Comparis<strong>on</strong> <strong>of</strong> data across countries is made inherently difficult by the fact that performancesvary substantially even am<strong>on</strong>g companies and within the same company. As suggested by Ofgem,factors that influence performance can be grouped into three classes:· Inherent factors such as weather c<strong>on</strong>diti<strong>on</strong>s, geography and populati<strong>on</strong> density <strong>of</strong> a particular area;· Inherited factors such as the design <strong>of</strong> the network at the starting moment <strong>of</strong> incentive regulati<strong>on</strong>and/or privatisati<strong>on</strong> (e.g. some companies or areas may have l<strong>on</strong>g, predominantly overheadcircuits, whilst others may have more underground lines). It takes a l<strong>on</strong>g time and significantcapital expenditure to fundamentally alter network design;· Incurred factors such as managerial performance, how well assets are maintained, and howeffectively resources are used.Reliable and robust data is crucial for incentive regulati<strong>on</strong> <strong>on</strong> c<strong>on</strong>tinuity. On the <strong>on</strong>e side, it clearlyemerged from the survey that the majority <strong>of</strong> regulators have not established or approved rulesfor recording interrupti<strong>on</strong>s (see Table 2.2). On the other hand, measurement protocols are generallyfound in almost all <strong>of</strong> the eight countries where an incentive/penalty regime is implemented(not in all countries that have set c<strong>on</strong>tinuity standards at system- or customer-level). These protocolsrequire companies to measure and analyse data in a manner that is c<strong>on</strong>sistent with regulatorypurposes, enable the regulator to c<strong>on</strong>trol the registrati<strong>on</strong> process, and give credibility and fairnessto financial incentive regimes.
