AIA politicalaction committeeThe AIA-PAC has achieved high success rates in terms of its contributions to winningcandidates and its ability to influence legislation. lt has played a prominent role inenhancing the image of AIA North Carolina among state legislators and in establishingarchitects as a respected source of information for legislators.LEGISLATIVE SUCCESSSince its formation in 1986, the AIA North Carolina PoliticalAction Committee (AIA-PAC) hasbecome increasingly successful in the political arena and has been of major assistance to AIANorth Carolina in advancing its legislative agenda.A long string of legislative victories have been achieved by AIA North Carolina in thelast decade including:. Qualification-Based Selection for architects on public projects. Greater flexibility for single-prime contracting on public projects. Statutory strengthening of the Architectural Practice Act (G.S.83A). Passage of a 5'1.8 billion statewide bond issue for school construction. Qualified immunity for architects as volunteers in declared emergencies. Clarification of a seven-year statute of repose. Securing the single prime contracting option on government projects. Passage of 53 Billion higher education bond for constructionAIA North Carolina has also been successful in defeating or altering legislation,which could have a negative effect on the architectural profession. lssues like interiordesigner licensing, stock school plans and professional service taxes have all beenstopped in past legislative sessions. In addition, AIA architects have been appointedby the Governor and legislative leaders to key positions on regulatory and advisoryboards and commissions.MISSION OF AIA.PACThe AIA-PAC was established to assist the architects of North Carolina in gaining accessto state legislators for the purpose of establishing an effective forum on i'ssues iacingthe profession. lts mission is to work to create an environment in the North CarolinaGeneral Assembly and Council of State, which is conducive to accomplishing the goalsof the architectural profession.Three specific objectives guide the activities of the AIA-PAC.These are:. To solicit contributions.. To make contributions to candidates who will be influential in determining thefuture course and the practice of architecture in North Carolina.. To generally educate or inform the membership of AIA North Carolina concerninglegislative and political issues affecting the profession.The AIA-PAC is organized and operated on a voluntary, non-partisan basis to preserveand promote the status of architecture through the pursuit of its objectives. Theorganization is governed and supervised by a Board of Directors composed of 21members of the AIA-PAC, with a minimum of one memberfrom each section of AIANorth Carolina. Each Director is appointed to a term of three years, with no Directorbeing appointed to more than two consecutive terms.To maintain established levels of candidate contributions and ensure the continuedeffectiveness of AIA North Carolina's Government Affairs Programs, AIA-PAC needscontinued and increased financial support from members and friends of theprofession.
