ENVIRONMENTAL IMPACT ASSESSMENTIn 2001, pursuant to NR SR Act No. 127/1994 Coll. of Laws on environmental impact assessment,297 proposals for construction, equipment and activity were assessed altogether. Of total number ofthe assessed proposals in 2001, assessment was completed for 225 constructions, facilities andactivities, 188 were subject to screening process, and 37 to obligatory assessment.Final position statements issued in the assessed period by MŽP SR in 2001, in all cases compliedwith proposals for measures to reduce negative environmental impacts. 72 proposals were carried to2002.Of the assessed activities, proposals in the area of water management sector were dominant (69proposals), followed by constructions of supermarkets (31 proposals), petrol stations (21 proposals),construction of road communications (14 proposals), and recreation and sports activities (14proposals).Significant increase in the number of assessed proposals, compared to 2000, was the result of ActNo. 391/2000 Coll. of Laws, which amends NR SR Act No. 127/1994 Coll. of Laws on environmentalimpact assessment, and at the same time fulfills EU requirement for full harmonisation of the Slovaklegislation with the EU law in the area of environmental impact assessment.In the context of meeting the obligations that Slovakia accepted under the UN ECC Convention on<strong>Environmental</strong> Impact Assessment across national boundaries, drafts of bilateral agreementswith the neighbouring countries were developed, and conditions for full implementation of theConvention were defined. MŽP SR representatives were actively participating at internationalworkshops on preparation of Protocol on Strategic <strong>Environmental</strong> Assessment, which is to accompanythe UN ECC Convention on <strong>Environmental</strong> Impact Assessment across national boundaries.


ENVIRONMENTAL MANAGEMENT SYSTEMDegree of significance and correctness of voluntary taking up obligations of traditional environmentalpolluters found its expression in 2001 in significant growth of introduced and certified systems of<strong>Environmental</strong> management system under ISO 14001 standard. In 2001, the certificate was awardedto other thirty-two organisations in Slovakia. The certificate was awarded following a successful auditfor the functional EMS, mostly by international certifying organisations. The certification process wasalso assisted on by a Slovak certification companies SKQS Žilina, which in April 1999 obtained an accreditation by Slovak National AccreditationAuthority for the area of certification, Lignotesting a.s., Bratislava and VÚSAPL a.s., Nitra, which obtained anaccreditation certificate from Slovak National Accreditation Authority in 2001.By the end of 2001, 69 organisations were certified in Slovakia under the ISO 14001 norm.Organisations with certified EMS under international standard ISO 14001 in 2001No. Organisation Certificate valid Certifying authority1. Test of the system was conducted by an international environmentalauditor Dr. Hans Hiller from Intechnica, GmbH, Norimberg.Registration of EMAS for the following period will be implemented within NR SR Act No. 468/2002Coll. of Laws on environmental-friendly management and audit, which ensures and carries out alsothe full implementation of the European Parliament and EC Directive No. 761/2001 that provides forvoluntary participation of organisation in Community for ecological management and auditsprogramme (EMAS).


ECONOMICS OF ENVIRONMENTAL PROTECTIONThe State <strong>Environmental</strong> Fund,thepurpose of which shall be toraise,allocate and provide financialresources and their proper use inenvironmental protection,shall beestablished.§1 of Act No.69/1998 Coll.of Laws onState <strong>Environmental</strong> Fund(former §1 of Act.of the SNCNo.128/1991 Coll.of Laws)The state budget and investment policyFunds that pertain to environmental protection and development were released from the statebudget of the Slovak Republic (ŠR SR) through subsidies from budget chapters at different Ministries,from the State <strong>Environmental</strong> Fund (ŠFŽP), State Water Management Fund (ŠFVH), and State Fundof Road Economy (ŠFCH). In 2001, the Ministry of Environment of the Slovak Republic contributedwith the amount of 1 177,839 thousand Sk as environmental investments, which represents the shareof 37.3% on the investments from all sectors. Pursuant to Act No. 69/1998 Coll. of Laws on State <strong>Environmental</strong> Fund, the funds in2001 were divided into the groups of non-repayable and repayable funding. The non-repayablefunding group had the resources of 1,154,759,443.58 Sk including a transfer from the State budget of188 495,000 Sk. This group used expenditures on subsidies directed to environmental protection, aswell as expenditures related to the fund’s administration and activities of the Fund’s Board, and otherexpenditures of the Fund at 1 112,552,645 Sk. The group of repayable funding had the resources of464 645,479.73 Sk. Instruments of the group of repayable funding were used for given loans, fees forthe services of the First Municipal Bank, Inc., Žilina (PKB) and income tax at the sum of363 701,902.24 Sk.Funds disbursed as subsidies were given to beneficiaries on the basis of decision of the Minister ofEnvironment of SR and a signed agreement at subsidiaries of PKB. In 2001, the Minister ofEnvironment of Slovakia decided to award 705 subsidies at the amount of 1 191,977,055 Sk. Of thisamount, 19.5 mil. Maximum penalties during the monitored period were imposedto entities in waste management. In 2001, there was an increase in revenues from penalties in thearea of air protection, water protection,, waste, nature protection, and for breaching the constructionlaw.29% of the amount of imposed penalties in 2001 addressed the abuse of responsibilities in the areaof waste management, 28% of penalties was imposed in the area of water protection, 18% forbreaching the construction law, 7% in the area of air protection, and 5% in the area of natureconservation.

ENVIRONMENTAL EDUCATIONThe gradual deterioration of the environmenton Earth as a result of certain humanactivities and collective and individualdevastation of nature in the past,as well asat the present,is basically related to the lowlevel of man's environmentalawareness.Raising this level andconsequent conscious action can,on theglobal level,help slow down the deteriorationprocess or even stop it,without increasingcosts;in specific regions and localities it canquickly contribute to improvement of theenvironment and secure harmonisationbetween nature and man,as its co-part.<strong>Environmental</strong> Education Conception, in1997<strong>Environmental</strong> educationWithin intentions of sustainable development, cooperation between the sector and non-governmentorganisations active in the area of environmental education under the Špirála company wasstrengthened. Completion of <strong>Environmental</strong> Education Centres continued (also co-operation withinternational partners) and so did the preparation of Nature Protection School ŠOP in Varín.Science and researchIn 2001, on the basis of the SR Government Resolution No. 724/2000, there was developed andapproved Strategy of research and development under MŽP SR until 2005. Strategy of the sector setup the following priorities for research:ecologisation in waste managementnature and landscape protectionenvironmental monitoring, information and alarm systemprotection and rational exploitation of rockssustainable spatial development and physical planningair and ozone layer protectionenvironmental economics and financial engineering of environmental investments.In 2001, investigative components of the Ministry were activated to prepare participation on the 6thEU Framework Programme for science and technical development.In 2001, MŽP SR solved 5 research ta<strong>sk</strong>s funded from the state budget at 20,536 thous. Sk. Ta<strong>sk</strong>sare focused on the issues of hazardous waste land filling containing PCB, and research andmonitoring of geological environmental factors.Public awarenessThe right to obtain information in the Slovak Republic is guaranteed by the Constitution and otherdocuments on human rights. Through adoption of Act No. 211/2000 Coll. of Laws on free access toinformation and on amendment to some laws (Act on freedom of information), a legal framework foraccess to information was set up.


In 2001, 1,637 cases of citizens requesting information were received by Public Relation Office.Within the period of 10 days, under Sect. 17, par. 2 of Act on freedom of information, the Officeprocessed 1,633 requests, 4 requests were processed under Sect. 17, par.2 within 20 days, in 3 casesa decision not to release information was made pursuant to Sect. 18, par.2, and 24 requests wereassigned to other required persons pursuant to Sect. 15, par. 1. .Public Relation Office accepts requests and releases information through a hotline phone service at02/5956 2222, fax: 02/5956 2222, email: info@enviro.gov.<strong>sk</strong>, and through written correspondence.Department for public relations of MŽP SR prepared a “Draft of measures to secure theimplementation of EHK OSN Convention on access to information, public involvement on decisionmakingprocess, and access to justice in the area of environment (Aarhus Convention)” SlovakGovernment, through Resolution No. 1 061/2001 approved the submitted draft at its session onNovember 7, 2001.Co-operation with non-government organisationsIn 2001, a contest of small environmental projects called The Green Project continued. In thecontest, associations of citizens, foundations, interest associations of legal persons, non-investmentfunds, and non-profit organisations apply for assistance. Of 118 registered projects divided into 12topical areas, 33 contesting projects obtained benefits in the form of funds at 900 thousand Sk.
