the future withdrawal or wasteassimilation exceed the capacity of the resource for groundwater, surface wateravailability and surface water quality (assimilative capacity) will be addressed throughwater management practices. Areas where instream uses are not satisfied are alsodiscussed.5.1. Surface Water Availability ComparisonsProjected conditions in 2050 are similar to the current conditions described in Section 3.Significant gaps are identified under future 2050 demand conditions at the Heflin andNewell planning nodes in the Tallapoosa Basin. At the Montezuma planning node, nosignificant flow gap was identified under 2050 demand conditions. Downstream, at theBainbridge node, a substantial gap was identified, both under current and futureconditions. For the Bainbridge node, the gap is affected both by consumptive use ofsurface water and by the withdrawals from the Floridan Aquifer in subarea 4 of theDougherty Plain, where interconnection between the groundwater and surface watersystem is high. The average shortfall in the Flint River is modeled to increase by lessthan one percent by 2050. No observed shortfalls are noted for the <strong>Chattahoochee</strong>River; however, any future demand met in the model by use of existing storage shouldbe considered a potential gap and addressed through management practices.Furthermore, the conclusion of no shortfall along the <strong>Chattahoochee</strong> River is on thebasis that the current Revised Interim Operations Plan (RIOP) remains unchanged andconservation storage is available to fulfill demands. As discussed in Section 3, theCouncil takes exception to the manner in which the Corps has operated the systemunder the RIOP and identified impacts associated with the RIOP, including the following:05.02.2011• Economic and Recreational Impacts• Fish & Wildlife Conservation Impacts• Critical Habitat Impacts• Reservoir Drought Operation Impacts• Hydropower Impacts• Water Quality Impacts• Reservoir Operation & River Flow ImpactsA projected increase in surface water consumption of approximately 31 million gallonsper day on an annual average basis is anticipated for the region.
