1. The Proposed Project will modify <strong>and</strong> extend the pilot Voucher Skills <strong>Training</strong> Program<br />

(VSTP), based on its evaluation <strong>and</strong> the lessons learned. The processes, findings <strong>and</strong> major<br />

lessons <strong>and</strong> recommendations from the outcomes of the 2008 surveys <strong>and</strong> evaluation are<br />

sumarized below.<br />

A. The Voucher Skills <strong>Training</strong> Program<br />

2. VSTP was designed <strong>and</strong> implemented as a part of ESDP II, to offer community<br />

responsive technical <strong>and</strong> vocational education <strong>and</strong> training (TVET) <strong>and</strong> to move the Provincial<br />

<strong>Training</strong> Centers (PTC) from being supply-driven to becoming dem<strong>and</strong>-driven institutions<br />

responsive to identified skills needs.<br />

3. VSTP, which operated from 2006–2008, targeted 210 poor communes in seven<br />

provinces. Each of these communes received a training voucher of up to US$5,000 per year for<br />

the three years, to be spent on training selected, based on a Commune <strong>Training</strong> Plan (CTP)<br />

developed through participative planning, assisted by a Community Development Specialist<br />

(CDS) <strong>and</strong> working with the local PTC. The objectives of the program were to alleviate poverty,<br />

improve the commune’s economic future <strong>and</strong> begin the process of making the TVET market<br />

responsive, with non-formal training.<br />

4. The CTP could include any training in trade skills, service skills or agricultural skills<br />

which would improve family income. The training could be commune-based, enterprise-based<br />

or center (PTC)-based. Each plan was assessed by the Provincial <strong>Training</strong> Board (PTB) which<br />

ascertained its relevance to the skills development priorities of the province.<br />

5. The total budget provision for VSTP, between 2006 <strong>and</strong> 2008, was approximately $4.2<br />

million.<br />

6. Table 1 shows the breakdown of trainee participation under VSTP. Over 107,000<br />

people benefited from the pilot program, of whom 57% were women.<br />
