family's immediate health and safety<br />

C. Second thing to identify: Is there "apparent eligibility "to <strong>CalWORKs</strong>?<br />

"Apparent eligibility" means that the information provided on the Statement<br />

<strong>of</strong> Facts and information otherwise available to the worker indicates that the<br />

applicant would be eligible for aid if the information on the Statement <strong>of</strong><br />

Facts were verified.<br />

D. Third thing to identify: If the applicant has an emergency need and there is<br />

"apparent eligibility":<br />

Does the applicant meet the following conditions:<br />

� Non-citizens: pro<strong>of</strong> <strong>of</strong> eligible status<br />

� PWO (pregnant woman only): pro<strong>of</strong> <strong>of</strong> pregnancy<br />

� Can emergency need be met my issuing expedited food<br />

stamps or homeless assistance or by another community<br />

agency?<br />

� Does the applicant have resources that exceed the resource<br />

limitation (this does not include monthly gross income)?<br />

� Has the applicant complied with the following technical<br />

conditions for AFDC:<br />

� Social Security enumeration<br />

� Application for unconditionally available income,<br />

including UIB<br />

Once the applicant's emergency need and apparent eligibility have been<br />

assessed, staff need to determine if the applicant is within the<br />

resource limit.<br />

As long as the applicant meets the gross income limits for <strong>CalWORKs</strong>,<br />

there is no other determining factor for income when processing<br />

immediate need.<br />

E. When the emergency involves transportation:<br />

The applicant's resources must be less than the cost <strong>of</strong> the emergency.<br />

Find out what the transportation need is, and the cost <strong>of</strong> the emergency.<br />

Add up the liquid resources. If the cost <strong>of</strong> the emergency is greater than the<br />

sum <strong>of</strong> their liquid resources, the applicant is eligible to immediate need.<br />

F. When the emergency need involves running out <strong>of</strong> food:<br />
