Led by the Honorary Treasurer, Mr. Eng Aik Meng, the Finance, Investment and Audit Committee oversees all matters<br />
pertaining to the <strong>Association</strong>’s finances, investments, accounts audit and surplus funds of the <strong>Association</strong>.<br />
Based on the Auditor’s report on the Accounts of the <strong>Association</strong> for the financial year ended 31 December 2010, the<br />
<strong>Association</strong> is financially strong.<br />

O InTernaTIonal commITTee<br />
Councillor Mr. Esben Poulsson was the Chairman of this International Committee.<br />
A summary of the main issues that were addressed by the Committee during the period in review is as follows:<br />
F Global Competition Developments<br />
In light of the international nature of the shipping industry, the Committee monitored closely the competition law<br />
developments in several countries which included China, Hong Kong, India, the United States and the European Union.<br />
F <strong>Singapore</strong> Competition Developments<br />
In 2006, the provisions on anti-competitive agreements, decisions and practices and abuse of dominance for the <strong>Singapore</strong><br />
Competition Act 2004 came into force. Subsequently, the Competition Commission of <strong>Singapore</strong> (CCS) granted a Block<br />
Exemption Order (BEO) for Liner <strong>Shipping</strong> effective from 1 January 2006, to last for a period of 5 years.<br />
In anticipation of the expiry of the BEO for liner shipping conferences on 31 December 2010, the <strong>Association</strong> initiated<br />
a Competition Working Group to liaise and discuss with the CCS on the economic loss to <strong>Singapore</strong> as a shipping hub and<br />
international maritime centre should the CCS decide not to renew the BEO.<br />
SSA was pleased that the Minister for Trade & Industry had announced on 16 December 2010 to exempt liner shipping<br />
agreements relating to liner shipping services from Section 34 of the Competition Act (Cap 50 B) for another 5 years until 31<br />
December 2015. The extension of the BEO will allow <strong>Singapore</strong> to continue to provide a stable, regulatory environment for<br />
shipping lines to call and operate out from <strong>Singapore</strong>.<br />
This was a positive outcome after a year of extensive consultations between the SSA and the CCS.<br />
