Based on the Auditor’s report on the Accounts of the Association for the financial year ended 31 December 2010, the
Association is financially strong.

Councillor Mr. Esben Poulsson was the Chairman of this International Committee.
A summary of the main issues that were addressed by the Committee during the period in review is as follows:
F Global Competition Developments
In light of the international nature of the shipping industry, the Committee monitored closely the competition law
developments in several countries which included China, Hong Kong, India, the United States and the European Union.
F Singapore Competition Developments
In 2006, the provisions on anti-competitive agreements, decisions and practices and abuse of dominance for the Singapore
Competition Act 2004 came into force. Subsequently, the Competition Commission of Singapore (CCS) granted a Block
Exemption Order (BEO) for Liner Shipping effective from 1 January 2006, to last for a period of 5 years.
In anticipation of the expiry of the BEO for liner shipping conferences on 31 December 2010, the Association initiated
a Competition Working Group to liaise and discuss with the CCS on the economic loss to Singapore as a shipping hub and
international maritime centre should the CCS decide not to renew the BEO.
SSA was pleased that the Minister for Trade & Industry had announced on 16 December 2010 to exempt liner shipping
agreements relating to liner shipping services from Section 34 of the Competition Act (Cap 50 B) for another 5 years until 31
December 2015. The extension of the BEO will allow Singapore to continue to provide a stable, regulatory environment for
shipping lines to call and operate out from Singapore.
This was a positive outcome after a year of extensive consultations between the SSA and the CCS.
