6 SSA Annual Review 2010/2011<br />

The <strong>Association</strong>’s five Operational Standing<br />

Committees, each of which was led by SSA Councillors, have<br />

been fully engaged in their respective areas of expertise. In<br />

particular, the <strong>Association</strong>’s Competition Working Group<br />

consulted extensively with the Competition Commission of<br />

<strong>Singapore</strong>, with a view towards securing a further extension<br />

of the Block Exemption Order (BEO) for Liner <strong>Shipping</strong><br />

Agreements. The decision to extend the BEO for another<br />

5 years is a very positive development that will allow<br />

<strong>Singapore</strong> to continue to provide a stable, regulatory<br />

environment for shipping lines to call at and operate out of.<br />

In light of the increasing concerns over the threat of Somali<br />

pirates, SSA has also been heavily involved at the policy and<br />

<strong>operational</strong> level in promoting feasible, practical anti-piracy<br />

measures for merchant vessels transiting the region. To this<br />

effect, the Council has formed an Anti –Piracy Task Force<br />

which is headed by the Technical Committee Chairman,<br />

Capt Bjorn Hojgaard. I hope the Task Force, which held its<br />

first meeting one week ago, will be able to accomplish the<br />

tasks that it sets out to perform.<br />

On the global stage, the SSA is a member of the<br />

International Chamber of <strong>Shipping</strong> (ICS), the principal<br />

international trade association and employers’ organisation<br />

for merchant ship operators, representing all sectors and<br />

trades and about 80% of the world merchant fleet. SSA<br />

also maintains close relations with all members of the Round<br />

Table of International Shipowners’ <strong>Association</strong>s (RTISA).<br />

Regionally, SSA is a member of the Federation of<br />

ASEAN Shipowners’ <strong>Association</strong>s (FASA), and through<br />

FASA, a member of the Asian Shipowners Forum (ASF). As<br />

a member of FASA, the SSA continues to chair the ASF Safe<br />

Navigation and Environment Committee (SNEC). The SSA<br />

also works closely with the ASF Permanent Office to further<br />

enhance Asian shipping interests.<br />

At home, your <strong>Association</strong> continues to work closely<br />

with such organisations as the Ministry of Transport (MOT),<br />

the Maritime & Port Authority (MPA), the Ministry of<br />

Manpower (MOM), the <strong>Singapore</strong> Workforce Development<br />

YEG delegates at the 20th Asian Shipowners Forum in Bali, Indonesia<br />

Agency (WDA), the <strong>Singapore</strong> Maritime Academy (SMA),<br />

the <strong>Association</strong> of <strong>Singapore</strong> Marine Industries (ASMI), the<br />

<strong>Singapore</strong> Chamber of Maritime Arbitration (SCMA) and the<br />

<strong>Singapore</strong> Maritime Foundation (SMF). Over the past year,<br />

the SSA has closely engaged stakeholders on issues aimed<br />

at mitigating the chronic shortage of trained seafarers,<br />

especially in the harbour craft industry. The SSA was also<br />

very pro-active in voicing industry concerns to MPA.<br />

concluSIon<br />

At this AGM, I would have served my fourth (4th ) term<br />

or eight (8) years as President of the SSA Council. Some of<br />

you might recall that, towards the end of my first term, I<br />

had proposed amendments to the SSA Constitution to limit<br />

the tenure of the SSA Presidency to a maximum of three (3)<br />

terms or six (6) years to enable new blood to be injected into<br />

the Council. Pursuant to the amended SSA Constitution, I<br />

would like to inform all of you that I will be stepping down<br />

as SSA President at this AGM. It is, however, my intention<br />

that a new President will be elected to succeed me.<br />

For the last eight years, my fellow Councillors and<br />

the volunteers serving on the <strong>Association</strong>’s Committees<br />

and Sub-Committees have given me tremendous support.<br />

Without their dedication, hard work and excellent support<br />

in promoting the interests of the <strong>Association</strong>, the SSA<br />

would not have been able to accomplish its goals. I would<br />

like to take this opportunity to thank them for taking the<br />

time away from their own careers to support the efforts of<br />

the SSA.<br />

I would also like to thank all our members whom I<br />

am deeply grateful for the continued support given to<br />

our <strong>Association</strong>, and also the Secretariat for the efficient<br />

discharge of their duties.<br />

Last, but not least, I would like all of you to give your<br />

wholehearted support to the incoming SSA President and<br />

his new team.<br />
